under consideration include:

Final duty station will be determined based on organizational efficiency decision and
response to outreach. Outreach respondents’ will be notified on final duty location prior
to announcement.
Introduction:
This position serves as the North Zone Fire Management Officer with Staff Officer
responsibilities for the development, implementation and administration of the Zone Fire
and Fuels Management Program. This is a supervisory position that directly supervises
two zone AFMO’s and one zone Fuels Specialist. North Zone resources include 3
AFMOs, Logan Hotshots, 4 Engines, 2 Prevention Techs, zone Fuels Technician, and 1
10 person Initial Attack Squad. The position currently reports directly to the Ogden
District Ranger, but has responsibilities to coordinate fire and fuels management
programs with three additional District Rangers (Salt Lake, Evanston-Mountain View,
and Logan) within the zone. If Logan or Salt Lake is final duty, position would report to
the associated District Ranger.

This position is categorized as a High Complexity District/Zone Fire Management
Officer (DZFMO) position that is subject to the Forest Service Fire Program
Management (FS-FPM) Standard and Guide, as designated by the W.O. Fire and
Aviation Management. The FS-FPM minimum qualification standards (MQS) for this
position are High Pathway 1: DIVS and ICT3 or RXB2 (currency required) or High
Pathway 2: ASGS and ICT3 (currency required) and M-581 as additional required
training. These qualifications must be attained by the implementation deadline of
October 1, 2013, and thereafter must be met prior to entrance into the position as a
condition of hire. Refer to the Forest Service FS-FPM Standard Position Description
Crosswalk for a full description of the MQS.
This is a covered secondary position description under the provisions of 5USC 8336 (c)
and 8412 (d). Ninety (90) days of experience as a primary/rigorous wildland firefighter
or equivalent experience outside federal employment as a basic qualification requirement
for this position.
Duties:
The North Zone FMO is responsible for the following:
 Provides technical and administrative supervision to the unit. Plans and directs
overall work to be accomplished by subordinate supervisors, sets and adjusts
priorities, and prepares schedules for completion of work.
 Directs all phases of the Zone fire management program on a Forest with high fire
program complexity and is responsible for its planning, program direction,
coordination and evaluation. Analyzes current fire management plans and initiates
changes within guidelines or makes recommendations to meet changing
conditions within the limits of current or anticipated funding.
 Coordinates all fire preparedness and suppression actions with pertinent Forest
personnel, Northern Utah Interagency Fire Center (NUIFC), and Interagency
Partners as a delegated Duty Officer.
 Coordinates and administers the Zone Fuels Management program, annual and
out year budget, and program of work. Coordinates fuels management plans and
activities with other districts programs and objectives. Develops and maintains
long-range project and program plans for the protection and use of forest
resources in the area of responsibility.
 Coordinates and initiates all fire management activities based on firefighter and
public safety, cost effectiveness, and values to be protected consistent with
resource objectives, by using the full range of strategic and tactical options as
described in the Uinta-Wasatch-Cache Fire Management Plan.
 Ensures that the fuels management program is consistent with ecosystem
management principles and land use plans and is applied on a landscape basis.
Establishes priorities for fire hazard reduction and fuels management based upon
minimizing potential damage and maximizing multiple resource benefit and
enhancement. Reviews and evaluates fuels management and fire use plans and
prescriptions to achieve specific ecosystem and resource management objectives.

Identifies and evaluates the implications of the fuels management program on air
quality standards, and provides operational guidance to mitigate potential impacts
from smoke to sensitive areas.
We are looking for an individual who has:
 A thorough knowledge and understanding of fire policy, fire behavior, and fire
ecology and effects, and the ability to integrate that knowledge to effectively
manage the interrelationships between fire and other resources.
 An interest in expanding or developing skills in managing wildfires for multiple
objectives that are commensurate with the values at risk, and demonstrate the
concepts of risk assessment and management.
 Proven leadership skills. Interpersonal skills to educate, inspire, and motivate a
diverse workforce to safely accomplish dynamic objectives.
 Experience managing appropriate response across the spectrum of protection
priorities.
 Organizational skill to perform and direct the accomplishment of multiple
concurrent plans and projects working with diverse groups, agencies and the
public.
 The physical ability to perform at the arduous level of work capacity testing.
Work Capacity Test (WCT) for Wildland Firefighters:
This position participates in wildland firefighting activities. Based on the type of work
performed, TAKING and PASSING the WCT at the ARDUOUS level is a ''condition of
employment.'' The Arduous fitness (Pack) test consists of a three (3) mile hike, within
forty-five (45) minutes, while carrying a forty-five (45) pound pack. This
announcement/outreach constitutes the required 30 days advanced notice for testing
requirements.
Tour of Duty:
This position is a Permanent Full Time (PFT).

