APPROVED 2013-2014 Annual Report Berkeley Division of the Academic Senate Committee on Academic Planning & Resource Allocation In fulfilling its charge as established in the by laws of the Berkeley Division of the Academic Senate, the Committee on Academic Planning & Resource Allocation (CAPRA) carried out the following activities. BUDGET AND POLICY RECOMMENDATIONS: A central responsibility of the committee is to contribute the faculty perspective on policy and budgetary matters to the Chancellor and EVCP. CAPRA’s recommendations for 2014-15 include some new issues that were identified over the course of this year in discussions with senior campus administrators (see list below), and continuing priorities that the committee deemed critical to the future financial health of the UC Berkeley campus and to maintaining UC Berkeley’s standards of excellence. The 2014-15 recommendations are attached to this report. ACADEMIC PLANNING The committee participated in departmental academic program reviews: Chemical & Biomolecular Engineering (Catherine Carson) English (Margaretta Lovell) Gender & Women’s Studies (Elizabeth Macdonald) Integrative Biology (Greg Aponte) Nutritional Science and Toxicology (Richard Stanton) Sociology (Jack Citrin) Spanish & Portuguese (Robert Goldman) COMMENTED ON THE FOLLOWING PROPOSALS, POLICIES, REPORTS, AND MEMOS Systemwide - Self Supporting Graduate Professional Degree proposed revised policy - Professional Degree Supplemental Tuition proposed revised policy Campus Reports resulting from Academic Program Reviews (External Reviewers, Senate Liaison; and, departmental/School response) - Classics - Energy and Resources Group - Gender & Women’s Studies APPROVED - School of Optometry - Plant and Microbial Biology Subject Specialties libraries review process OTHER ACTIVITIES: - Chancellor’s Joint Oversight Committee on Parking & Transportation (P&T) A CAPRA member serves as Co-Chair, and Elizabeth Macdonald was appointed to that position this year. This joint administration/Senate committee is charged with oversight and evaluating the unit’s effectiveness in meeting the needs of the campus community. This includes the organizational structure, staffing, programs and policies, financial planning, budgetary matters, and strategic planning for capital projects. The Committee reports annually to the Administration and the Academic Senate. Professor Macdonald produced a report recommending that P&T oversight focus on several specific issues during the upcoming year. CAPRA reviewed the report, and it was submitted to the Divisional Council. - The Senate has designated CAPRA as the lead committee to monitor the financial health of Intercollegiate Athletics (IA) to ensure that it stays within its operating budget and business plan. Chair Wallace was a member of an ad-hoc committee examining the financial aspects of the stadium’s operations. The group submitted its report to senior campus administrators in the Fall. - Lower Sproul Plaza project Chair Wallace worked with VC Wilton on the project’s financial position and to develop a creditable business plan for revenue generation that will cover projected operating expenses enhancing the future success of Lower Sproul.
