The mission of University of Minnesota Extension is: Making a difference by connecting community needs and University resources to address critical issues in Minnesota. Extension educational programs are organized and delivered through four structural units designated as Centers, each lead by an Associate Dean. These Centers include: Family Development, Youth Development; Community Vitality; and Food, Agriculture, and Natural Resources. The Extension Center for Family Development consists of three Program Areas: Health and Nutrition, Family Resource Management, and Family Relations. The Extension Center for Family Development is seeking an Associate Program Director for the Nutrition Education Program, part of the Health and Nutrition (H&N) Program Area. H&N is a statewide program that provides community-based nutrition education programming in all Minnesota counties. The H&N program implements the Food Stamp Nutrition Education (FSNE) program and the Expanded Food and Nutrition Education Program (EFNEP). Both of these programs make up the Nutrition Education Program (NEP). The person in this Associate Program Director position manages the day-to-day operations of the FSNE and EFNEP programs, and develops new resources for expanding Health and Nutrition programs. The Associate Program Director position will be supervised by the Program Leader for H&N and will work closely with H&N administrative team, the Family Development Leadership Team, and Center faculty and staff. Responsibilities: Coordinate the operations of the FSNE and EFNEP programs . Serve as the first point of contact for staff inquiries about FSNE and EFNEP program operations, compliance, and reporting. . Assure the completion of program goals and objectives by serving on the H&N Leadership Team, along with the Program Leader and Associate Dean, to determine policy direction for the FSNE and EFNEP programs. . Chair the Operations Work Group, providing leadership to three Extension Educators (EEs) and assuring completion of specified projects. (An example of a project that happened in 2008 is the managing/testing of an overall evaluation protocol, which included the creation/testing of an evaluation decision-making table and evaluation forms for Nutrition Education Assistants and managing the contract with independent evaluation contractor.) . Direct work of the NEP Principal Accountant, serving as a liaison to Extension Finance. . Assist with assessing and determining needed clerical and financial support for NEP, making additional requests for staffing as needed. . Lead the development of a FSNE/EFNEP operations manual for field and administrative staff that includes systems standards of practice (as determined by System Design Steering Committee). . Monitor and supervise contractors associated with carrying out the FSNE and EFNEP project goals. Lead and coordinate the development of the FSNE and EFNEP annual plan and reports . Develop standard operating procedure for the annual planning process. . Assist the Program Leader with understanding and ensuring compliance with FSNE and EFNEP policies and procedures (as communicated by the USDA Guidance) and other relevant Extension, University, state, and federal policies and procedures. . Collaborate (and meet regularly) with the Program Leader, field staff (EEs and Program Coordinators), accounting staff, and support staff to oversee the plan content including the budget and preparation of agreements/contracts. . Oversee the preparation of the grant applications, preparing several sections of the grant (the needs assessment, etc.) and developing the year's proposed project list (compiling information gleaned from field staff, etc.). . Assure the completion of the fiscal year-end final report. . Work with appropriate staff from the Minnesota Department of Human Services to assure the timely submission of the annual Plan and the coordination of Education and Administration Reporting System (EARS) data for the FSNE grant. . Work with H&N EEs (Forms Work Group, etc.) to assure that new forms are developed that capture data changes for FY09 and that the new FSNE Database pretesting is organized and ready to begin for grant FY09. Work to ensure the future viability for H&N through resource development . Keep current on updates from USDA (regarding FSNE and EFNEP program guidance and evaluation, etc.), the University (policy and procedures, etc.), and general business/education trends (related to leadership, evaluation, organizational development, etc.) . Identify new funding opportunities and assist the H&N team with selecting appropriate grants. . Coordinate the preparation, submission and post-award activities associated with grant applications for H&N. . Coordinate the development of a revenue generation strategy that support H&N programs, including external sales. . Work within the parameters of programming for low-income audiences to assure that H&N products and services continue to be racially, ethnically, and culturally sensitive and appropriate (meeting the targeted audience specifications for FSNE and EFNEP where appropriate). Required Qualifications: . Bachelor's degree required; master's degree preferred. . Three years of strong experience and skills related to grants development, management, and reporting. . Demonstrated success with seeking and obtaining grants for programs. . One year of experience and demonstrated ability to successfully lead and manage long term projects involving multiple constituent groups. . Strong written and verbal communication skills. . Experience building partnerships and/or collaborations. . Appreciation for and the ability to work with individuals/teams/programs that engage diverse audiences, including low-income youth and adults and diverse/multicultural audiences. . Ability to integrate information technology, distance education, and community design into educational programs.
