Open meeting 1.a. Call meeting to order Chairman Bill Redwine called the meeting to order. 1.b. Pledge of Allegiance Tilden Hogge Elementary archery students led the board and audience in the Pledge of Allegiance. 1.c. Recognize visitors and guests 1.c.- School presentation by Tilden Hogge Elementary For Tilden Hogge Elementary’s school presentation, Brandy Breeze said she was going to showcase her PPN (professional partnership network) student, Alexandria Robinson. Alexandria addressed her study on brain breaks and then had student dancers come forward to demonstrate Zumba dance moves to music from The Sid Shuffle – Ice Age. Brandy Breeze said archery is an extracurricular this year at Tilden Hogge Elementary, and students have a demonstration for the board. Steve Dowdy noted the archery team’s participation and success in tournaments this year and then had students demonstrate the eleven steps to archery success. The students also gave board members an individual lesson on the proper steps for archery. Superintendent Moore and the board thanked the Tilden Hogge Elementary staff and students for their excellent presentation. 2. Approve regular business items 2.a. Superintendent Moore noted that there are sixteen people retiring to date for this school year. 4. Treasurer's report Superintendent Moore gave the treasurer’s report reflecting a balance in the general fund of $3,370,531.14. He noted that until the legislators decide to bring in more revenue, the board is going to be dealing with tight budgets because unfunded mandates are being pushed down to the local level. 5. Report on Unbridled Learning Allison Mathews reported on the Title III program plan which addresses the educational approach for providing English language development and meaningful participation in content classes and all programs. She noted that students are given an assessment to determine their English proficiency; and presently, there are twenty-nine students in the Title III program. 6. Approve senior trip to New York for Sunday, March 29, 2015, through Thursday, April 2, 2015 Superintendent Moore said this year’s senior trip to New York was fantastic and a very positive experience for the students as many of the students wouldn’t have this opportunity. Kellyn Gussler noted that there was $6,500 remaining from the money donated by Crosspoint Church for this year’s senior trip to carryover for the 2014 – 2015 senior trip. Bill Redwine said for students to have the opportunity to travel is fantastic. He said for some of the students, it may have been their first time ever to travel out of the state of Kentucky; and for students to experience the trip to New York, it was huge. Approve cost for travel, lodging, and meals for students in the Historical Society to attend the national competition at the University of Maryland, College Park, on June 15-19, 2014 Paula Stafford reported that students in Stacie May’s class and Pam Rowland’s class competed in the National History Day contest sponsored by the Kentucky Historical Society. At the state competition, one student won first place in the state in historical performance; and another student took top prize in the state for a theme award. Paula Stafford said Ben Hall and Jordan Whitaker will have the opportunity to compete at the national competition to be held at the University of Maryland, College Park, on June 15-19, 2014. She asked for the board’s support to cover the cost for travel, lodging, and meals for the students and noted the estimated cost to be around $1,800 to $2,000. Approve the tentative budget for the Fiscal Year 2014 - 2015 Superintendent Moore noted that the budget is tentative as it is subject to change. Glen Teager noted that Fund 1 numbers did not change; but Fund 2 numbers, etc., were included in the budget. Approve certified salary schedule, occupational therapy/physical therapy salary schedule, classified salary schedule, coach's supplemental pay, and supplemental salary schedules Superintendent Moore noted that the 1 percent raise for all staff members is included in the certified and classified salary schedules. He said next year staff members will receive a 2 percent raise. He said the cost to the board for a 1 percent raise is $100,000, and the cost for a 2 percent raise is $200,000. Approve insurance coverage with Liberty Mutual and Kentucky Employers Mutual Insurance for property insurance, fleet insurance, educator’s legal liability, and general liability as well as the umbrella coverage at a rate of $183,086 for the 2014 - 2015 school year Superintendent Moore said the cost for insurance coverage increased by 7 percent over last year’s rate but noted that the rate for worker’s comp was down so the cost balanced out. Approve establishment of an Early College Academy for Rowan County Schools Superintendent Moore said the Early College Academy provides a great opportunity for students to