MINUTES OF FRIDAY, October 5th, 2007
The meeting was called to order at 2:03 p.m. by Dr. Robert Carlson.
ONE-MINUTE REPORTS
Classified Senate is very interested in receiving an update from administration on the current
administrative evaluation process, and ensures evaluations are in process.
On behalf of Staff Development, Chad Mark Glen reported that the committee is having a great
year so far, and have conducted very lively and productive meetings. They are planning a day of
reflection on teaching and learning, scheduled for October 18th. Everyone is invited and
encouraged to attend and participate in three activities: a workshop with John Parente, the Art
Gallery opening, and a fall play. Flyers will be distributed soon, as well as electronic invitations
will be sent.
Chad Mark Glen stated that Accreditation teams recently received training along with teams from
the District and Las Positas, which was provided by the ACCJC. A follow-up meeting will be held
in the Board Room on Tuesday, October 9th. Chad received feedback in response to an Email he
recently sent campus-wide. A corrected paper version was placed in all staff mail boxes
Wednesday afternoon. Chad will send a response that will address everyone’s issues very soon.
Dr. Carlson reiterated that this committee process will include college involvement over the next
2-1/2 years so all staff is going to have to plan out over that period to help and participate and
should plan to just get on board.
The Financial Aid Office staff will undergo training soon so services and hours of operation will be
limited (or closed) on a temporary basis during this period.
IPBC is finalizing the unit plan format and curbing the revised time line. Yvonne Wu reported that
the unit plan this year will be due in Spring 2008. Forms will be available in January 2008. IPBC
continues to receive updates on Accreditation from Chad Mark Glen and Dr. Carolyn Arnold.
The Chabot Foundation is planning their Fall Fundraiser, Chabot Goes USO at the Starlight Club,
scheduled for Saturday, November 17th. Heidi Finberg advised the Council that the Foundation
will make available a discounted ticket price for staff and students. Volunteers are needed to help
with set-up, and Heidi is taking sign ups. The reason the Foundation selected the Officers’ Club at
the former site of Alameda Naval Air is because the venue ties in with the event theme, and other
venues in Chabot’s service area were already booked, did not have size accommodations, or
could not bring in outside caterers. The cost to rent a tent (last year’s tent rental was $17,000)
was not cost-effective. Heidi checked out several events like Centennial Hall, which was booked
eight months in advance, along with Dunsmuir House (Oakland), the Marina Community Center,
Sequoia Country Club, and many other local venues. While the facility at Cal State East Bay was
available, this venue was not appropriate because it’s our competitor’s site. Locally, we are
limited with venues, but once the new signature building is available, outside venues will not be a
problem. Invitations will be printed and sent very soon. A special electronic invitation will be sent
to staff within one week.

The Chabot Budget Committee has been meeting and is currently setting up projects to tackle,
along with this current year’s budget (despite a tight budget). We have a chart of accounts that
the District is trying to bring coherence to on how we use the chart of accounts.
Student Services will undergo a mini Accreditation which has been established through the State
Chancellor’s Office and will focus on matriculation, CalWORKS, DSPS, EOPS, and Student
Service functions. Each college has a team led by the CSSO, and other staff from other colleges
to review Chabot’s technical processes and the Student Services area. In response to the
Student Service accreditation, President Carlson recommended that Vice President Matsuda
contact a representative from Golden West College to serve on the Accreditation team as they
have expertise with SLOs.
Melinda Matsuda reported that her staff assistant, Danielle Campi, has been working with Tom
DeWit on preparation of the UMOJA III Conference. Kimberly Blackwell is the new Coordinator of
Chabot’s Daraja Program. Daraja will also be hosting a state-wide conference over a two-day
period next week and titled, Umoja III: Intentional and Deliberate..
