This memo is intended to serve as the initial charge letter to the Instructional Academic Staff Committee
for the 2015-2016 academic year. Please see the faculty standing committee page for reference to the
committee bylaws and previous charges and reports
(http://www.uwlax.edu/FacultySenate/FacultyCommittees/FacultyCommitteesIndex.htm).
Primary responsibilities of the chairperson include:
• promptly informing the Senate office (5-8018) the results of the election of officers and any
changes in committee membership.*
• organizing and conducting meetings.
• completing a year end report on the Instructional Academic Staff Committee activities to be
submitted to the Senate Office no later than May 31, 2016.
*The committee chairperson should carefully review Faculty Senate Bylaw II, “Faculty Standing
Committees” for information on committee attendance and the role of alternates.
Primary responsibilities of the secretary include:
• recording minutes of each meeting.
• promptly sending approved meeting minutes to Sibbie Weathers (sweathers@uwlax.edu) so
that the minutes can be posted on the faculty senate website.
In the event the committee chooses to rotate secretarial duties, please designate one person to be
responsible for e-mailing the meeting minutes to Sibbie Weathers.
We will continue to use the HR open meetings calendar for meeting announcements which will satisfy
the Open Meeting requirements. Committee chairs are responsible for including the Faculty Senate
address (senate@uwlax.edu) on meeting announcements. Committee secretaries are responsible for
sending minutes to both Sibbie and the senate email address above.
Special charges for the IAS Committee this year include:
1. making proposed by-law revisions for the inclusion of the IAS Liaison as a non-voting member,
2. revising committee practice so that the IAS Committee can establish its own charge in
recognition of primary challenges faced by IAS members of the UWL faculty (examples include
workload, merit process, promotion, contracts, etc.),

3. evaluate current workload policy as it effects IAS members in the different departments of the
university as well as in the administrative oversight of those departments,
4. direction to work with the Instructional Academic Staff Promotion Committee (IAS-PC) in
consideration of those challenges that relate to promotion, and in a continuing effort to improve
the usefulness of HR records related to IAS members, and
5. work with the IAS-PC to develop a simple form for all IAS annual reviews. This form should
include a place to upload IAS members’ position descriptions and list critical information about
years of service, title, and contract type. It needs to be flexible enough to work for different
departmental bylaw requirements and the review of short-term, part-time and continuing IAS
members.
