Call to Order Chairperson Orwig called the meeting to order; a quorum being present. 2. Remarks by the Council Chairperson Mr. Orwig welcomed Trustees to the first meeting of the Fall Semester. Mr. Orwig mentioned that the Council would like to ratify at this meeting the recommendation that was made to the 788 Chancellor to renew President Cevallos’ contract. Mr. Orwig mentioned that the Council conducted an informal evaluation last semester that concluded in a recommendation to the Chancellor to renew Dr. Cevallos’ contract. Upon motion duly made by Mr. Wabby, seconded by Ms. Hawxhurst and carried, the motion to ratify Dr. Cevallos presidential evaluation was approved as presented. Mr. Orwig congratulated Dr. Cevallos for his contract extension and shared his appreciation and acknowledgement of the service and dedication that he has given to the University over the last ten years. Mr. Orwig noted that the agenda is now available in electronic format for those Trustees that would like to use their electronic devices. 3. Remarks by the Student Government Association President Mr. Paul Keldsen, President of the Student Government Association, mentioned that SGB is up to a good start, as thanks to the use of the KUnited website, the elections for four spots available on the executive board were filled, with 28 applications. Mr. Keldsen mentioned that KUnited is also helping students become aware of the available positions on the diverse governance committees. Mr. Keldsen mentioned that the student government board held a retreat the previous weekend, which concluded with the development of the first strategic plan, comprised of 4 goals: 1. Meet with all the gold status organizations; 2. create a visual identity; 3. Get the student body involved with University Senate Sub Committees; and 4. Reform to Academic Advising. 4. Remarks by the University President Dr. Cevallos was pleased to introduce the new Associate Dean of the College of Visual and Performing Arts, Dr. Michelle Kiec. Dr. Cevallos shared a copy of the US&News Report Ranking, which was released last week, noting that Kutztown University climbed up 4 spots on the ranked institutions. Dr. Cevallos shared an article on “Teen Magazine” related to colleges that are friendly to disabled students, and Kutztown University was rated high as one of the best college for students with disabilities. Additionally, Dr. Cevallos mentioned that KU was ranked once again as a Military Friendly School; a status that helps the Institution to recruit veterans. Dr. Cevallos noted that National Penn Bank in Reading has awarded $50,000 to the SBDC Latino Resource Center, to help Latino businesses work on developing their business plan. Dr. Cevallos reported that alum John Mobley will be inducted in the Division II Football Hall of Fame. Additionally, Dr. Cevallos mentioned that alumnus Casey Smith, a Chambliss award winner who is currently pursuing a Ph.D. in Tennessee, will have an article published in a prestigious astronomy magazine. A current student, Bernard Yuhas, a senior physics major from Nazareth, Pa., was notified his photometric research on a binary star will be published in The Astronomical Journal, an international journal on astronomy. 789 Dr. Cevallos mentioned that our own Elsa Collins from the President’s Office will have her marketing research produced while taking MBA classes with Dr. James Ogden, published in the Journal of Applied Case Research. Dr. Cevallos shared the good news that 2003 KU alumnus and former wide received on the football team, David Borden, will be receiving the NCAA Inspiration Award at the Annual Convention in Dallas, Texas this January. This award is given annually to individuals who, when confronted with a life altering situation, demonstrate perseverance, dedication, and determination. David is a US Marine Captain. Dr. Cevallos reported that the AACSB accreditation for the College of Business Programs is right on track, as we are on the third year of the five year plan. 5. Public Comments No public comments were presented. 6. Approval of Minutes, June 21, 2012 Upon motion duly made by Dr. Blocksidge, seconded by Mr. Sayshen and carried, the minutes of the June 21, 2012 meeting were approved as distributed. 7. Summary of Discussions-Council Committee on Academic and Student Affairs Dr. Blocksidge reported on committee discussions. He mentioned that Dr. Wells spent some time reviewing the Higher Education Modernization Act and the implications it will have on our operations. Dr. Blocksidge also introduced Ms. Michelle Hughes, University Registrar, who mentioned that their mission is to be the most service-oriented office on campus, and their main function is to verify and maintain the security of student records. 8. Student Presenter: Vanessa Campos, College of Education Dr. Garber introduced student Vanessa Campos, who shared her experiences at Kutztown University. 9. Faculty Presenter: Dr. Roger Hibbs, College of Business Dr. William Dempsey, Dean of the College of Business, introduced Dr. Roger Hibbs, Professor in the Department of Business Administration, who mentioned the importance of the AACSB Accreditation. 