Susan May stated that the Marketing Committee has been working with outreach and developing
a system of outreach so if any one doing outreach will soon be able to receive a uniformed pack
of general college information that will help market Chabot College. Gerald Shimada is
coordinating outreach across Student Services. Roberto Mendes is the new Director of the Talent
Search Program. Gerald Shimada, Roberto, and Susan May will be attending the next meeting of
College Council to introduce Roberto and discussed ETS, the second TRIO grant, and outreach.
Dr. Carolyn Arnold has been working on a big grant that, if funded, would help fund the start of a
radiology technology program at Chabot. The grant process is happening before the development
of the program. Chabot is working closely with Life Chiropractic College West. Radiation
technology jobs provide high-pay, and are in high-demand so Chabot is responding to the
suggestion to accommodate training and education for these demanding positions.
Dr. Arnold’s department is working with Jan Novak on a spin on business courses that will be online that is now a part of a local consortium. We will be working on another Title III grant
application soon. The radiation technology program will be expensive and the grant will fund $2
million over a three-year period. Local support from area hospitals has been evidenced by the
overwhelmingly responsive hospitals that offered and expressed interest in providing space,
equipment, and lab use for training. The program is a need in the community but will be
expensive to operate over time. We are getting support and assistance, and if awarded, the grant
will get us started with very little investment.
Academic Senate has approved a faculty representative for the SLO Coordinator, Curriculum
Committee chair to replace Nolly Ruiz, and to the Presidential Search Committee. Senate is
interested in President Carlson’s idea about funding the student life administrative position.
Senate has discussed the use of
whiteboards and chalkboards in new
classrooms
with
the
Facilities
Committee. A matter of discussion has
been the 16-week semester vs. a 171/2 week semester. At Senate, Farhad
Javaheripour will discuss his proposal
for placing security cameras in the
library and in labs. Senate is
discussing the administrator evaluation

process, and wants to meet with Diane Zuliani and Rachel Ugale so he can answer questions. He
requested that Diane and Rachel schedule an appointment to meet with them within a few weeks
to discuss the administrator evaluation process.
Dr. Carlson hosted three administrators from Stow College in Glasgow, Scotland this week and
one topic of discussion was SLOs. SLOs were adopted in Europe in the mid-1980s, and Scotland
picked up that standard nationally in the late 1980’s. Stow College faced similar issues like
Chabot, and Stow worked on these issues. They will forward sample SLOs for review.
The Distance Education Committee distributed the September newsletter. For Spring 2008 they
have 102 on-line classes, and had 76 last year.
THREE-MINUTE REPORT
Vice President of Business Services, Farhad Javaheripour, gave a report on the budget. Vice
Chancellor Legaspi presented the 2007-2008 budget at the Board workshop which was approved
by the Board. Farhad is distributing the Chabot portion of the budget, and distributed a copy of
the 2007-2008 adopted budget. The District created and adopted a model to calculate the FTE
that was developed and resulted in an increase in academic salaries. To have a balanced budget
for the year, Farhad reported he had to reduce expenses on the operating budget. Services were
cut 60-70% to help balance the budget. Service line items have been reviewed.
Regarding supplies and services, Farhad recommended Council to only buy what you need in
supplies. Don’t overstock and only buy what you need now. To help save, they will hold back on
the 5000 line expenditure account. Last year many departments had ending negative balances.
Starting next fiscal year, any budget this year that is over, we will reduce the line item next year
by this amount. Dr. Carlson asked Farhad to be placed on the next College Council agenda so
he can better explain the budget process at length and with more time.
Steve Small reminded the Council that Homecoming is upon us and we have 100 vendors
featuring handcrafts, fine arts, classic car show, Navy flight simulator, food court, Farmers’
Market, and children’s activities on Saturday, October 20th, 12-4 p.m. (Football Practice Field).
