National Honor Society Constitution
Article I
Name and Purpose
Section 1. The name of this chapter shall be the Dublin Scioto Chapter of the National Honor Society of
Secondary Schools, which appears on the charter granted by the National Honor Council of the National
Honor Society, duly signed by the members of the National Council.
Section 2. The purpose of this chapter shall be to create an enthusiasm for scholarship, to stimulate desire
to render service, to promote worthy leadership, and to encourage the development of character in all
students of Dublin Scioto High School.
Section 3. The Dublin Scioto chapter shall be under the sponsorship and supervision of the National
Association of Secondary School Principals, 1904 Association Drive, Reston, VA 22091
Article II
The Principal
Section 1. The principal shall reserve the right to approve all activities and decisions of the chapter.
Section 2. The Principal shall annually appoint a chapter advisor, who may serve consecutive terms.
Section 3. The principal shall be a part of the local school district process for non-selection or dismissal
cases.
Article III
The Chapter Adviser
Section 1. The chapter adviser shall be responsible for the direct, day-to-day supervision of this chapter and
act as a liaison between faculty, administration, students, and community.
Section 2. The chapter adviser shall maintain files on membership, chapter history, activities, and financial
transactions. The chapter adviser shall send the annual report to the national office.
Section 3. The chapter adviser shall regularly review each member for compliance with Society standards
and obligations.
Section 4. The chapter adviser shall help the chapter officers understand and carry out their duties.
Section 5. The chapter adviser shall direct the high school principal's secretary to pay the annual NASSP
dues.
Article IV
Membership
Section 1. Membership in local chapters is an honor bestowed upon a student. Selection for membership is
by a faculty council, consisting of five teachers selected by the principal, and is based on outstanding
scholarship, character, leadership, and service. Once selected, members have the responsibility to continue
to demonstrate these qualities.
Section 2. Membership shall be known as active and graduate. Active members shall become graduate
members at graduation. Graduate members shall have no voice or vote in chapter affairs.
Section 3. Members who are seniors in good standing are eligible to be nominated by their chapters to
compete in the National Honor Society Scholarship Program. Selection shall be based on the essay written
for the scholarship application.
Section 4. A National Honor Society member who transfers from another school and brings a letter from
the former principal or chapter advisor to Dublin Scioto's advisor shall be accepted automatically as a
member in the Dublin Scioto Chapter of the National Honor Society.
Article V
Selection of Members
Section 1: Candidate shall be from the junior or senior class. Candidates shall be considered eligible for the
selection process if they have an accumulative grade point average of 3.5 or higher. This grade point
average requirement must be met at the beginning of their junior year or their senior year. There is a
service requirement of 20 hours.
Section 2: Students who have meet the grade point average will be notified by letter.
Section 3: Eligible students will be considered for induction based upon their service, leadership, and
character.
Section 4: The selection process is explained in more detail in an addendum to the constitution.
Section 5: Only the faculty council has the authority to review and make changes to the selection process.
Article VI
Dismissal
Section 1: Any member who falls below the standards which were the basis of his/her selection shall be
promptly warned. A National Honor Society member must maintain the standards for membership in order
to retain his membership. These standards include all four; scholarship, leadership, character and service.
Section 2: Any member whose accumulative grade point average falls below the standards which were the
basis for his/her induction will be placed on academic probation for a period of one semester. If the
member fails to raise his/her grade point average during this probation period he/she will lose his/her
membership.
Section 3: Members shall follow the Dublin Schools’ Code of Conduct, Extracurricular Code and Athletic
Code while participating in extracurricular activities. This agreement is binding while a student at Dublin
Scioto High School. Members who resign or are dismissed are no longer eligible for membership or its
benefits.
