Introduction
The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to
ensure that students reach proficiency and beyond by 2015. The process focuses school and district improvement efforts on
student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and
closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality
planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your

Introduction
Every school system has its own story to tell. The context in which teaching and learning takes place influences the processes and
procedures by which the school system makes decisions around curriculum, instruction, and assessment. The context also impacts the way
a school system stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a
description of stakeholder engagement, the trends and issues affecting the school system, and the kinds of programs and services that a
school system implements to support student learning.
The purpose of the Executive Summary (ES) is to provide a school system with an opportunity to describe in narrative form the strengths and

challenges it encounters. By doing so, the public and members of the community will have a more complete picture of how the school system
perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school system to reflect on

Description of the School System
Describe the school system's size, community/communities, location, and changes it has experienced in the last three years.
Include demographic information about the students, staff, and community at large. What unique features and challenges are
associated with the community/communities the school system serves?
Nestled in the mountains at the edge of eastern Kentucky, Rowan County Schools have been serving the people of Rowan County since

1901. The Rowan County School system serves approximately 3115 students with an average student to teacher ratio of 18 to 1. The daily
average attendant is 94.2% along with a 62.1% free and reduced lunch count. The teacher and student race is predominantly white with a
small present represented by African American, Hispanic and Asian. Forty-eight percent of Rowan County graduates attend either an in state
or out of state college and less than two percent of students attend a technical/vocational school. The district has 178 hundred highly
qualified and certified teachers ranging from preschool through grade 12 in which 12 of these of teachers are certified by National Board of
Professional Standards. Rowan County was one of the first districts to receive district wide accreditation from the Southern Association of
Colleges and schools. In addition to a centralized preschool, there are four elementary schools, one middle school, one high school and
Bluegrass Discovery High and Middle School Academy. The Rowan County school district also includes the Morehead Youth Development
Center and the Kentucky Baptist Home for Children. Rowan County is also home to Morehead State University, St. Claire Medical Center,
Guardian Automotives, small businesses and various lumber companies that export hardwood locally and all around the world.

the school system embodies its purpose through its program offerings and expectations for students.
The mission of Rowan County is to provide every student with high quality instruction in every classroom with a highly qualified teacher. Our
district is also committed to maintaining a curriculum that is rigorous and aligned with our state standards that allow for real world examples

to be used frequently in the classroom. Rowan County strives to work with state and local agencies/communities collaboratively to help
prepare our students for skills needed in the 21st century. Every school is committed to fostering a love for learning through a multitude of
research - based instructional strategies that accommodates all student learning styles. Rowan County is committed to prepare our students
to become life-long learners and productive members of our community and worldwide society.
Rowan County Schools believe all students have the right to an education and to be taught by highly qualified, and caring teachers.
Research and best practices guide instruction to ensure that all children reach their highest potential. Analysis of multiple data sources is
conducted to identify areas of need, subsequent strategies and activities for implementation. Each school is making great gains in student
growth and closing the gap for student achievement. Our vision is "Together We Can." Through the joint efforts of the family, school, and
community, together we can ensure that our students are equipped with the skills and abilities necessary to be successful in whatever

Notable Achievements and Areas of Improvement
Describe the school system's notable achievements and areas of improvement in the last three years. Additionally, describe areas
for improvement that the school system is striving to achieve in the next three years.
Our district percentile has increased from 78% to the 86% percentile keeping our district in the Proficient/progressing category. The Rowan
County School district has been accredited to the Southern Associations of Colleges and schools(SACS) since 2011-12. We met our

graduation rate with a score of 94.3%. We are still continuing to have great success with Operation Preparation for the past three years in
helping 8th and 10th graders choose college and or career paths. Our district is continuing our partnership with Morehead State University in
providing college dual credit courses for our juniors and seniors in which they can begin earning college credits. The high school has been a
proficient/progressing school for the past two years.
The Rowan County Middle School joined the school to watch program that allows the school leadership team to visit highly effective schools
and work with a schools to watch liaison on a monthly basis. The middle school is proficient/proficient school.
We've had three of four elementary schools reach proficiency within the last three years. Our elementary schools have reduce the number of
novice by half in reading and math due to the RTI process.
. We are continuing to improve interventions with more fidelity along with ensuring teachers are using scientifically based research strategies
in the classroom. Our district has put in place a Novice Reduction Plan (30-69-90 day plan) that will help schools monitor their school
initiatives related to their Comprehensive School Improvement Plan. We are still refining the PLC time to focus on student data and how they
plan to adjust their instruction to meet the needs of their students. In some classrooms learning targets are still not being referred back to for
formative assessments. We are continuing to improve our progress monitoring process through the RTI process that the most current data.

sections.
As school personnel in the Rowan County School System, we are committed to the protection of our students, staff and property. The Rowan
County School District has taken steps to ensure the safety of the students and staff by implementing emergency plans.

Officials of the Rowan County School District, in conjunction with local and state governmental agencies, have developed an emergency
operations plan that will enhance the response capability of emergency agencies. The plan, which addresses a variety of emergency issues,
has been updated and staff members from each school have been trained to handle crisis situations.
The Emergency Operations Plan, adopted by the Rowan County Board of Education, contains plans for immediate and long-term strategies
to address school safety and discipline and is reviewed annually and revised, as needed. The plan utilizes information gathered from the
District assessment of school safety and student discipline as required by law.
The committee that developed the plan for the Rowan County Board of Education included at least one (1) representative from each school
in the District, as well as representatives from the community as required by law. In making preparations for the plans, data was gathered
from a variety of resources including Kentucky State Police, Center for Disease Control, and Kentucky Safe Schools. The Rowan County

Math Initiatives - Elementary K-5 math teachers have been trained to use the SNAP(Student Numeracy Assessment Progression) math screener (K-2), and the
DNK(Developing Number Knowledge) screener (3-5) to help diagnose math students who have scored below benchmark according to MAP data. Teachers will then
differentiate their math instruction according to the math students diagnostic data and group them accordingly into small flexible RTI groups.

