Chabot College Basic Skills Committee MINUTES January 26, 2010 Present: Carolyn Arnold and Rachel Maldonado Aziminia, co-chairs, Marcia Corcoran, Katie Hern, Hisako Hintz, Ming Ho, Alisa Klevens, Matt Kritscher, Jennifer Lange, Rajinder Samra, Patricia Shannon, Michael Thompson, Jeanne Wilson CALL TO ORDER The BSC was called to order at 12:10 p.m. Carolyn welcomed everyone. M/S/P that the December 8, 2009, minutes be approved. BUSINESS Status of Spring 2010 BSI proposals Carolyn reviewed the handout Basic Skills Initiative (BSI)/Title III Proposals 2010 that listed the proposals that were approved. A total of $99,398 was allocated. There is a diversity of proposals and good pilots. The funds for 2010-11 will be determined at a later date. EVALUATE PROGRESS ON SPRING 2008 BASIC SKILLS SELF ASSESSMENT RECOMMENDATIONS Study issues involved in mandatory orientation, assessment, and placement o There has been an increase in the number of students participating and a 12% increase in students who took the English and math assessment tests. o Counselors referred all new students to testing and group counseling but registration was not blocked if students did not take the assessment tests. o Placement is another discussion because of the availability of courses. o Data from the Jump Start program will be available in the next two weeks. o Mandatory testing should be considered and then later assessed how to accommodate students. o There must be new ways to delivery services to students because of cutbacks and new methodologies to deliver these services. o The need to reward students who do things on time rather than on those who are late. o The Jump Start was a tough group to teach because the students were not fully there. Even though the teachers were experienced, the retention was lower than usual. Should there be a homogenous group of late starters? o A discussion ensued about the affect that the BSC can have on the fall 2010 class schedule and that realistically changes may not take affect until fall 2011. Logic modeling could help with this process. Develop and evaluate pilot instructional and learning support practices o Pilots and practices should be shared across disciplines about what is being learned. o o o o Going from individual student issues to institutionalization is challenging. How does one measure success in working with students and how does data measure student success? A model for one semester does not provide for continuation of projects that may need more time for development. A magic solution does not exist. How well does the BSC communicate with others—staff, faculty, and administrators? Institutional Research is showcasing data but will it be accepted by others—district office and Board of Trustees. What outcomes are we looking for and do we agree on the outcomes? Where do we enter on those conversations and how do we institutionalize? Unit plans and program reviews are where this discussion can occur, but they are not tied to new initiatives. Investigate models for better integrating counseling and academic instruction in basic skills o Jump Start is trying to deal with integrating counseling with academic instruction, but students had issues that were not discussed in the Psychology Counseling class—this was a hole in the net. Matt realizes that he needs to inform the Chabot community of his availability to meet with the students who may have issues outside the classroom. o Katie has investigated for the past four years that it is not the preparedness of the students but other life issues that affect student success. The delivery of counseling services should address these life issues. One counseling model has three prongs: matriculation, academic and personal/social. Review and change curriculum to improve student outcomes in basic skills Noncredit funding could be provided for basic skills services. DEVELOP SPRING 2010 GOALS FOR BASIC SKILLS COMMITTEE Develop next steps of basic skills agenda and action plan One purpose of today’s meeting is to get ready for the logic modeling retreat that will help with the development of the BSC agenda and action plan. The retreat will be conducted by Anniqua Rana. The committee decided to hold this retreat on March 5 from 1:00-4:00 p.m. Carolyn will contact Anniqua to confirm the retreat date and time. Consider available research and input Carolyn proposed that the BSC evaluate the outcomes of the spring and fall 2009 faculty inquiry groups, the Jumpstart program, and the status of Chabot’s basic skills outcomes. She and Rajinder offered to provide the IR data on these outcomes at the Feb 9th meeting and the group agreed. The other meeting before the logic modeling retreat will be devoted to the preliminary qualitative results from Jumpstart, since that pilot was testing our assessment and placement assumptions. Furthermore, she recommended the BSC review the best practices covered in the Basic Skills as a Foundation for Student Success in CCC’s (RP Group) and Basic Skills Handbook (Academic Senate). 2 ADJOURNMENT The BSC adjourned at 1:00 p.m. Respectfully Submitted by Rachel Maldonado Aziminia 3