10. Internship Agreements with an Institution and Kutztown University These agreements were presented for information purposes only; however, Mr. Orwig suggested presenting these agreements for action. Affiliation Agreement with a School District and Kutztown University Lancaster General College of Nursing and Health Sciences, Lancaster, PA (Med-Tech) This agreement was presented for information purposes only; however, Mr. Orwig suggested presenting it for action. This agreement allows a relationship whereby its students may receive clinical experience in their subject area. Mr. Wabby moved that the Council approve the affiliation agreement as presented. Articulation Agreement with Reading Area Community College (RACC) and Kutztown University This agreement was presented for information purposes only; however, Mr. Orwig suggested presenting it for action. This agreement allows a student who has earned an Associate Degree in the Sciences or Arts at RACC will be guaranteed admission into a bachelor’s degree program with third year (junior) status at Kutztown University. Ms. Lutz moved that the Council approve the Articulation Agreement as presented. Ms. Hawxhurst seconded the motion and it carried. (Exhibit D) 14. New Degree: Master of Fine Arts (MFA)- Communication Design The Master of Fine Arts (MFA) degree in Communication Design will educate professionals with specialized technology competence to meet the demands for career advancement in the workplace as creative directors, art directors, web designers, business principals, and corporate executives. Dr. Blocksidge moved that the Council of Trustees of Kutztown University of Pennsylvania approve the New Degree: Master of Fine Arts in Communication Design to move forward to the Board of Governors of the State System of Higher Education for final approval. Mr. Sayshen seconded the motion and it carried. (Exhibit E) 792 15. Summary of Discussions-Council Committee on University Relations and Advancement Ms. Lutz reported on committee discussions. Ms. Lutz mentioned that the area of University Advancement provided an overview of the events and highlights over the last month. 16. Alumni Update and Survey Results Mrs. Lutz shared the results of the KU Foundation’s Alumni Survey, which had a7% response. One of the main findings is that alumni find the relationship with KU “weak,” and that Tower magazine is the best way to communicate with alumni. The Foundation will continue to perform the survey every spring. 17. Naming of the Bell Plaza Mrs. Lutz mentioned that there has been a request to name the Bell Plaza, adjacent to Stratton Building, on Main Street, as “College Hill Memorial Grove” to honor, commemorate and have students and their families, faculty and staff, get together to grieve or celebrate at Kutztown University. Mr. Heck moved that the Council approve naming the plaza adjacent to Stratton building as “College Hill Memorial Grove” as presented. Ms. Hawxhurst seconded the motion and it carried. 18. Summary of Committee Discussions -- Committee on Finance, Property and Audit Mr. Orwig reported on committee discussions. 19. Consent Agenda Items Mr. Orwig reported that the committee thoroughly reviewed the consent agenda items. Purchases and Contracts under $50,000 Ms. Lutz moved that the Council approve the Purchases and Contracts under $50,000 as presented. Ms. Hawxhurst seconded the motion and it carried. (Exhibit F) Purchases and Contracts $50,000 and Over 2013-01 Student Health & Sport Medicine Physician Services 2013-02 Copier Service 2013-03 Upgrade the Academic Forum Audiovisual System Controls Mr. Sayshen moved to approve the contracts over $50,000. Ms. Hawxhurst seconded the motion and it carried. (Exhibit G) 20. Additional Action Items No additional action items were presented. 21. Housing Cancellation Fee This item was presented for information purposes only; however, the council agreed to move this item for approval at this meeting. To approve a reduction in the housing cancellation penalty from $2,184 for each semester to a one-time fee of $1,500. Mr. Pichini moved to approve the Housing Cancellation Fee as presented.. Mr. Sayshen seconded the motion and it carried. (Exhibit H) 793 22. Electrical Substation Capital Project This item was presented for information purposes only. Action will be taken at the next meeting. To approve a $6,100,000 budget for the capital project to provide the campus with its own dedicated generation power transmission line and associated on campus transformer station. Construction is anticipated to begin sometime in the Summer/Fall of 2013. 23. Summary of Discussions-Council Committee on Human Diversity Ms. Turpin reported on committee discussions. She shared some of brochures and information regarding the events that are being held on campus. 24. President Cevallos Annual Review Mr. Orwig mentioned that the annual review was ratified at the beginning of this meeting, but asked for volunteers to participate in the Presidential Evaluation for next year, as he would like to appoint the presidential evaluation committee at the next meeting. 25. PACT Update The next PACT conference will be held in Millersville University on October 2012. 26.
