Special Reports
A. Building 1400, Industrial Technology, Feasibility Study
Charles Hamm presented feasibility study for bldg. 1400.
• Some programs will have to go to 1600 due to lack of space requirements
• Current planning is consistent with FPP sent to state regarding 1600
• 1400 will be a multi-phased project; construction and classes will co-exist
• Plan is for Computerized Machine Tool to move to 1600
• Tom Clark discussed capture of adjacent outdoor parking spaces/planters for 1400
outdoor yard expansion
• 1400 on budget, however 75% of 1600 budget to be expensed for above project
• Chabot IT indicated power needs to be maintained throughout in 1400 re-model
because of phone equipment located in building
• Next step will be to develop a schematic design attaching actual dates to the
sequence of construction
B. PE Complex Entry Promenade - Schematic
Gary Fabian presented the site design plans for around 4100, and the new athletic
promenade.
• 4100 incorporated into site layout for promenade to create interface
• Security point will be between 4100, and pool-side access to 2900
• Entry will serve as an emergency vehicle/fire truck access
• Existing trees are in very poor shape and will be removed
• Curvature of fencing will match current campus architecture
• M&O should review palate of trees and shrubs in site planning for any issues
• 4100 entry similar to IOB entry in landscape design
• Significant discussions ensued regarding aesthetics

C. State Funding Status
Doug Horner reported on State Funding issues surrounding current budget problems in
State. State has suspended reimbursements for bldg. 800-900 project. Hopefully this will
be resolved when State budget issue is resolved. District has not requested that Chabot
modify its budget to account for the suspended State reimbursement at this time. No
planning is in place to limit other Measure B projects relative to this. There has been no
discussion or impact on the FPP for 1700-1800 to date.
D. Solar Power Photovoltaics – schedule update
Dave Baldwin and Nancy Grossman fielded questions on Lot J and Lot G photovoltaic
project.
• Panels have arrived and they are in storage
• Lot J construction delayed by soils issue, which is now resolved
• Lighting was discussed, especially in Lot G…lighting is integral to all aspects of
project
• Current parking discussed…access to Lot J may require more information to be
disseminated
• Once Lot J is parkable, Lot G will be fenced off in three phases to allow construction
to continue.
E. Transgender Toilet Issues
It was recommended that the description of this issue be changed to Gender Neutral
Toilets. Mark Stephens brought this issue forward from his division. Consideration
recommending the placement of unisex or single use restrooms on campus with an
acknowledgement of this through DSA approved signage. Mark indicated that the campus
should have several strategically disbursed single use toilets around the campus. These
could serve not only as gender neutral facilities but also as family restrooms for a father with
a daughter for instance. They should also have changing tables. Kari McAllister was not at
the meeting but forwarded some additional comments, attached below with her permission.
Hello to all,
I was forwarded a copy of your recent discussion concerning "Gender Neutral Bathrooms".
I don't know if you would actually be interested in the view of someone who is transgender
but in any case you are about to get it. (I am being sarcastically humorous there)
I brought this up to the Facility Committee somewhere at the very beginning of the Master
Plan. I can see it really made an impression. Though at the time I was told there would be
three such locations on campus.
I find it interesting that anyone involved with the building or designing facilities in this day
and age has not come across this issue but, that being as it may here is my opinion.
First off, Transgender people do not need "Gender Neutral" bathrooms to feel comfortable.
These are accommodations that are made to make people with issues of acceptance feel
comfortable.
We are however sensitive to those people and attempt to be discreet without putting
ourselves in danger.

If you ask almost any Transwoman she will tell you she "always" uses the women's
restroom, just as Transmen use the men's. I don't think it is hard to comprehend why
she/he does not belong in the other's restroom.
I can understand where someone just beginning their transition may feel uncomfortable
about making a choice. But once again that unease is due to other's ability of acceptance
and less about them making the proper choice for the "gender identity".
But let's leave the issue of Transgender and look at the bigger picture of need:
1. Handicap people who are assisted by non-same sex companions
2. Fathers assisting their daughters
3. Mothers assisting their sons
4. Mixed sex families with baby changing needs
I would be very happy to further this discussion with you if needed but I do hope the times
and the circumstances speak for themselves.

Project Status Update
This report was delivered by Doug Horner
Rumor Control
Question: was posed regarding potential Federal Funding from the “bailout” and whether or
not California Community Colleges would have access to these monies.
Answer: A number of projects totaling $43.6M were submitted to the State Facilities office in
response to their request for “shovel ready” projects. That list is attached in this packet.
Other Matters Initiated
1. The path from the campus to Lot J along the tennis courts appears dark. Generator
powered lights have been set up along this route for better illumination.
2. Does the Solar Photovoltaic project need data? No, however a informational station will
be set up for the campus to monitor the output of the solar installation and that will require
data.
3. What is being done with the BioSwales? The BioSwales will be planted to discourage
pedestrian cut through after the solar project is completed.
