The condemned vehicles may be inspected on any working day
between 10.30 a.m. to 4.30 p.m in the premises of NCERT. The tender form
along with the terms & conditions for the disposal of condemned vehicle
may be obtained from Sr. Stores Officer, S&S Section Workshop building,
NCERT, Sri Aurobindo Marg New Delhi – 110016 on payment of Rs.500/(non-refundable) by cash or DD/BC drawn on any nationalised bank in
favour of Secretary NCERT between 10.00 a.m to 5.00 p.m. Tender
document can also be downloaded from the NCERT website:- ncert.nic.in
Interested bidders/firm/parties may submit their bids in a prescribed
form addressed to Sr. Stores Officer, S&S Section, Workshop building, NCERT,
Sri Aurobindo Marg New Delhi – 110016 on or before 28.04.2016 upto 2.30
p.m. NCERT reserve the right to accept or reject the tenders without
assigning any reason.

The NCERT, an autonomous organization under Ministry of Human Resource and
Development, Govt. of India, intends to sale the condemned vehicles on “As is where is
basis” as per details given below:-

However, the terms and conditions for the sale of condemned vehicle
are being given below:1

The quotation shall be submitted strictly in accordance with Performa
enclosed at Annexure-“A”.
The quotation should be signed by the authorized person and his full name
and status should be indicated below his signature. All pages of quotation
be signed with office seal. Offers from tenderer, if found incomplete will be
rejected.
Overwriting, cutting/erasing, if any, should clearly be indicated and should
be authenticated/attested by the tenderer. You are required to furnish a
certificate to the effect that “ no cutting/overwriting in the rates etc. have

been made.” along with the quotation
Quotation will not be accepted if they are received after the due date and
time as specified in the quotation i.e. 2.30 p.m. on 28.04.2016 NCERT will not
be responsible for any postal delay.
All quotation must be accompanied by earnest money deposit (EMD) of
Rs.50,000/- (Rupees fifty thousand only) for all vehicles in the shape of
Demand Draft/Bankers Cheque which should be drawn in favour of
Secretary, NCERT and payable at SBI, NCERT Branch New Delhi. The EMD is
liable to be forfeited, if the tenderer withdraw, amend, impair the quotation
in any respect. No interest will be paid on EMD. EMD will be refunded to the
tenderers after the finalisation of this tendering process.
The successful tenderer shall not sublet/transfer/assign the Contract further.
The tender should be addressed to Sr. Stores Officer, Central Store of S&S
Section, Workshop Building, NCERT Sri Aurobindo Marg, New Delhi-110016
within the specified date & time i.e. up to 2.30 pm on 28.04.2016, which will
be opened on 02.05.2016 at 11.00 a.m.
The right of acceptance of quotation will rest with the Council. NCERT is not
bound to accept the highest quotation and reserves the right to reject or
partially accept any or all the tender(s) received without assigning any
reasons
In case the last day of receipt of quotation is declared a holiday on any
account, the tenders will be received on the following working day.
Condemned vehicles will be sold out “As is where is basis” to the
highest bidder.
The sale/bid value shall be deposited by the highest bidder on the same
day in cash.
The condemned vehicles can be inspected on any working day
between 10.00 a.m and 5.00 p.m in the premises of NCERT.
NCERT will issue a sale letter to the highest bidder/purchaser mentioning
Registration number of condemned vehicles.
The possession of condemned vehicles will be given to highest bidder on
payment of Sale/bid value and completion of paper formalities.
The purchaser/highest bidder will have to remove the condemned
vehicles within two days at their own cost. Thereafter. Rs.2,000/- per day
will be charged as ground rent.
In case, if the highest bidder does not lift the condemned vehicles on
the same day or even within the extended period of two days with the
Ground rent, the bid security/EMD of Rs.50,000/- deposited by him shall
be forfeited and liable for taking action against him i.e for re-sale of the
condemned vehicles at the risk. Thereafter, the condemned/obsolete
material (machine & tools) will be sold out to the second highest bidder.
Tender will only be accepted in the prescribed format as envisaged in
the tender document.
No overwriting/cutting in the Tender form shall be allowed. Each page of
the Tender document shall be signed by the authorized signatory of the

firm/concerned party.
In case of any dispute arises relating to any aspects of this sale of
condemned vehicles between the two parties, the decision of the
NCERT shall be final.
The purchaser will not sublet the contract or any part of the work to any
other person/party.
Any condition imposed by the purchaser will not be entertained.
Purchaser will have to follow the terms/conditions as specified in this
document.
The quotation should be signed by the authorized person with full name
and address on all pages of the quotation with office seal.
Quotation will not be accepted if they are received after the due date
and time as specified in the tender document. NCERT will not be
responsible for postal delay, if any.
