Outreach Notice Timber Resource Technician GS-1101-06 Lakewood/Laona Ranger District Lakewood/Laona Ranger District Duty station: Laona, WI Would appreciate responses of interest by: January 2, 2015 This position is located on a Forest Service Ranger District. The incumbent provides technical support work in the financial aspects of timber sale appraisals and accounting, contract activities, and business management phases of sale administration. Duties Associated with this position at the Full Performance Level: Performs substantive technical financial work required to analyze the facts and arrive at original conclusions throughout the contract administration and timber sales accounting process. Analyzes timber sale contracts and audits timber sale statements of account to assure documents comply with appraisal current direction, procedures, laws, and regulations. When purchasers request transfer of purchaser credits and/or cash, analyzes contracts and pertinent records to verify that transfer is allowed. Prepares and submits proper documents to Contracting Officer for approval. Independently coordinates the operation of Timber Sale Accounting System for the District. Serves as bid opener. Opens and analyzes sealed bids for compliance with regulations and instructions and for the determination of the high bidder. Reviews TSA financial statements for adequacy and recommends approval or disapproval to Contracting Officer. Obtains contract number, prepares letter of award, completes formal contract for signatures of successful bidder. Responsible for all financial management of each sale contract, ensuring correct payments are made within set time frames and credited to correct accounts for each sale. Responsible for review and adequacy of Surety Performance Bonds, Letters of Credit, and Assignment of Certificate of Deposit Agreements and processes for approval with Timber Sale Contracts. Reviews and performs final financial audit and closure of unit timber sales. The area of consideration is Government-wide and DEMO. This is a permanent full time position. Work schedule is Maxiflex. In addition to the duty station city, work may be performed at the non-duty station as they are combined Districts. Travel is required occassionally and/or overnight. The Chequamegon-Nicolet National Forest is located in Wisconsin's “Northwoods,” covering over a million and a half acres of forested lands in the north central section of the “Badger” state. The Forest operates out of nine District Offices and a Supervisor’s Office in Rhinelander, Wis. Where is the Chequamegon-Nicolet National Forest? The forest is comprised of more than 1.5 million acres in 11 northern Wisconsin counties and 65 townships. It is part of the treaty-ceded areas for 11 Indian tribes that retain hunting, fishing and gathering rights on national forest lands. Other lands within the Forest’s boundaries include more than 1,200 separate parcels owned by the Wisconsin Board of Commissioners of Public Lands, the State of Wisconsin, industrial forest land and privately owned properties. Interspersed around National Forest lands are more than 2.5 million acres of publicly owned properties and state and county and forests. This mix of public and private lands offers many opportunities for collaboration and partnerships. The Chequamegon portion of the forest includes about 858,400 acres in Ashland, Bayfield, Sawyer, Price, Taylor, and Vilas counties. In the east, the Nicolet side covers nearly 661,400 acres in Florence, Forest, Langlade, Oconto, Oneida, and Vilas counties. The two forests, established in the early 1930s, were combined into the Chequamegon-Nicolet National Forest in February 1998. Renowned for its four seasons of natural beauty, it is home to a diverse array of northern hardwoods, pines, and meadows. It is bountiful with lakes, rivers, and streams. Areas of highlands overlook the surrounding landscapes. The Wisconsin Northwoods have been the destination of recreationists and vacationers for over a century, with its abundant opportunities for fishing, biking, hunting, camping, hiking, skiing, boating, birding, and cultural resource sights and attractions. Located 300-450 miles north of Chicago, the Northwoods weather is characterized be generally pleasant summers of warm days and cool nights, perfect for enjoying the abundant lakes, camping sites, canoeing and kayaking rivers. The fall season is generally cool and dominated by great panoramas of color. The winters generally offer plentiful snowfalls, cold temperatures, and great opportunities to frequently snowshoe, ski, and snowmobile. Lakewood District Office 15085 State Rd. 32 Lakewood, WI 54138 715-276-6333 The town of Lakewood in Oconto County is a popular tourist destination town, located near the metropolitan areas of Green Bay and Appleton. It’s a quick weekend get-away for folks living in and around the Fox River Valley. The nearby Wolf River is a popular rafting destination and many of the rafters stay at the Chequamegon-Nicolet National Forest campgrounds, including the Forest’s largest campground, Boulder Lake. This campground was recently upgraded to include modern shower buildings and some sites with electrical hookups. It also has a cultural site with interpretive signs giving visitors a glimpse into the past. Other natural areas in the Lakewood area include Quartz Hill and Knowles Creek Wildlife Area. Visitors can also climb to the top of the historic Mountain Fire Tower for a birds-eye view of the area, or walk back in time through the Cathedral of the Pines. This stand of virgin timber was never logged. It’s a great place to hike, explore, or just imagine what the early forest looked like. Laona District Office 4978 Hwy. 8 West Laona, WI 54541 715-674-4481 The 1,400 hundred people that live in the Laona area are heirs to the shared heritage of the timber industry. The turn-of-the-century marked the founding of Laona - just 20 years prior to logging's heyday. Around 1876, the pine loggers came into the area and cleared off the pine stands. Generations of loggers have been working the Forest ever since. Laona began to thrive as railroads steamed their way into northern Wisconsin. Laona's economy became largely dependent upon the timber industry. One of the area’s best known tourist attractions is the Lumberjack Special steam train. The Lumberjack Special is a vintage 1916 Vulcan steam engine that was actually used by the Connor Lumber and Land Company in its logging operation and is now used to pull a passenger train to the Camp 5 Farm Museum. The Camp 5 Farm, Lumberjack Special, The Community Soup and Nicolet Public Golf Course, along with the Chequamegon-Nicolet National Forest make the Laona area attractive to tourists.