be able to go through high school and graduate with a high school diploma and an associate’s degree from college at no cost to students or parents. He said the credits students obtain are transferrable to any college in the state of Kentucky. Dr. Ray Ginter shared a PowerPoint presentation on the Early College Academy. He said Morehead State University and the Maysville Community and Technical College have specific schedules for students to follow so there is structure. He shared a brochure that Catherine Rogers developed for the Early College Academy. He noted that the high school is looking for help with finances for the academy, and staff members are looking at fundraising to cover up to fifteen students. He said the Rowan County Early College Academy is requesting that the Rowan County Board of Education commit tuition for the first three Morehead State University students and the first three Maysville Community and Technical College students. This will enable one free and reduced lunch student to also attend free at Morehead State University and possibly the Maysville Community and Technical College for a total of up to eight students. Times of the academy will be 8 a.m. to 3 p.m. Sponsorships for one year only are $4,000 per student at Morehead State University (M. S. U.) and $2,250 per student at the Maysville Community and Technical College (M. C. T. C.) for a total cost of $18,750 for six paid students. The second year cost is $8,000 for M. S. U. tuition only and $4,500 for M. C. T. C. tuition only for a total cost of $37,500 for six paid students. Approve financial commitment from the board for $37,500 per year to scholarship three top applicants for the Early College Academy program ($18,750 for this year) Brenda Stamm said she thinks the Early College Academy is a great opportunity for the students but questioned if the funding was there. Rick Whelan said he is having a hard time making a commitment with not knowing what is going to happen with the budget. He said out of 3,000 students, the academy will only affect six or eight students; and with the board cutting back on the budget, this would cost around $40,000 to $50,000 for just eight students. Superintendent Moore said the board could delay making a decision regarding the Early College Academy for another year but noted that the students will lose if the board does this. He said students will be able to get a high school diploma and an associate’s degree if the board approves an Early College Academy. Bill Redwine said this is an expenditure the board would have to commit to, but it’s also an investment. Ray Ginter asked if the board would commit to getting the first group of students through the academy at a cost of $18,750 for the first year and then re-evaluate thereafter. He said he is asking for help with funding for the first year to get the Early College Academy started and then what is fundraised will go toward the following year. Denine Sergent said the high school is going to do fundraising to try to fund up to fifteen students for the Early College Academy. She noted that for every three students that attend M. S. U., a fourth student is free. She noted two considerations listed for scoring applications as being first generation college degree and income (free/reduced). Approve memorandum of understanding between the Kentucky Middle School Association (KMSA) Schools to Watch (STW) and Rowan County Board of Education Paula Stafford noted that the Rowan County Middle School was invited by the Kentucky Middle School Association to be one of six middle schools in Kentucky to participate in the middle grade leadership development grant. The project is a four-year funded grant by the U. S. Department of Education at no cost to the district to participate. The objectives of the grant are to improve principal and leadership team skills and behaviors, improve school outcomes on the School-to-Watch criteria and best practices, and improve school climate and culture for learning. Superintendent's report Superintendent Moore noted that the Rowan County Middle School promotion ceremony is Thursday night, May 22, 2014, with the high school graduation being on Friday, May 23, 2014. Bill Redwine said the awards ceremony held on May 19, 2014, was very well done. He said staff and administrators done a great job planning for the ceremony and noted that Morehead State University provided $750,000 worth of scholarships. Ray Ginter noted that students received over $1 million in scholarships at the awards ceremony. Jennifer Anderson said the prom and project prom went smooth. Superintendent Moore noted that the high school FMD students done a performance on the high school stage, and students were very respectful. Superintendent Moore noted that Isaac Lee signed today for a full track scholarship at Eastern Kentucky University. 16. Other business There was no other business. 17.
