changing a course from 105 to 305, without additional rationale. L. Engstrom noted that the
department wants students to be taking that course later in their program, right before their
internship. C. Wells stated that she would prefer a written rationale. It was moved by C. Wells,
and seconded by K. Shively, to table this proposal. The vote was 4 in favor, and 5 against.
MOTION FAILED.

L. Engstrom was present to speak to this proposal. C. Wells noted that according to University
policy, we cannot have different standards for internal and external transfers. L. Engstrom
agreed to strike the GPA requirement of 2.25, and keep it at the current requirement. This was
moved as a Friendly Amendment by S. Kim, and seconded by J. Walker. MOTION PASSED.
The effective date of the program was questioned, and recommended to make it a specific date,
not “Fall 2013.” The effective date was changed to 8/28/2013.

[At the UCC meeting on 3/28/2013, it was ruled that the changes in program requirements and changes in
certification program for this proposal were out of order. These changes had not yet been approved by the
College of Education curriculum committee, or the Council for Teacher Education. This proposal was to be
passed only for removal of program from moratorium. This proposal should also have been listed under its
correct number: COE 1327.]