Our district has improved from the 76th percentile to the 86th percentile which classifies our district as a proficient/ progressing district which
has shown continuous improvement. What actions are you implementing to sustain the areas of strength? Our district will continue to

monitor student achievement in every school by meeting with each schools leadership team on a monthly basis to look at student data in all
content areas. Teachers will continue to collaborate with their grade level/content level teacher using the data team process during their PLC
time to analyze classroom student data, set SMART goals, name and claim students, and differentiate classroom instruction to meet the
needs of each student.
At the high school level, we celebrate our success in College and Career Readiness and Graduation Rate. The trend data shows that our
College and Career Readiness and Graduation Rate continue to show gains. To monitor and sustain these gains, we continue to provided
college and career days throughout the school year for students to attend. The trend data also shows that our four year Graduation Rate
continues to increase while our drop-out rate decreases. We attribute this success to individualizing students' graduation needs. Often times,
students encounter extenuating circumstances. The high school leadership team works with these students to provide a flexible schedule.
This situation leads to student success.
Rowan County Middle School's overall accountability increased from a 67th percentile to the 74th percentile showing continuous
improvement on a yearly basis. They are classified as a proficient progressing school. In both math and reading RCMS met or exceeded
their yearly delivery target. Areas of strength can be seen in their combined reading and math scores. To continue improvement RCMS has
activities that are in place to increase student progress/learning. RCMS will continue to use MAP data as a progress monitoring tool and will
implement a benchmark test, CASE 21, to use as a diagnostic tool to help teachers focus on specific areas of student learning. Teachers

will continue to participate in professional development aimed at helping them to implement higher level questioning techniques and
integrating other content areas in the classroom.
Over the past two years three of our four elementary schools have been classified as proficient schools. Our elementary schools have
decreased their novice students over a four year period from 30% to 16% in reading, and 25% to 11% in math. All elementary teachers have
received professional development in small group instruction in reading and receiving math professional development in helping with
effective instructional practices.

schools are continuing to send administrators and teachers to ISLN and teacher content network meetings for science and social studies to
help with using best practices in the classroom which will help close the achievement gap.

All teachers will use the data team process during their PLC time in order to analyze their formative and summative assessments to help

Introduction
Description
As part of No Child Left Behind (NCLB) each state is required to develop strategies to ensure that poor and minority children are not taught at
higher rates than other children by inexperienced, unqualified, or out-of-field teachers. The results of this effort became a national push to
ensure all teachers were highly qualified (HQT); meaning each teacher holds the appropriate certification for the content and/or grade level
for which they are assigned. National data show that poor and minority continue to be taught by inexperienced, unqualified, or out-of-field
teachers. As a result, in 2014, the United States Department of Education (USDOE) required states to develop equity plans and use
evidence based strategies to address this issue. The focus of the plan is to move away from the concept of “highly qualified” to “high

Our district has a free and reduced lunch rate of 62% and a 48% Kindergarten readiness. On average, children from disadvantaged homes
enter kindergarten at least two grade levels behind their peers.

Many of our students living in poverty areas have limited access to print materials and other educational materials.

district?
The PGES data states are teachers and leaders are at the 89% which categorizes them as accomplished and or exemplary. However each
school works those teachers that are labeled ineffective and or developing teacher through the PGES program and professional learning
opportunities to get them to the accomplished category.

through extending teacher contracts prior to their tenure year.
Recruitment and Retention: How does the district recruit teachers who are effective in implementing practices that are targeted to
support the diverse learning needs of minority students, low income students, Limited English Proficient and Exception Children
and Youth?
The district has monthly teacher induction meetings for all new teachers to help build teacher leader qualities. Building teacher capacity will
help impact their instructional practices in a positive that allows for each teacher be successful in their classroom. Our district also partners
with Morehead State University with the Professional Partnership Network(PPN) that helps place student teachers in our schools classrooms.
Our district observes these student teachers as possible canidates throughout the year to help recruit the more effective teachers.

As stated earlier, our PPN program allows our district to recruit highly effective teachers and leaders to be a part of working with all

Our district provides a first year teacher induction program to help meet the needs of all first year teachers and help build teacher leader

The district provides professional development in requested professional learning needs in various areas such as: classroom management,

The TELL survey measures the working conditions in each school. Each school addresses areas of opportunity for improvement according to

One of our districts goals/objective for supporting equitable access is making sure all student subpopulations are being taught by a highly
effective teacher. The strategy/activity for this is through the use of each schools site base student placement policy that allows for councils
to review all student/teacher data and make placement based off this data. Another goal/objective is to recruit and retain highly effective

teachers. The strategies/activities schools use for this is building teacher leader capacity to support administrative roles through the use of
teacher leaders. Through the use of the student teacher program(PPN) schools place student teachers in a classroom for one school year
that allows the school leadership to observe the student teacher for a possible teacher candidate. In order to help retain effective teachers
