The context in which teaching and learning takes place influences the processes and procedures by which the school system makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school system stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school system, and the kinds of programs and services that a school system implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school system with an opportunity to describe in narrative form the strengths and AF T challenges it encounters. By doing so, the public and members of the community will have a more complete picture of how the school system perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school system to reflect on DR how it provides teaching and learning on a day to day basis. SY 2015-2016 © 2015 Advance Education, Inc. What does the data/information tell you? What does the data/information not tell you? What question(s) are you trying to answer with the data and information provided to you? Do we know what is working to help reduce novice reduction and close achievement gaps? AF T Schools have used differentiated instruction to make small flexible groups in math, reading and writing to help with reducing novice performance. Schools are also analyzing student work on an individual basis during the PLC times to help diagnosis student needs and give appropriate instructional strategies based on those student needs. Our district is also implementing a 30-60-90 day plan to help monitor individual school goals and target areas of opportunity for growth along with attending professional development. What does the information tell you? The data shows that we still have the most significant gaps with our special education population in the areas of reading, math, and writing. What does the data not tell you? The data does not diagnose the learning issues in each content area, but rather rank students by performance on standards as compared to DR their peers. It also does not tell about differentiated classroom instruction the students receive. SY 2015-2016 © 2015 Advance Education, Inc. All rights reserved unless otherwise granted by written agreement. Page 78 KDE Comprehensive Improvement Plan for Districts Rowan County Areas of Strengths What were the areas of strength you noted? What actions are you implementing to sustain the areas of strength? What is there cause to celebrate? Our district has improved from the 76th percentile to the 86th percentile which classifies our district as a proficient/ progressing district which has shown continuous improvement. What actions are you implementing to sustain the areas of strength? Our district will continue to AF T monitor student achievement in every school by meeting with each schools leadership team on a monthly basis to look at student data in all content areas. Teachers will continue to collaborate with their grade level/content level teacher using the data team process during their PLC time to analyze classroom student data, set SMART goals, name and claim students, and differentiate classroom instruction to meet the needs of each student. At the high school level, we celebrate our success in College and Career Readiness and Graduation Rate. The trend data shows that our College and Career Readiness and Graduation Rate continue to show gains. To monitor and sustain these gains, we continue to provided college and career days throughout the school year for students to attend. The trend data also shows that our four year Graduation Rate continues to increase while our drop-out rate decreases. We attribute this success to individualizing students' graduation needs. Often times, students encounter extenuating circumstances. The high school leadership team works with these students to provide a flexible schedule. This situation leads to student success. Rowan County Middle School's overall accountability increased from a 67th percentile to the 74th percentile showing continuous improvement on a yearly basis. They are classified as a proficient progressing school. In both math and reading RCMS met or exceeded their yearly delivery target. Areas of strength can be seen in their combined reading and math scores. To continue improvement RCMS has activities that are in place to increase student progress/learning. RCMS will continue to use MAP data as a progress monitoring tool and will implement a benchmark test, CASE 21, to use as a diagnostic tool to help teachers focus on specific areas of student learning. Teachers DR will continue to participate in professional development aimed at helping them to implement higher level questioning techniques and integrating other content areas in the classroom. Over the past two years three of our four elementary schools have been classified as proficient schools. Our elementary schools have decreased their novice students over a four year period from 30% to 16% in reading, and 25% to 11% in math. All elementary teachers have received professional development in small group instruction in reading and receiving math professional development in helping with effective instructional practices. Page 83 KDE Comprehensive Improvement Plan for Districts Rowan County Introduction The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to ensure that students reach proficiency and beyond by 2015. The process focuses school and district improvement efforts on student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your school’s plans for improvement must be based on careful and honest analysis of data, address all content areas, and clearly address DR AF T gaps in student achievement. Page 95 KDE Comprehensive Improvement Plan for Districts Rowan County Introduction Description As part of No Child Left Behind (NCLB) each state is required to develop strategies to ensure that poor and minority children are not taught at higher rates than other children by inexperienced, unqualified, or out-of-field teachers. The results of this effort became a national push to ensure all teachers were highly qualified (HQT); meaning each teacher holds the appropriate certification for the content and/or grade level for which they are assigned. National data show that poor and minority continue to be taught by inexperienced, unqualified, or out-of-field teachers. As a result, in 2014, the United States Department of Education (USDOE) required states to develop equity plans and use evidence based strategies to address this issue. The focus of the plan is to move away from the concept of “highly qualified” to “high DR AF T effective”. SY 2015-2016 © 2015 Advance Education, Inc.
