During the pre-bid meeting held on 07.03.2016, some representatives from the prospective bidders have raised the following queries in the clauses of tender document with the request to either remove or amend the relevant clauses. However, after careful consideration the queries raised by the prospective bidders of various firms, Council’s decision are as under:- S.No. Queries raised by the prospective bidders/ firms Council’s (NCERT) decision 1. All the prospective bidders have requested to extend the last date for the submission of tenders at least one week (page no. 1). NCERT has decided to extend the last date for the submission of tenders up to 2.30 p.m on 23.03.2016. 2. The prospective bidders have requested to include the dealers/traders for the participants in the tender document (page-4-para1). The NCERT has not considered the request of the prospective bidders to include the dealers/traders. 3. The prospective bidder have requested to reduce the EMD amount i.e Rs.11,25,000/as mentioned in Chapter – 3 (Instructions to bidder – under clause 1.4) The NCERT has not considered the request of the prospective bidders. 4. The The NCERT has not considered the prospective bidder have requested to reduce the warranty period from 12 months to 6 months (page-10 under clause 1.23warranty) request of the prospective bidders. 5. Page-10 under clase 1.24 (i) – penalty. The prospective bidder have requested to extend the delivery period 120 days instead of 90 days to complete the entire work, as the 90 days period is very short to complete the job. The NCERT has extended the delivery period for 120 days in lieu of 90 days. 6. The prospective bidder have requested to include the bidders to participate in the tender processing who having the PAN card in the name of proprietor of the firm and requested to delete the clause. Page-10 clause -2 (b) The NCERT has allowed the prospective bidders having PAN card in the name of proprietor of the firm subject to submission the documentary evidence from Govt. agencies. However, the request to delete the clause have been turn down. 7. Page-11 -2.1-(ii) & (iii). The prospective bidders have requested to accept the copies of audited report in respect of ITR/VAT/STR, as the relevant agencies do not provide the clearance certificates. The NCERT has allowed the prospective bidders to submit the VAT audit report in lieu of the report of ITR/VAT/STR. 8. Page-23 – 1(e). The prospective bidders have requested to allow them to submit the bank certificate instead of bank statement account for the last three years. The NCERT has allowed to submit the bank certificates for the last three years instead of bank statement accounts for the last three years. 9. Page-37 to 42 (Annexure-1) The prospective bidders have also pointed out some typographical errors needs to be rectified and coin size & currency size may also be indicated in the specifications.