Things are progressing exponentially, and community interest and response has been
overwhelming. Steve encouraged staff and students to volunteer as the committee needs help
with set-up and take-down. On Friday, October 19th, we will need help with event set-up in two
hour blocks of time. We will need 15-20 people to help, and we are working with campus safety
and facilities. Thanks to Heidi Finberg, the Chabot Foundation has purchased admission to the
Homecoming football game so let’s attend and fill the stands for homecoming. We want to make
this a real community event. Dr. Carlson encouraged everyone to attend and make this a
successful event now, and for years to come. It’s big now in terms of the vendor size. The Flea
Market will be held and we will encourage all to attend both events. Steve asked the Council to
take flyers and distribute in class. Steve asked the Council for their support and encouraged all to
attend. Jack Bishop expressed the importance of marketing and outreach, and that both are tools
that are need to reach out the community.
Debriefing on Fire Drill/Recent Evacuation: Sergeant Wright assigned Officer Jack Bishop and
Officer Lin Zuidema to discuss the outcome of the recent fire drill (held in mid-September). Officer
Bishop gave the drill a B+ and we passed the drill. The drill took time to organize and additional
officers had to be scheduled to cover
additional
shifts.

served as an observer. Overall the
campus is okay and in every building
it appears that horns and strobe lights
operate efficiently with the exception
of Building 600 (did not strobe but horns
went off). Officer Bishop recognized
the staff and children of the Children’s

looks at parts people played and we were the observers for two teams: safety and concern for
student and staff is everybody’s business. Everyone has to be the eyes and ears, and we have to
be concerned for the safety of all. People need to become monitors and take an active role and
go into a building and assist with evacuation. Most buildings had monitors and were grateful they
were there. We did not automatically let students back in buildings as we didn’t know if it was
automatically safe, and we explained these reasons to students. One concern is when staff place
paper on windows or completely cover a large window area. The covering impedes a rapid
rescue attempt during a room or building evacuation. Officer Zuidema stated this drill was twofold and we are looking at changing that. Our part as safety officers was as observers, and to go
into the building and check every horn, strobe, and fire extinguisher to ensure they are
operational. A new problem officers learned is that students from other countries are unfamiliar
with a fire drill and with the horns and lights. As a result, we need to better educate them to be
aware for their own safety and for the safety of others. We instructed them to help evacuate areas
in the likelihood of a fire or a disaster. Officer Bishop reminded the Council that if staff come to
campus outside normal business hours, please have staff check in with Campus Safety whenever
they arrive on campus and leave campus. Officer Bishop indicated that with the DSPS, we went
to a class in Office of Emergency Services for training on people with disabilities and assisted
needs and during our evacuation drills, we had persons on the 2nd floor of buildings and came
across people with a walking impairment or other disabilities preventing them from going
downstairs on their own. We explained what their part was and we would have someone help
them evacuate the building safely. We got staff wanting to take part in other drills, and interest
from support staff to help should there be an emergency or evacuation drill.
In response to the recent carjacking on campus, Dr. Carlson mentioned there has been
discussion on what happened and how Chabot responded as a college. He reminded Council that
Chabot is a small city within a larger city with 15,000 people and is generally a safe community.
Things like a carjacking will happen in a city this size. How we responded to the carjacking is why
we have received a lot of attention. The student victim called 911 first which does not go directly
into the Office of Campus Safety. The Hayward Police Department had been on campus for a
while assisting the student victim, but they did not notify Campus Safety of their arrival and that
this event had happened. Chabot stumbled across the incident after-the-fact when one Campus
Safety Officer realized that Hayward PD had remained on campus after two hours. A two-hour
window of time went by before the campus was aware of the matter. Sergeant Wright is working
on a process to ensure better and quicker communication. It was almost 24 hours after the event
that communication was made to the campus as a hole. We are reviewing the process carefully
and implementing a new process to ensure effective and faster communication happens. Chabot
and Sergeant Wright recognize the error and learned a lesson. Sergeant Wright is a
conscientious director and doing his best to ensure safety for all.
The Office of Institutional Research will be sending student surveys next week, which will take
place over a two-week period. 75 faculty will be participating. Dr. Arnold expressed appreciation
for support.
