A PROPOSAL TO HOST HCP 2009 IN RIO DE JANEIRO

INTRODUCTION
The Brazilian center for Research in Physics (CBPF) is one the leading research
Institutes in Brazil. CBPF physicists have been active members in the High Energy
Physics field for several decades. In fact, HEP was the driving force in the founding
of the Institute over 40 year ago thanks to the work and determination of figures
like the late Prof. Cesar Lattes. In the more recent decades, CBPF has been
present in several HEP experiments at FERMILAB (E691,E769,E791,E831,D0)
and CERN (DELPHI). CBPF is also an active member of the Pierre Auger
Observatory.
Moreover, Rio de Janeiro State is the home of a large HEP community, with
physicists from several other institutions like the Rio de Janeiro State University
(UERJ), Rio de Janeiro Federal University (UFRJ), Pontifícia Universidade Católica
do Rio de Janeiro (PUCRJ) and Fluminense Federal University (UFF). Physicists
from all these institutions have been active in several experiments in the last
decades. Brazilian physicists from other States have also a strong participation in
several HEP experiments like the MINOS, SELEX, cosmic rays and heavy ion
experiments.
At the present physicists from CBPF and other Institutes in the State of Rio de
Janeiro are involved in the new experiments that will take place at LHC: CMS,
LHCb and Atlas. In all the experiments we have been involved we have taken
responsibilities in several of the aspects of the experiment. CBPF group is one of
the responsible for the design, construction and operation of the Forward Proton
Detector at D0. CBPF was also a leading institution in Brazil in the development of
HEP software and computing. CBPF was the first institution in Brazil to establish
and operate a computer network with several computers of different hardware and
the first to push for the establishment of the internet connection. Rio de Janeiro
State University hosts what is currently the biggest grid system in all Latin America:
a Tier 2 designed to work within the LHC grid. The State and its Institutions are
fully connected to the web.
ABOUT RIO DE JANEIRO
Rio de Janeiro is one of the main cities in Brazil: an economic, cultural, political
and scientific center. Rio de Janeiro is accessed by its International Airport,
conveniently located about 15 km from downtown Rio. A 440 year old seaside city
surrounded by mountains, Rio de Janeiro is a major tourism destination, either
domestic and international with a mix of beaches, mountains and history.
The city has 24,000 hotel rooms with an estimated increase of 5,000 over the next
few years. The hotel sector has maintained a rate of occupation of 68% over recent
years and new investments are constantly being made in this sector, with hotels
available ranging from the most famous international chains to excellent national
hotels. These are concentrated mainly in the South Zone, Barra and the downtown
area, catering for all possible professional and personal tastes, with infrastructure
up to international standards. Many of these hotels have excellent convention
centers, with facilities for handling events with up to 2,200 participants.
Rio offers innumerable leisure activities from simply going to the many beaches,
tracking in the forest, hang gliding, diving, sailing and many more. Its 6,000,000
inhabitants welcome over 1,000,000 visitors a year that come either for pleasure or
business (or both). The State of Rio de Janeiro itself is a major tourism destination
with a fantastic offer of beaches (both south and north of the city) where pristine
beaches and primeval forests meet and where many resorts offer all kinds of
amenities one would expect.
There are many facilities available in the city - auditoriums and rooms suitable for
holding events, some in unusual and creative surroundings. Services available
from the many companies established in Rio, specializing in the organization of
congresses, fairs, exhibitions and social events, include creation, assembly,
planning and production of everything from start to finish of an event, such as
audiovisual equipment, simultaneous translation, air, land and cargo transport,
travel agencies.
The city itself, is one of the most beautiful in the world, with its tropical resort
atmosphere, curving beaches, mountains and forests, good weather, wonderful
scenery, an active cultural environment, both local and international, wonderful
restaurants, and world class shopping at competitive prices. On a par with all major
European or American cities, and with the additional advantage of being populated
by warm and friendly people. Of all who visit Rio for the first time, 98% put it at the
top of their list for obligatory future destinations.
According to the statistics of the International Congress and Convention
Association, Rio de Janeiro is one of the 9 cities most sought after in the world for
holding international congresses, and its rating is on the rise. In 2004, according to
ICCA International Congress and Convention Association, Rio de Janeiro was in
the 1st place in the America's ranking, for the last seven years, as a destination for
international meetings and 26th in the world. There are around 200 events already
programmed for the city up to 2009.
Rio has hosted conferences and meetings of all kinds and sizes. We can mention,
for instance, the United Nations Conference on the Environment and Development,
Rio 92, when 122 heads of state were present in Rio, or the Latin America,
Caribbean and European Union "Cimeira", with 42 heads of state and government,
or the World Cardiology Congress, in 1998, which brought around 19,000 experts
to the city from around the world, or the Americas Telecom, in April 2000, with
27,000 participants, or some of the events already booked for the city up to 2007.
We present here some of the international events that are already schedule to Rio
de Janeiro for the next few years.

CONFERENCE DATE AND VENUE
We we will need at least 18 months to organize the HCP 2009. The conference
would be set at one of the many Rio de Janeiro’s hotels with conference facilities.
We consider also taking HCP 2009 to any of the many paradisiacal beach resorts
available south and north of the city. Final decision on the venue will be very
dependent on the number of participants.
INSTITUIONAL AND FINANCIAL SUPORT
In the appropriate time we will apply to the National Council of Science and
Technology (CNPq) and to the Rio de Janeiro State Foundation for the Endowment
of Research (FAPERJ) as well as to other organization for financial support.
OUR EXPERIENCE
CBPF has experience in hosting meetings of very different sizes. The following

CONCLUSION
CBPF has a long and well established tradition in HEP and has been an active
Institute in the field. We have a large experience in hosting scientific meetings and
do have all the facilities and infrastructure for a meeting like HCP 2009. Rio de
Janeiro is one of the world leading destinations for conferences and meetings and
we have all the means and support for such venture. We are firmly committed to
make HCP 2009 a success as well as a pleasant event that will bring considerable
gains to the HEP community in the world and in Brazil. In a field like ours where
international collaboration is a fundamental need and a prerequisite to any work
worth doing, the setting of meetings and conferences should reflect this
international reality. Therefore, we ask for our proposal to receive fully
consideration and a favorable decision. There is a blank line in table 1 waiting for
HCP 2009.
