The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to
ensure that students reach proficiency and beyond by 2015. The process focuses school and district improvement efforts on
student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and
closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality
planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your

Introduction
Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by
which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful
to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder
engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student
learning.
The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and

challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school
perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it

Description of the School
Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include
demographic information about the students, staff, and community at large. What unique features and challenges are associated
with the community/communities the school serves?
* This year's enrollment is approximately 440.

* Rodburn Elementary School is located in Morehead, Kentucky, just off U.S. 60 East on Kentucky 32 in Rowan County.
* 76% of our students qualify for free/reduced lunch status.
* 16.4% of our students qualify for special education services.
* Rodburn houses Kindergarten through Fifth grades. This includes three FMD units, a computer lab, and an outdoor classroom.
*The Project Impact Family Resource Center maintains staff and an office in our building.
* Staffing includes 28 teachers, 25 support personnel, a counselor, school nurse, speech therapist, literacy coach, Title I Teacher, and
principal. Services of an art teacher, technology support personnel, a library media specialist, and a music teacher are shared with other
elementary schools.
* 53% of teachers have a Master's degree and achieved a Rank 1.
* There is also an outdoor classroom and a computer lab.
* A SBDM council along with an active PTO work cooperatively to serve and support the education of our students and the total school

School's Purpose
Provide the school's purpose statement and ancillary content such as mission, vision, values, and/or beliefs. Describe how the
school embodies its purpose through its program offerings and expectations for students.
Our school mission is to instill the value of education in all students. The faculty and staff strive to help students grow into well-rounded
individuals who are kind, caring, and respectful. Rodburn serves as a building block to their future. Therefore, it is the goal of the faculty and

staff to be nurturing individuals who teach academics as well as life skills.
From the education received at Rodburn Elementary, students will be able to successfully progress through other educational endeavors and
to become productive citizens who will function in this diversified global society. This mission is attainable through a partnership involving

faculty, staff, parents, administration, Board of Education and community.

Notable Achievements and Areas of Improvement
Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for
improvement that the school is striving to achieve in the next three years.
Student achievement on the K-PREP in the areas of Math and Social Studies are notable. Bonus points were received in these areas. Areas
of improvement in the past three years include participation in Professional Learning Communities and Data Teams. Grade level teams meet

one day each week to review data and plan instruction. The PLC and Data Team meetings will continue to focus on common assessments
related to standards and data analysis. Primary and Intermediate Data teams will meet monthly to assure vertical alignment of instruction.
The Teacher Instructional Leadership Team meets monthly to discuss various instructional topics. A PBIS team was developed along with
an Administrative Leadership Team which includes members from the district level.
Response to Intervention processes and procedures have been implemented. RTI students receive Evidence-Based interventions and
progress is monitored. All grade levels follow a Walk-To Intervention block for reading and math. Program Review processes and procedures
have been developed and implemented. Teachers work collaboratively to gather evidence and work in teams to review evidence and
determine levels of implementation. Professional Development has been made available to teachers in some of the Review areas.
Refinement of the Program Review process is on-going.
In the coming years, we aim to continue to improve our Math, Reading, and Writing achievement.
These improvements and achievements are notable and points of pride for Rodburn Elementary because they ascertain to the development

and growth of each individual student and the school as a whole.

The proficiency areas that are in need of improvement include Reading and Writing. Plans for improvement in the areas of Reading and
Writing include implementing a Balanced Literacy model which includes whole group and small group instruction, and integrating writing with
reading standards. Core instruction in these subjects will be aligned with the Kentucky Common Core Standards and Common Assessment

will be administered to students and analyzed. Additional learning opportunities will be provided for students who have not mastered the
standards assessed and additional assessments will be administered to check for mastery. Teachers will also use the data team process

Introduction
In response to recent tragic events in our nation’s schools, during the 2013 legislative session the Kentucky General Assembly took action,
through the passage of Senate Bill 8/House Bill 354, to assure that our schools are safer places for students and staff to work and learn.
Among other things, SB8/HB354 required changes to emergency plan requirements, the development of school safety practices, and
additional severe weather, lockdown and earthquake drills. The bill also required local school district superintendents to verify to the
Kentucky Department of Education that all schools in the district are in compliance with these requirements. This diagnostic is the means by

Introduction
As part of No Child Left Behind (NCLB) each state is required to develop strategies to ensure that poor and minority children are not taught at
higher rates than other children by inexperienced, unqualified, or out-of-field teachers. The results of this effort became a national push to
ensure all teachers were highly qualified (HQT); meaning each teacher holds the appropriate certification for the content and/or grade level
for which they are assigned. National data show that poor and minority continue to be taught by inexperienced, unqualified, or out-of-field
teachers. As a result, in 2014, the United States Department of Education (USDOE) required states to develop equity plans and use
evidence based strategies to address this issue. The focus of the plan is to move away from the concept of “highly qualified” to “high

Our school uses the site based council policy on student placement that assures that all students are equitably divided among all teachers.

The PPN program (student teaching program) at Morehead State University, we are able to recruit and develop teachers who demonstrate
effective teaching practices in the classroom. The PPN program is year long allowing school leadership to observe their teaching practices
for an extended period of time.

Rodburn Elementary has a positive school culture and work environment. Teachers and staff are supported by each other and
