Funds may be used for the following: purchase, rental or lease of scientific or laboratory equipment for educational purposes—instructional and research; construction, maintenance, and renovation of instructional facilities PURPOSE OF TITLE III FUNDING (CONT’D) faculty development and exchanges purchase of educational materials funds and administrative management and acquisition of equipment for use in strengthening management. ACTIVIT Y DIRECTORS’ RESPONSIBILITIES Including, but not limited to the following: Overall Management of the Activity Fiscal and Programmatic Management Track and maintain Activity Equipment Inventory listing Requisitions and Compliance of University Policies and Procedures ACTIVIT Y DIRECTORS’ RESPONSIBILITIES (CONT’D) Internal/External Evaluation of Project Objectives Maintain appropriate data (to be reviewed annually by external evaluator) Submit Progress of Objective Attainment for Annual Performance Report (and Interim Performance Report after first 6 months of grant cycle) to be submitted to the Department of Education by the deadline. HBCU TITLE III PHASE I FORMULA GRANT • Number of Pell Grant recipients attending the applicant institution during the school year immediately preceding the beginning of the fiscal year in which the applicant applies for a grant. • Number of graduates of the applicant institution during the school year immediately preceding the beginning of the fiscal year in which the applicant applies for a grant. (34 CFR Section 608.4 defines “graduates” as a student who has attended an institution for at least three semesters and fulfilled academic requirements for undergraduate studies in not more than five consecutive school years.) • This calculation includes the previous four years. HBCU TITLE III PHASE I FORMULA GRANT In order for the Department of Education to determine the level of funding for an institution, the following information is required . (Program Regulations 34 CFR §608.31) Total number of graduates (undergrad) Number of Graduate Students in underrepresented degree programs of study Number of Pell Grant recipients ALLOWABLE ACTIVITIES • Suppor t of faculty exchanges, faculty development and faculty fellowships to assist these faculty members in attaining advanced degrees in their fields of instruction • Academic instruction in disciplines in which Black Americans are underrepresented • Purchase of librar y books, periodicals, microfilm, and other educational materials, including telecommunications program materials • Purchase, rental, or lease of scientific or laborator y equipment for educational purposes, including instructional or research purposes 34CFR Section 608.10 ALLOWABLE ACTIVITIES • Construction, maintenance, renovation, and improvement in classroom, library, laboratory, and other instructional facilities, including purchase or rental of telecommunications, technology, equipment or services • Tutoring, counseling, and student service programs designed to improve academic success • Funds and administrative management, and acquisition of equipment for use in strengthening funds management • Joint use of facilities, such as laboratories and libraries • Establishing or improving a development office to strengthen or improve contributions from alumni and the private sector 34CFR Section 608.10 ALLOWABLE ACTIVITIES • Establishing or enhancing a program of teacher education designed to qualify students to teach in a public elementar y or secondar y school in the State that shall include, as part of the program, preparation for teacher certification • Establishing community outreach programs that will encourage elementar y and secondary students to develop the academic skills and the interest to pursue postsecondary education • Other activities that it proposes in its application that contribute to carr ying out the purpose of this part and are approved by the Secretar y as part of the review and acceptance of the application 34CFR Section 608.10 HBCU SPECIFIC TITLE III FUNDING BETWEEN FY 08-FY 15 POLICIES & PROCEDURES Handbook Updates….. For travel reimbursements, you now have 14 days, instead of 7 to submit documentation. Students must be enrolled in 6 credit hours, in accordance with the Graduate School for fulltime enrollment, for the summer semester, to be eligible for Title III support. QUESTIONS????
