Currently, he is President of the Institute of Social Sciences, a leading think-tank in Seoul, as well as President of the Seoul Forum for International Affairs. Dr. Kim was Korea's Ambassador to the L'nited States (1985-1988) and before then Chief of tne Korean Mission to the United Nations. He .also served as Special Assistant for International Affairs to the President and as Chief of Staff to the President of the Republic of Korea. Before entering government service, Dr. Kim taught political science at York University in Turnnto, Cunada and abo was Profes. or (lf Political Science at Korea University. Dr . Kim graduated from Seoul Nat-iona l U nlwrsity and from Williams College: He wu~ admitted tn Ph i Bcm Kappa in his junior year and awarded an honorary Dooror at law degree ar Willh>ms College in 1984. Dr. Kim earned a Ph.D. in Government from Harvard University in 1963. He is the author of Revolution and the International System, which has appeared in both English and Korean, and at present he writes a bi·weekly column for Hankuk llbo, Korea's leading daily newspaper. Han Xu Han Xu, who is currently President of The Chinese People's Association for Friendship with Foreign Countries, in Beijing, was China's Ambassador to Washing­ ton from 1985 to 1989, In the 1970s, before diplomatic relations were established, he served for six years as Deputy Chief of the Chinese liaison Office to the United States, holding ambassadorial rank. He was a major contributor to the normalizatiun of United States - China relations in 1978. Ambassador Han studied economics at Yenching University and later at China University. From 19~2 to 19~ 7, he worked as a teacher, secretary and interpreter in the Shanxi-Chahar-Hebci Military Region, t'ollowed by one year as English Secretary of the Chinese liberated Relief Area Association. Ambassador Han joined the Chinese Foreign Ministry as a Section Chief of the Protocol Division in 1949. The inspiration for the Center derives from Mike Mansfield's distinguished career and the two subjects with which he has long been identified: modern Asian affairs and ethics in public affairs. Both he and his wife, Maureen, whom he credits as being responsible for many of his successes, are graduates of The University of Montana. Later, as a member of the University's History Department, Professor Mansfield expressed his lifelong interest in Asia by introducing courses of Far Eastern History. In 1942, he went on to represent Montana for ten years in the United States House of Representatives, followed by twenty·four years as a member of the Senate, including many years as Senate Majority Leader. In 1977, President Jimmy Carter apPointed Mike Mansfield Ambassador to Japan, a position he continued to hold under President Ronald Reagan, until 1989. No other American Ambassador in Tokyo has served for twelve years, under two Administrations. Each year the Center sponsors a Mansfield Conference designed to convene a distinguished roster of internationally prominent speakers to address a theme of public interest related to the Center's dual interests in modern Asil).n affairs and ethics in public affairs. The 1993 Conference focuses on "Ending the Cold War in Asia", bringing together five distin· guished speakers from the United Smtes, Russia, Japan, China and Korea, to explore the possibilities of building a freer, more prosperous and secure international framework for the nations of the Pacific Basin.
