College Council Friday, November 3rd, 2006 2 p.m., Room 3902 MINUTES 1) One-Minute Report: Each of the shared governance committee chairs gave their monthly reports on what is going on with each committee. 2) Three-Minute Reports: No reports were given today. 3) Student Learning Movement: What Outcomes Faculty and Should The Know: Accountability Diane Zuliani distributed a hand-out on Assessment. Diane conveyed her concerns that faculty have good reason to be concerned with the assessment movement that is starting and being adopted by colleges throughout the state and nationally. Diane has extensively researched student outcomes and the assessment process, and wanted to make the Council aware that faculty still have apprehensions about student learning outcomes. Diane recognized that the process is happening at Chabot, but also felt it was important to convey to the Council that not all faculty want to participate in the student learning outcomes movement. 4) Retention: Melinda Matsuda and Daryl Minus made a presentation on student retention and what is being done in Student Services to help retain students. Melinda distributed a report prepared by Dr. Carolyn Arnold in the Chabot College Office of Institutional Research on “Chabot & Las Positas Colleges: Comparisons to All California Community Colleges”. Compared to the state average for all California community colleges, Chabot has a slightly lower success rate and Las Positas has a slightly higher success rate. However, both Chabot and Las Positas students’ overall persistence rates are above the state average. In addition, both colleges have transfer rates at or above their expected rates. 5) Program Introduction Process: Chad Mark Glen distributed the “Program Introduction Process for the Chabot-Las Positas Community College District”. Specifically, the Program Introduction Process takes into consideration the potential impacts of a new program, while still allowing the college to take advantage of opportunities and encouraging innovation in faculty and administration. For instructional programs the definition of program is that set forth in CCR Title V, Section 55000: An organized sequence of courses leading to a defined objective, a degree, a certificate, a diploma, a license, or transfer to another institution of higher education. This process need not be used to explore offerings that do not meet the definition of a program. 6) A.A./A.S. Degree Requirements Update: Chad Mark Glen updated the Council with the progress being made in changing the degree requirements. 7) Unit Plan: Dr. Marcia Corcoran shared with the Council a document that was designed by the Deans about ideas for unit plans. The underlying principles are keep in mind purpose, audience, and feedback. The hand-out will be distributed in early October 2006 with the due date being December 15 t h , 2006. If a unit is in Program Review, they will submit that in lieu of the Unit Plan. 8) Other Business. President Carlson distributed two hand-outs “Chabot College Priority Objectives: 2006-2007”. The documents listed Goal 3 which his: Engage in an ongoing dialog about learning and institutional effectiveness, but two options with Objective 1 and Objective 2. The College Council will have the lead responsibility to ensure that either goal and outcome is achieved.