The Intermountain Region in Ogden, Utah
provides administrative oversight and support to
twelve National Forests and one National
Grassland in Utah, Nevada, western Wyoming,
and southern and central Idaho and covers
31,816,792 acres in the National Forest Systems.
There are approximately 2200 permanent
employees in Region 4.

The Uinta and Wasatch-Cache National Forest encompasses over 2 million acres in
northern and north-central Utah, and southwestern Wyoming and is divided into seven
Ranger Districts.
The Forest adjoins the largest population center within the State of Utah, which is known
as the Wasatch Front. The Forest is considered urban with heavy influence and impacts
from two million people living nearby.
The forest includes a variety of ecosystems ranging from high western desert to lofty
mountain peaks. It offers unlimited recreational opportunities throughout the year.
Whether you enjoy skiing, snowboarding, snowmobiling, hiking, mountain biking,
camping, picnicking, fishing, boating, swimming, horseback riding, etc., you can find the
recreational experience you are seeking. Because of the abundance of recreation
opportunities and the large urban population along the Wasatch Front, the UintaWasatch-Cache National Forest is one of the most heavily visited in the entire National
Forest system. There are nine Wilderness areas on the Forest. Though urban, the Forest
supports the full range of multiple uses including a timber program, oil and gas
exploration and production, and a significant grazing program. Watershed management is
also an important management emphasis on the Forest.
Utah, known for the “Greatest Snow on Earth”, was selected for the location of the 2002
Winter Olympics. Five world-class ski areas: Alta, Brighton, Snowbird, Snow Basin
and Solitude are located on National Forest System lands administered by the Forest.

Northern Utah and southwestern Wyoming enjoy four distinct seasons. Temperatures
range from an average low in the mid-teens in the winter to average highs in the summer
in the low ‘90’s. Annual precipitation averages approximately 16 inches.
The Ogden Ranger District includes 160,000 acres of urban Forest with intermingled
public/private land ownership from Weber Canyon north to Sardine Canyon and west to
Monte Cristo. The land was primarily acquired in the 1930’s after severe floods and
degradation. The area includes North Wasatch and Monte Cristo ecological subsections.
North Wasatch is characterized by jagged, craggy pinnacles and ridgelines with Willard,
Ben Lomond, and Mount Ogden peaks overlooking surrounding landscapes of subalpine,
talus slopes, conifer, and aspen, and lower slopes of oak, mountain shrub, and maple into
the valleys. The Ogden Valley includes farmsteads, rural communities’, and highly
developed water based recreation at Pineview Reservoir. To the east is Causey Reservoir

with rock outcrops and to the north Monte Cristo with conifer stands, aspen, scrub, and
sage flat mosaics create a landscape prime for winter and summer dispersed recreation
and the eastern flank where sheep and cattle graze in the grassland openings.
The District covers 5 counties and serves a population base of 850,000 an expected
population of 1,500,000 by 2050.
The growth and increasing demand for outdoor recreation opportunities has been
recognized nationally. A few notable articles within the last 6 months include Ogden
being ranked #1 Most Affordable Cities for Homebuying by CNNMoney and #1 Best
Emerging Ski Town by National Geographic Adventure.
The district supports a diverse program including recreation, special uses, resources,
range, fire, fuels, and partnerships. Staffing includes 28 PFT/PPT and averages 30
seasonal/year.

COMMUNITY INFORMATION
OGDEN, UTAH
Ogden has a culturally diverse population of 68,000. A full service community, Ogden
is located in Weber County, Utah which has a population of 227,000. Ogden is one hour
north of Salt Lake City, 5-hours south of Jackson Hole and Yellowstone National Park,
and 5-hours north of the red rock county of southern Utah. The Ogden area includes
major city amenities, from professional and minor league sports to fine dining, theater,
concerts, museums and other social and cultural opportunities.
Ogden is especially attractive for those who enjoy sports and the outdoors. Within 30
minutes, you can be skiing, hiking, camping, or fishing. Within close proximity, you can
find opportunities for cycling, golfing, and a number of local health clubs. The Ogden
Parks and Recreation department provides many recreational opportunities.
Housing availability is high in Ogden and surrounding communities. Home and
apartment rentals begin at approximately $650 per month and average about $1,000 per
month. The average rent for a 2-bedroom apartment is approximately $750 per month.

Ogden and Weber County include two public school districts and seven private schools,
which offer k-12 education. Ogden Weber Applied Technology College is a fully
accredited technical skills center. Weber State University, Utah State University (1 hour
north) and the University of Utah (1 hour south) offer a full array of higher education
opportunities.
Ogden has a large medical community with a wide variety of specialists, a number of
clinics, and two major hospitals—McKay-Dee Hospital Center and Columbia Regional
Medical Center.
There is a wide range of religious services available in the Ogden metro area.
