Governance Change Proposals

In several proposals, we are still members of PRBC.

We like this.

One of the proposals expands the role of the budget committee.

The general response from the committee is a deep concern with still another group managing “working” budgets, and trying to get involved in managing efforts they don’t know much about, yet would have veto power over. We don’t think it is an effective way to manage.

BSC is a state-mandated committee to manage the Basic Skills funds. At Chabot, we have positioned our work with a BSC strategic plan that includes priorities, goals, and process, with follow-up on work completed. It is closely aligned with the college strategic plan goals and initiatives.

If the budget committee expanded, we would request a representative of the budget committee to attend and participate in our decision-making meetings and visa versa.

Merging SSSP, Equity, and BSC

We do not believe that merging SSSP, Equity, and BSC as one big committee would be effective for any of these 3 committees.

Reasons: a) The important Basic Skills Committee function of presenting, discussing, and funding efforts, results, and recommendations for improving basic skills would be lost. b) c)

The Basic Skills conversation needs to be widened to include more conversation, not added to these other committees who have no time.

SSSP is charged with implementing regulations and improving student d) matriculation and registration and follow-up processes. We don’t see this as a forum to discuss the overall academic goals for Basic Skills students and how faculty and staff can support them. However, we overlap on the issue of assessment (see below).

Equity meetings are already full of choosing and improving equity efforts, of which basic skills efforts are just a subset. There would not be time for the kind of focused brainstorming, targeting funding, and e) sharing the results of the FIGs and other projects that is done in BSC.

One charge of the BSC is to thoroughly consider assessment options and how basic skills students are affected and defined; we could develop recommendations to be brought to SSSP.

We do think that an integrated funding proposal process/review is effective for equity and BSC funding.
