The process focuses school and district improvement efforts on student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality planning, and by making connections between the funds that flow into the district and the priority needs in schools. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and AF T challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it DR provides teaching and learning on a day to day basis. SY 2015-2016 © 2015 Advance Education, Inc. Page 46 KDE Comprehensive School Improvement Plan Rodburn Elementary School Data Analysis What question(s) are you trying to answer with the data and information provided to you? What does the data/information tell you? What does the data/information not tell you? As we analyze the data, we are trying to answer the following questions: Which subjects that were assessed have the highest and lowest scores? Which areas did we receive bonus points? AF T How are our scores compared to the district and the state scores? Which subject areas do we have gaps in performance in the non-duplicated gap group? Which sub-groups and in which subjects do we have the largest gaps in proficiency performance? The Overall Accountability Score for Rodburn Elementary is 67.7. This score is at the 72nd percentile rank when compared to scores of all elementary schools in Kentucky. This data tells us that we are in the area of Proficient/Progressing. Achievement Scores: Reading 52.6, Mathematics 43.0, Social Studies 65.8, and Writing 50.7. A comparison of the proficiency achievement scores to the average scores at the state and district levels show: Reading: RES 52.6 District 49.9 State 54.2 Math: RES 43.0 District 42.9 State 48.8 Soc. Page 49 KDE Comprehensive School Improvement Plan Rodburn Elementary School Opportunities for Improvement What were areas in need of improvement? What plans are you making to improve the areas of need? The proficiency areas that are in need of improvement include Reading and Writing. Plans for improvement in the areas of Reading and Writing include implementing a Balanced Literacy model which includes whole group and small group instruction, and integrating writing with reading standards. Core instruction in these subjects will be aligned with the Kentucky Common Core Standards and Common Assessment AF T will be administered to students and analyzed. Additional learning opportunities will be provided for students who have not mastered the standards assessed and additional assessments will be administered to check for mastery. Teachers will also use the data team process during their PLC meetings in order to name and claim students, and differentiate instruction to meet the different levels of needs. There is also a great need to narrow the gap in proficiency for students with disabilities. Implementation of Evidence-Based instruction and frequent Progress Monitoring will support a narrowing of this gap. What are your next steps in addressing areas of concern? Analysis of the data in K-PREP supports the need for continuous improvement in instructional practices and assessment. Core reading and writing instruction needs to be aligned to the KCAS and common assessment will be administered to monitor student progress toward proficiency. Reading instruction will focus on the five pillars of reading. Writing instruction will be scaffolded and aligned with Kentucky AF T Common Core Standards. Lucy Calkins Writing Units of Study will be implemented to support writing curriculum. Teachers grades K-5 will implement strategies from the Lucy Calkins Writing Units of Study to support the Rodburn Writing Plan. Teachers will also use the data team process during their PLC meetings in order to name and claim students, and differentiate instruction to meet the different levels of needs. Page 52 KDE Comprehensive School Improvement Plan Rodburn Elementary School Introduction The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to ensure that students reach proficiency and beyond by 2015. Your school’s plans for improvement must be based on careful and honest analysis of data, address all content areas, and clearly address DR AF T gaps in student achievement. Page 105 KDE Comprehensive School Improvement Plan Rodburn Elementary School Introduction In response to recent tragic events in our nation’s schools, during the 2013 legislative session the Kentucky General Assembly took action, through the passage of Senate Bill 8/House Bill 354, to assure that our schools are safer places for students and staff to work and learn. Among other things, SB8/HB354 required changes to emergency plan requirements, the development of school safety practices, and additional severe weather, lockdown and earthquake drills. The bill also required local school district superintendents to verify to the Kentucky Department of Education that all schools in the district are in compliance with these requirements. Page 109 KDE Comprehensive School Improvement Plan Rodburn Elementary School Introduction As part of No Child Left Behind (NCLB) each state is required to develop strategies to ensure that poor and minority children are not taught at higher rates than other children by inexperienced, unqualified, or out-of-field teachers. The results of this effort became a national push to ensure all teachers were highly qualified (HQT); meaning each teacher holds the appropriate certification for the content and/or grade level for which they are assigned. National data show that poor and minority continue to be taught by inexperienced, unqualified, or out-of-field teachers. As a result, in 2014, the United States Department of Education (USDOE) required states to develop equity plans and use evidence based strategies to address this issue.
