problem, and those people do not include attorneys, title
companies or surveyors. In a sense, they do not even include

program explores the role that the professional surveyor can,
and arguably should, take in helping property owners establish
or maintain their common boundary in the location that they
were perfectly satisfied with, at least until the surveyor

3. GPS: Just Because It Is Easy on the Surface Doesn’t Mean It Is

Unlike a transit or a chain, surveyors often acquire and use
modern technologies without really understanding how
measurements are achieved with them. In this course we will
cover some of the basics of how GPS and GNSS works. Then
we will discuss how the surveyors attending the seminar use it.
We will then attempt to dissect those practices into techniques
that leverage GPS’s benefits and those that are prone to
problems. We will end by discussing the practical impacts and
how to modify techniques, when applicable, that are being
used to keep surveyors out of trouble.

discuss how a remnant parcel of land led to a case before the
Federal and State Courts and how a Plat of Survey was not fully
disclosed until late into the court proceedings. The second part
will be the state court re-enactment led by the judge that

9. Ethics in Land Surveying Practice

As professional surveyors, we are required to be ethical.
That “requirement” is partly governed by statutes, rules and
regulations, partly by the current standard of practice such as the
professional society’s guidelines on ethical behavior and partly
by custom. In this session, we will discuss the importance of
ethics in relationships with clients, employees, employers and
other stakeholders. We will refer to published rules of ethical
conduct and discuss situations in relation to those rules. We
will also discuss what is appropriate in terms of ethical
responsibilities to the profession, professional societies and
society in general.
10. The 2015-2017 Wisconsin Budget Bill - Act 55

used to create database from county parcel data, and discusses
some of the issues faced in this process. The eventual goal of
the project is to have a complete and spatially accurate parcel
network integrated with the PLSS framework. Learn how accurate
PLSS data will be used to improve the parcel database and
how you can contribute.

How to Prepare Yourself for a Different World

The FAA has recently published its notice of proposed
rule-making. Many experts believe that actionable rules and
policies may be published as soon as late spring to early fall
2016. In this session we will discuss the regulatory framework
you are required to follow now, as well as once the rules are
published and in effect. We will also discuss options for
equipment, the types of data products you can create, the
amount of training needed to operate the UAS as well as the
processing software and some of the warnings for potential
disaster if you don’t proceed to integrate UAS in your business
in a highly process-oriented way.

In this session you will learn how to capitalize on scan data
collected from a scanner to help validate existing-conditions data
and provide the basis for your design process. Incorporating
scan technology and total station, see how the raw scan data is
registered in ReCap software utilizing geolocation control points
from the field. We will then evaluate the data and prep it to be
passed up to InfraWorks 360 software for further analysis, such
as placement of roads, bridges, and surfaces. After completing
the analysis, see how you can extract actual design data from
the InfraWorks software model to further the design process
within AutoCAD Civil 3D software. Finally, see how designers
and engineers can begin to capitalize on this data for surfaces,
alignments, and site planning.

what we want as our (true) image. The discussion will therefore
move to what benefits we offer, how to make these less abstract
to clients and other professionals, as well as what benefits we
might be able to add in the future. The session will end with a
discussion of how we might change, i.e. re-engineer, the way we
represent ourselves as individuals, as well as our businesses and
associations and the benefits we may be able to derive.

1880. 135 years later, the section corner positions are different

This session will present information about how to work safely
on and near the road including protective equipment, good work
zone practices, working alone as well as environmental hazard
awareness. The presentation will include real examples of near
misses, accidents and other safety concerns.
Working outdoors in Wisconsin can expose you to unique
disease-causing agents through biting insects, inhalation and
physical contact. We will review the signs and symptoms, and
the spread of infectious diseases such as blastomycosis, Lyme
disease, West Nile virus, legionellosis and babesiosis. The
focus of the seminar will be on equipping land surveyors with
the knowledge and awareness to assess their risk of disease
exposure and infection, and to prevent illness.

Small, lightweight drones may look like simple model airplanes,
but they can survey landscapes with thousands of digital images
that can be stitched together into 3-D maps. Military and other
government satellites produce similar maps, but emerging UAV
technology can put that capability in the hands of small

a seemingly endless variety of applications.

Get set for the tenth annual big event – Wednesday
evening, January 27, 2016, in conjunction with the Annual
Surveyors’ Institute. Bucky’s Challenge is a trivia contest
covering such topics as surveying (of course!), math, sports,
television, movies, history, geography and whatever else
comes to mind. Join up to 24 teams of three to eight people,
representing firms, vendors, local chapters, alumni from our
tech schools, county surveyors and other groups that can

Registration: The full Institute fee includes program
materials, program souvenir, certificate of participation,
refreshments, two luncheons and the banquet. The
registration fee is completely refundable through Friday,
January 15, 2016. After that, a $25 administrative fee will be
charged per participant. Substitutions may be made at any
time, but no shows will be responsible for the full registration
fee. On-site registrants will not be guaranteed meals,
conference materials and/or complimentary items. Please

Location and Lodging: A block of rooms is reserved
at the Kalahari Resort, Wisconsin Dells, Wis., until Saturday,
December 27, 2015. Reservations should be made directly

Education Block. Two room types are available: Huts are
$99 per night for up to quadruple occupancy; Lodges are

State Rate Lodging Available: A block of rooms has

appropriate documentation for rate eligibility. Reservations
