POSITION SUMMARY: The Equity, Diversity, and Inclusion Program Coordinator assists the Director of Human
Resources and Affirmative Action in administering the Equal Employment Opportunity/ Affirmative Action functions
of the University, to include assisting the Director with coordinating the University’s compliance efforts. The Program
Specialist will assist the Director in overseeing policies, processes, procedures, and training related to these areas and
will work with the campus community to assist the Director in assuring compliance with EEO/AA, Title IX, and ADA
regulations. This includes assisting the Director with implementing complaint procedures, including notification,
investigation and disposition of complaints; providing educational materials and training for the campus community;
conducting and/or coordinating investigations of complaints received pursuant to EEO/AA, Title IX or ADA while
ensuring a fair and neutral process for all parties.
Many of the activities performed by the incumbent in this position will involve access to and use of sensitive and
confidential information that is directly related to the employee/employer relationship, including but not limited to
employee complaints, transaction data, and appointment and payroll information.
DUTIES AND RESPONSIBILITIES:

A. Assist the Director with Administering Civil Rights Compliance:

Oversee the development, implementation, and monitoring of appropriate policies, procedures, grievance
processes and training programs related to and in compliance with EEO/AA, Title IX, and ADA
legislation, regulation, including the Office of Civil Rights case law and University policies and
procedures.
In collaboration with human resources staff, oversee recruitment reviews and the hiring process to ensure
appropriate efforts toward diversity and inclusion, which will include but not limited to working with
deans, department chairs, administration and faculty on searches (posting, recruitment, targeting
resources, monitoring pools, waivers of posting), interview questions, reasons for selection and nonselection.
Receive and address student, faculty, and staff inquiries or complaints of harassing behavior, other
discriminatory behavior, ADA violations, or issues related to Title IX and EEO/AA policies and
procedures.
Prepare and address all complaints, conduct investigations, and prepare disposition notifications to
appropriate individuals and refer to outside sources or agencies when necessary.
Develop, implement, and conduct training and educational programs for the campus community related
to their rights and responsibilities under the ADA as well as the services and grievance procedures
available to them and coordinate professional development to all employees concerning EEO/AA, Title
IX, and the ADA.
Assure the timely and appropriate development and dissemination of educational materials and training
programs for the campus community related to the ADA and AA/EEO rights and responsibilities.
Monitor and evaluate Title IX efforts of other University offices that receive and/or investigate
complaints, including but not limited to Human Resources, the Dean of Students Office, University
Police, and Intercollegiate Athletics.
Assist the Dean of Students Office in investigating and resolving student-related issues as needed.

B. EEO/Affirmative Action Program Data Support:
i.
Develop and administer procedures for the collection and reporting of statistical data relevant to the
Affirmative Action Plan.
Gather and update all material for appendices to Federal and State Affirmative Action Plans.
Coordinate completion of the statistical section of the Affirmative Action Plan.
Gather and prepare labor market data/census data using available software programs.
Collect, sort, input, and calculate numerical data using database, spreadsheet, and other application
software.
Provide hiring departments with EEO Self-Identification forms.
Collect information for all new hires, including racial/ethnic heritage, gender, veteran’s status and
disability. Develop and compile data for EEO/AA reports. Communicate with various campus
departments and UW System to collect data.
Compile and prepare state and federally mandated reports submitted to UW- System Administration
including: Sexual harassment/assaults, Vets-100, New Faculty Hires, ADA Accommodation reports etc.
Work with the Director of Human Resources & Affirmative Action to interpret data and formulate the
state Affirmative Action Plan.
Assemble, duplicate and distribute plans and reports to the appropriate parties.

C. Support for Complaint, Grievance, and Lawsuit Responses:
i.
Serve as the initial contact for persons bringing formal or informal complaints and grievances involving
unlawful or sexual harassment, discrimination, or Title IX related issues. Explain the formal and informal
complaint process to potential complainants. Refer persons with complaints of workplace harassment not
involving sexual harassment or discrimination to the Associate Director of Human Resources.
Identify and retrieve records, data and confidential personnel files needed to prepare the University’s
response to Personnel Commission, OFCCP and OCR complaints, as well as state and federal lawsuits.
Maintain, purge, and organize the University’s official files from internal complaints, EEOC and
Wisconsin Personnel Commission complaints, state, and federal lawsuits. Adhere to appropriate records
retention schedules.
Provide assistance and organizational support for UW System Legal Counsel and members of the
Attorney General’s staff who are responding to EEOC and Wisconsin Personnel Commission complaints
as well as state and federal lawsuits.
Assist as needed in interviewing witnesses in complaint investigations.

Participate in UW System Affirmative Action Directors’ meetings if agenda warrants or in place of the
director.
At the direction of the Director of Human Resources and Affirmative Action, serve on or attend
appropriate committees.
Assign and oversee the work of student assistants as needed.
Assist with other work as required by the Director of Equity & Affirmative Action.

REQUIRED QUALIFICATIONS:







Bachelor's Degree in a related field
Knowledge of faculty and staff recruitment procedures in higher education
Demonstrated knowledge of government regulations that pertain to applicants, students, faculty, and staff such as
Title VI and VII of the Civil Rights Act of 1964; Americans with Disabilities Act; Section 503/504 of the
Rehabilitation Act, Age Discrimination in Employment Act, Vietnam Era Veterans’ Readjustment Act, Title IX
of the Educational Amendments of 1972, Wisconsin Fair Employment Law, and any other state/federal antidiscrimination regulations
Demonstrated ability to work successfully with a diverse population
Advanced communication skills to clearly and effectively communicate information to diverse internal and
external audiences, client groups, and all levels of management.
Demonstrated experience with establishing and maintaining professional, collaborative working relationships and
interpersonal skills
Demonstrated experience with analyzing problems objectively, making effective recommendations and assisting
with the implementation of solutions to these problems
PREFERRED QUALIFICATIONS:



Advanced degree in a related field
Demonstrated ability to prepare Affirmative Action Plans and working with related software
Certification and/or training in the areas of EEO/AA/ADA/Title IX (i.e. PHR, CAAP, CDR, CDP, ATIXA)

Essential Functions
 This employee must have the ability to communicate clearly in person, by phone, e-mail, written communication,
and various reports and letters required for this position.
 Must be able to travel, operate a motor vehicle, and be away from their home or office for periods of time when
attending meetings, trainings, and conferences.
 The employee may be required to perform handling activities with lightweight or easily moved items (e.g. books,
file folders, boxes of office supplies, small machine parts, etc.); perform moving activities for brief periods;
operate light equipment; perform repetitive motions for brief periods.
Marginal Functions
 This position requires daily contact with University employees, including administrative and supervisory staff,
community agencies, government officials, community leaders, and the general public. Contacts by this position
are: in person, by telephone, or email to provide information regarding University programs, policy, and
procedures.
 Daily use of computer system, spreadsheet and database applications, printers, copier, fax machine, scanner,
calculator, shredder, telephone, all general office equipment, and vehicle to travel for business required.
