Dudash January 22, 2014 at 1:00 p.m. – B&O Board Room DISCUSSION • A report was submitted to the HLC regarding the College’s findings relative to employee credentials. HLC responded in the affirmative relative to the report. • HLC’s next visit to Northern will be in 2017. • Dawn Barcus, new student recruiter at WVNCC, distributed and reported on conversion rates for students for spring 2014 and fall 2013. Included in the report was applicant yield by major for spring 2014. • Ms. Barcus reported conversion rate reports will be distributed on a weekly basis to interested faculty and staff. • Ideas on ways to recruit students may be submitted to Ms. Barcus; she will work with the public relations department on marketing recruitment efforts to potential students. • Program Directors will contact their advisees regarding registering for classes. • Dr. Riter stated the importance of faculty having correct names on the advisee list prior to sending registration information to students. • Dr. Riter expressed the value of continuing to work on retention and matriculation and asked about recruitment tools that could be used to assist in getting individuals enrolled. • Recruiting tools being explored regarding retention efforts are as follows: ways to step up marketing, tracking when students come in to register, availability of complete registration packages for potential students when they come in, strategies for students’ “buy in” when they come in to register, the possibility of hiring an admissions person. • Ms. Frey distributed the latest financial aid report card (October 2013) prepared by EdFinancial Services. • The state has provided two sub-contracting firms, from which the College may choose, to assist in helping curb the default rate—Inceptia and EdFinancial. Ms. Frey and Ms. Fike will meet with Inceptia on December 10. An appeal has been submitted to the ACS Loan servicer but a response has not yet been received. 4. Northern Navigator Update 5. Other • Northern Navigator is up, running and working; however, some areas are in need of tweaking. Upgrading has become the challenging part at this time; however, upgrades will not be made until all schools are up and ready. • Positive feedback has been received from staff advisors and faculty. • Another workshop will be scheduled on Northern Navigator in the spring. • New programs along with Dr. Riley’s online programs will be added to Northern Navigator. • Dr. Olshinsky distributed and reviewed both enrollment information and WVCTCS’s System Performance Report for WVNCC for academic years 2011-2012 and 2012-2013. The information will be presented to the Community College Council on Dec. 12. Dr. Olshinsky will email the reports to the college community. • Information on any funding shifts will be shared with NPC at another meeting. • An annual evaluation of year two of Title III will be conducted on Dec. 10. Northern is aware that some changes will be necessary in the area of developmental education. • Dawn Barcus, currently working part-time for College, will become full-time student recruiter on the Wheeling campus on January 2, 2014. • Personnel Report: -- Cindy Ritchie is retiring in January 2014; her position will be posted. -- The IT position has been put on hold. -- HR is looking at options which should help admissions. -- The Database Technology position should soon be filled. -- The Career Services position was posted. -- The Paralegal position will become vacant; the position will be advertised in the spring for a new faculty member to come on board in the fall. -- Interviews will be conducted for the position vacated by Christina Sullivan. -- Curtis Hippensteel will join the College on January 2, 2014 as Petroleum Instructional Specialist. • In January 2015, Northern will be going to the new Oasis payroll system. The system will have an impact on how payroll is processed and how individuals apply for time off; time clocks will be utilized throughout the system. Professional development records will be kept in Oasis as well as an inventory of College property. • Regarding full-time employee ID’s, all but five are finished. Council received their ID cards and ID card issuance forms at the meeting. Signed issuance forms must be returned to Ms. Carmichael. The new ID cards may be used to access side doors of buildings beginning December 16. Front doors on all campuses and the second floor of the Education Center will be unlocked. • Employees are required to wear their ID cards where they are visible. Replacement cards currently cost $10. The revised rule will be on the January 23, 2014 Board of Governors agenda. Ms. Carmichael is to be contacted if employee ID’s are lost or stolen. Problems with ID access cards are to be directed to Ms. Carmichael. Employee ID cards are to be returned to the College at the end of a person’s employment. ID cards will be confiscated by the College if an employee is found to be misusing their card. Employees will then be permitted access to buildings via main entrances only. Employees wanting access to additional buildings and wanting access at extended times are to email Ms. Carmichael their request. Ms. Carmichael will, in turn, work with the employee’s supervisor relative to granting the request. Due to the vacancy in the Career Services Office, Ms. Fike continues to maintain the Career Services Web site and College Central as well as checking voice mail messages. Career Services issues are to be directed to Ms. Fike. Ms. Albert reported the Veterans Office had a trial audit. One recommendation was made having to do with recordkeeping. The Student Portal has been enhanced with a new design. Ms. Woods distributed copies showing changes to the new Student Portal and informed Council ways in which the site has been made more user friendly for students. Ms. Woods asked that Council submit feedback to her on the new portal page. Shelley Turbanic is working on Blackboard registration.
