Information was distributed on President Obama’s

$12 billion proposal to boost the number of college graduates by 5 million by the year 2020, federal aid available to college districts, creation of new accountability standards, and call for systemic reform of the nation’s community colleges over the next decade.

Dr. Olshinsky announced that a 5% reduction is coming for the College. The College’s 2011 budget is to be submitted by next week. Preliminary information is being worked on regarding a 5% budget reduction for the College in 2011.

By 2012, the College will need to reduce its budget by 10%.

Council received the final report of the Statewide

Task Force on Textbook Affordability.

Recommendations regarding development of textbook policies, pursuing textbook affordability initiatives, assisting faculty in textbook selection, and assisting students and parents in finding the most affordable textbook and supplementary materials will be posted on a website jointly developed by the

Commission and the Council (pages 9-10 of the handout).

Dr. Olshinsky stated that the College may need to look into standardization of textbooks for departments.

A policy on textbook affordability is to be implemented by community colleges by fall 2010.

--System Initiatives for the Delivery of

Community and Technical College Education

in West Virginia

Information was distributed to Council on System

Initiatives for the Delivery of Community and

Technical College Education in West Virginia and

Activities to Support System Goals and Legislative

Objectives (July 1, 2009-June 30, 2010). Chancellor

Skidmore approved the five goals/activities. Council members who may be impacted by the report were urged to review the document.

--FY 2011 Appropriation Request

Dr. Olshinsky asked Council members to review the

FY 2011 Appropriation Request document that was distributed and let him know if there is anything in the document that WVNCC should enhance.

Dr. Olshinsky reported that Governor Manchin discussed, at the last meeting of the WV Council for

Community and Technical College Education, the budget for 2012. He stated that revenue from lottery funds will get smaller much quicker.

Mr. Tackett: Intercession classes are being conducted this week, enrollment is steady, three or four community ed classes will be held and Mr.

Tackett has been approached by First Respondents to do a continuing ed class. A free Quick Books

NORTHERN’S PRESIDENT’S COUNCIL MEETING – August 21, 2009 class will be offered. Early entrance high school students have typically had to make payment for classes up front; however, Mr. Lippiello has set up a payment plan for students at Magnolia High School.

Each campus has been offered to use the payment plan for the high school they work with.

Dr. Bull: Several developmental classes have been added. Early enrollment must be in by September

15. Dr. Olshinsky stated that the College will look into reciprocity agreements with Mahoning and

Columbiana counties.

Mr. Woodburn: Enrollment is up on the Wheeling

Campus. Early entrance will be done in September.

There is a new Service Center on the Wheeling

Campus.

Ms. Fike: WVNCC’s Fall 2009 Enrollment

Comparison Report for August 21, 2009 vs August

22, 2008 was distributed. New Martinsville met

100% of their FTE for fall. Calls were made to students who had Pell grants but have not yet registered. Letters were mailed to students who were cued about their attendance. Drop date for faculty is September 1 at midnight. Direct lending is going well. There are 1400 people on the book voucher list. Financial aid checks will be distributed on September 24.

Dr. Riley: A meeting was held with program directors on August 20. Revised position descriptions for program directors and review of three year audits have been completed. Mr. Koon talked to program directors about Perkins assessment and WorkKeys. Each program area must come up with a program exam for Perkins.

Ms. Carmichael: New faculty are as follows:

Megan Deichler, Transitional Math/Math; Kristy

Dobson, Nursing; and Kristi Musilli, Nursing. An official announcement will be made next week for the

Wheeling Campus Counselor position; that person will begin on September 1. Employment notification letters are being mailed and must be signed before an employee begins teaching class. Human

Resources is learning the new Web Timesheets program. Instructions for use of the program along with frequently asked questions about the program will be included on the Human Resources web site.

Confirmed retirements are: Don Chamberlain

(September 30) and Teresa Hemingway and

Maureen Bishop (January 4, 2010).

Ms. Fisher: Ms. Fisher reported that the organizational plan was distributed. The Foundation is working on a golf scramble for June 18, 2010 at the Highland Springs Golf Course. The Chair of the golf scramble is Mr. Baller. Volunteers are needed to help with the event. The Wheeling Friends of the

College dinner is being held on September 26.

Invitations for the event are being donated by Rich and Shirley’s Quick Print. Larry Bandi will be honored at the event. Sponsorship level for the dinner is up from last year. A Federal Grant

Committee has been formed and is working on two grants; one is due September 29 and the other is due October 5. A Foundation Board Retreat is scheduled for the evening of September 23.

Foundation members will work on updating the

Foundation’s Strategic Plan. The employee campaign will kick off in September. The goal is to get 100% participation from the Foundation, Board of

Governors and Northern employees. The

Development Office is holding a “Don’t Come” event where each Foundation member is asked to invite 10 people. The invitations are being donated and will state that the person is not invited to the event because it is not being held; instead, they are asked to send in a donation in lieu of money they would spend for a ticket or dress for the event if it were to be held.

Mr. Baller: The noise project in the Education

Center is completed. The College received a grant for cleaning and waterproofing the B&O building.

Pre-bids for that project will be received on August

28. The cost to repair the HVAC unit in Weirton is

$15,000.

Mr. Koon: Arrangements have been made for the

Machinist Technology Program to begin on

September 7 at Wheeling Park High School.

Instructors for the program will be provided by the

Robert C. Byrd Institute. An ad will run in the papers this weekend relative to the program. The Machinist

Technology Program is a two year degree program that can be completed in one year. The Machinist

Technology Program is considered as part of the

Technical Studies Program.

Mr. Wycherley: Classified Staff Council has only had one meeting since July 1. A schedule of meeting dates has been set for the year and is available for viewing on line. Anyone who wants to attend the meetings is welcome. The next meeting is scheduled for September 18 in the B&O

Auditorium at 2 p.m. Council will be working on goals for the year.

NORTHERN’S PRESIDENT’S COUNCIL MEETING – August 21, 2009

Ms. Wycherley: The Students with Disabilities department now has around 267 registered students.

The department received a textbook database where students may be provided with a link for books rather than purchasing books. Council members were informed of the difference between service dogs for deaf students and service dogs for blind students.

Mr. Smith: Reports are needed from the three campuses for crimes that have been reported.

Employees experiencing problems with Banner should call Rick Regan and e-mail the entire IRIS staff who will open an OZ ticket. IRIS has a log book to determine trends in problems that have occurred.

Banner will upgrade to Version 8 by the end of the year. Hyperion will be updated from Version 9 to

Version 11. Jovan Jewett and Mr. Smith are working on updating the IRIS website.

Other: Becky Yesenczki and Mr. Woodburn have been looking at a site for inoculations for the swine flu. Information has not been received from the

Health Department regarding shutting down schools in the event of an outbreak.
