MINUTES
I. Roll Call – Present: Suzanne Boussard, Chris Brown, Jim Buffalo, Hilary
Churchill, Tishly Herrington, Wendi Mattson, Bill Rupert, Kristie Parkins,
Cindy Roon, Kim Sedgwick, Peter Skyrpkun, Jackie Thompson and Martha
Youngmeyer.
Excused: Leslie Apel, Pam Bowman, Carla Farniok, Rich Hamilton, and Dan
Rathjen
II. Minutes (Leslie Apel) – Minutes from March were not approved. Wendi will
re-send them. Also, Wendi agreed to take over the secretary’s position if
Leslie is ready to resign.
III. Treasurer’s Report (Jim Buffalo)- Jim reported general account a balance of
$4,560.77 . Scholarship account received interest income leaving a balance
of $11,399.88. The Endowment fund has a balance of $102,400.
IV. President’s Report (Tishly Herrington) – Tishley reported that she had been
to the BOT meeting on March 25, 2011. She had to leave early due to a lack of
staffing in her office. There is still no money, however, that is not new.
There are things that are happening legislatively that may affect us, such as
pensions. There are also going to be changes with the health insurance.
HUMANA and Health Aliance are going to be eliminated. This will affect
100,000 people state wide. Everyone should keep an eye out on the benefits
bulletin board for updates. You can also go to www.benefitschoice.il.gov site
for more information.
There also may be some legislation that will affect transfer students.
V. Civil Service Employee of the Month (Wendi Mattson)-Tara Beal with the
Physical Plant – Grounds Keeping is the Civil Service Employee of the Month
for April. Her presentation was held Tuesday, April 5 in the Physical Plant
Conference Room. There were approximately 45 people in attendance.
Vice President for Administrative Services Report (Jackie Thompson) Jackie
reported that the heating plant will be switching from coal to natural gas.
This is due to environmental regulations that are changing.
The state is still struggling. The University hasn’t been paid anything for at
least 4 weeks, however, bills still have to be paid. Everyone should continue
to spend as little as possible. The employees have been doing a terrific job of
spending wisely and it is appreciated.
MAP awards have been given and no reimbursement, and not sure when that
will come.

Suzanne asked Jackie if it could be public knowledge who is on the various
search committees. She was not sure.
Jackie reminded everyone of the We Care program that will be taking place
next week.
VI. Director of Human Resources (Pam Bowman) – no report.
Employee Advisory Committee Representative (Peter Skrypkun) – Peter read thought the
e-mail from Hr referring to the Benefits changes.

He informed the CSEC that the next meeting of the Employee Advisory Committee was
on April 14th, and that if They had any questions to E-mail me or call before the 14th of
April.
Informed the CSEC of several of the upcoming agenda discussion items:
i) The development/revision of a Classification (Discussion Item)
The System Office will educate the committee on the process to develop/revise a
classification
ii)Quarterly Employee Data (Discussion Item)
Members will review the Quarterly Employee Data report and discuss the following
issues.
a. Academic Professional Review
b. Staff Reduction and Precautionary Measures/Avoidance
Perticular curiosity was mentioned about letter b. above...
VII. WIU Quad Cities Campus Report (Chris Brown) – Everyone has been very
busy with spring semester. Riverfront campus is moving along and updates
can be found on the QC webpage. The QC Civil Service Committee met last
month and we talked more about having a breakfast sometime late
spring/early summer so that we could start raising some kind of scholarship
money - but not many were in attendance, so it was decided to hold off on
any planning until we get more people at the meeting. We had the
distinguished faculty lecturer here yesterday as well as the Provost's Open
House. We have several Alumni and friends events happening in the QC - on
of which is an exhibition game between WIU and University of Iowa at the

ball park in Davenport. I am busy planning commencement and the QC's
annual awards ceremony.
VIII. Representative Reports to Council
a. Affirmative Action Internship (Tishly Herrington)- There were four
people interviewed for the internship program. Tishley is very
impressed with the amount of work the candidates must do to receive
an internship.
b. Web Page (Jim Buffalo)- Jim has been trying to contact Scott to update
web page.
c. Training and Development (Carla Farniok) –No report.
d. Technology Advisory Users Group (Jim Buffalo) – University is
reviewing Windows 7 to see if it is secure enough to run the
University’s system.
e. Web Accessibility (Jim Buffalo)- There have been Zimbra updates.
The University is running out of band width. There may be in the
future an option of My Portal – which is part of a single sign on
system. It is still a work in progress.
f. Technology Cabinet (Jim Buffalo)- no report.
g. University Diversity Council (Tishly Herrington)- no report.
IX. Committee Reports
a. Appeals (Bill Rupert)- no appeals to report.
b. Award Selection (Tishley Harrington)- There is only one application
for the scholarship award. Sheila, Linda and Sharon in HR have been
doing this. The web site needs up dated to indicate that retiree’s legal
dependents are eligible for the scholarship. The deadline is going to
have to be moved up and information sent out in order to receive
more applications.
c. Constitution/Election (Jim Buffalo)- No report on the Constitution.
However, Jim reported that the election will be coming up soon. Up
for re-election is Bill, Carla, Kim and Dan. Martha has served her full

term and cannot be re-elected. Kim indicated that she will not be
running again. Dan is apparently not interested in running. There
will be 6 available spots on the council. Everyone should get the word
out to get people interested in being on the council. Jim has received
only one statement of interest.
d. Education (Hilary Churchill)- no report.
e. Mentoring (Kim Sedgwick) - Tiffany Erickson, Office Support
Specialist, Physics 3/21/11; Jennifer Scott, Grants & Contracts Admin.
I Sponsored Projects 3/28/11;Gerald Shrader, Pharmacy Supervisor,
4/1/11; Alaaeddin Mahmoud, Appl. Programmer I, AIMS, 5/16/11;
Kim will also have the list ready for the follow up mentorship ready
for the next meeting.
f. Salary (Suzanne Boussaard)- No report.
g. Social Events & Development (Hilary Churchill). The Spring Luncheon
date was set for May 5, 2011. The theme is Cinco DeMayo . The tent
cost will only be $100 as there is another group wanting to use it after
our event. However, there must be a good weather forecast from
Friday-Monday in order to have it set up. The Grand Ballroom will be
the location in case of bad weather. Hilary passed around a sample of
the flyers that will go out. The 50/50 drawing will be held again. The
prizes were discussed. Hilary and Tishly are meeting with Jackie
tomorrow. After they talk to her, they will go prize shopping. It was
decided that $700 could be spent on prizes. The big prizes should be
announced as soon as possible so that more tickets can be sold ahead
of time. Hilary also passed around the business list for people to
check on receiving donations.
h. Committee on Committees (Carla Farniok) – no report.

XI. New Business – none.
XII. Group Concerns – Suzanne reported on two suggestions that were brought to
her attention. The first one is that possibly the Council could take the lead
on an “Anti Bullying” policy. Also, the idea of recognizing civil service

employees who have received their degree. These two items will be added
to the agenda to discuss in the future.
Suzanne also reported that civil service employees can request a job audit at
any time according to the SUCSS website. The audit procedure can be found
in the civil service handbook and can be accessed through Human Resources.
The Monthly May meeting will be held May 12th at 1:15. Wendi will check on
getting a room. It will be held in the CODEC room in Horrabin. The get
together for the people who will no longer be on the council will be held at
the Bistro. Everyone should try to meet at 11:45 or as close to that time as
possible. Hilary will be sending out an email for lunch reservations.
XIII. Announcements – motion by Wendi to adjourn meeting, seconded by
Suzanne. Motion carried. Meeting adjourned.