Section 4: If any member is involved in an act of poor conduct, he/she may be brought before the faculty
council for a hearing and his/her parents may attend this hearing. The school principal, chapter advisor or
any other high school faculty member may bring the student before the council for the hearing. Examples
of poor conduct include but are not limited to the following: lying, stealing, drinking alcohol, illegal use or
selling of drugs, vandalism, any gross violation of school rules or regulations, any conduct that causes
embarrassment to the honor society or the school, and violation of civil law. It should be noted that this
behavior is not restricted to the school year or school hours and includes summer vacation and weekend
activities as well.
If brought before the faculty council, the hearing will be kept as confidential as possible. The council will
take each case as an individual matter and act accordingly. The faculty council may give a verbal or
written warning, place a student on probation for a period of time, deny the student certain privileges such
as denial to participate in induction ceremonies or denial to hold an office, or dismiss the student from the
Dublin Scioto National Honor Society. It should be noted that the faculty council is not limited to the
stated actions.
Section 6. Members shall follow the Dublin Schools’ Code of Conduct, Extracurricular Code, and Athletic
Code while participating in extracurricular activities. This agreement is binding while a student a Dublin
Scioto High School. Members who resign or are dismissed are never again eligible for membership or its
benefits.
Section 7: Only the faculty council has the authority to review and make changes to the selection and
dismissal process.
Article VII
Officers
Section 1: The officers of this chapter shall be president, vice-president, recording secretary, corresponding
secretary, treasurer and historian.
Section 2: A majority of the votes cast shall be necessary to elect any chapter officer.
Section 3: It shall be the duty of the president to preside at the meetings of this chapter. In addition, the
president will be in charge of the formal induction ceremony.
Section 4: The vice-president shall preside at the meetings of this chapter in the absence of the president. It
is also the duty of the vice-president to keep the chapter informed of scholarship opportunities and to plan
for social functions.
Section 5: The recording secretary shall keep attendance at all meetings and functions of this chapter. In
addition, the recording secretary will keep minutes of meetings and help coordinate the newsletter.
Sections 6: The corresponding secretary will be in charge of all service projects and correspondence with
the public. He/she will write press releases for the induction of new members as well as service projects
completed by the chapter. In addition, the corresponding secretary will maintain the member database and
develop a working phone tree for communication purposes.
Section 7: The treasurer will be responsible for receiving and disbursing funds and shall keep accurate
records of all transactions. In addition, the treasurer will oversee fundraising activities.
Section 8: The historian will be responsible for recording service hours and keeping members informed of
their hours. In addition, the historian will keep a photographic history of the chapter.
Article VIII
Executive Committee
Section 1: The executive committee shall consist of the officers of the chapter the chapter advisor.
Section 2: The executive committee shall have the general supervision of the affairs of the chapter
between meetings, make recommendations to the chapter and determine and perform such other
duties as are specified in the bylaws.
Section 3: The executive committee will ensure that chapter activities and procedures follow school
policy.
Article IX
Meetings
Section 1: The chapter shall hold regular meetings.
Section 2: The executive committee shall meet one week prior to the regular chapter meeting.
Section 3: Committees shall meet at least once a month or as deemed necessary by the committee
chairperson.
Article X
Activities
Section 1: This chapter shall conduct one or more service projects for the chapter. Members are
expected to participate in these projects.
Section 2: These projects shall have the following characteristics: Fulfill a need within the school or
community; have the support of the administration and the faculty; be appropriate and educationally
defensible; and be well planned, organized and executed.
Section 3: Each member shall have the responsibility for choosing and participating in service
projects which reflects his or her particular talents and interest. This is in addition to the chapter
projects to which all members contribute.
Section 4: The faculty committee reserves the right to award the service tassel to members who meet
the service requirements set forth in the service tassel addendum.
Article XI
Emblem
Section 1: Each member of this chapter shall be entitled to wear the emblem adopted by the National
Honor Society.
Section 2: Any member who withdraws or is dismissed from the chapter shall not wear the emblem.
Article XII
Amendments
Section 1: This constitution may be amended by two-thirds vote of the chapter, provided that the
proposed amendment has been approved by the executive committee of the chapter and by the
faculty council, and that notice to members has been given at least one week prior to the meeting at
which it is to be voted upon.
