2005 Safety Meeting Chabot College Campus Safety & Security Emergency Medical Service Bldg. / Rooms 3117-3119 Tuesday, November 8, 2005 /// 12 Noon – 2PM MINUTES SAFETY IS EVERYONE’S JOB. 12:15pm - 1:30pm These minutes represent bulleted highlights of the meeting and will not always reflect specific details of questions, comments or concerns expressed or shared during the meeting. PRESENT: Darrell Dolin, Ernesto Victoria, Shari Jacobsen, Theresa Patchin, Dan Leonardi, Isabel Polvorosa, Rich Duchscherer, and Bobbie Pratt Welcoming Remarks & Introductions 1. Post Critical Event debriefings – An informal discussion of how we deal with the aftermath of traumatic events. Ernesto Victoria – Speaker Ernesto Victoria (EV) discussed the critical event (three students who died in 9/20/05 auto accident) and the college’s response to the event. There was a critical event debriefing held on campus for grieving students. Ernesto was surprised that a few Instructors, 2 Police Officers and a Division Dean were present; he thought it was just for students. Ernest said there was some awkwardness not knowing professionals and Chabot Community was present. Several lessons were learned from this real life experience and we will have a much better idea of how we can comprehensively identify and address the needs of all aspects of the college community, while respecting the need for privacy. EV commented that Rebecca Otto was well supported by her Div. Dean Sarah “Sally” Jahnke. 2005 Chabot College Safety Committee Meeting Tuesday, November 8, 2005 2. Evening & Saturday administrators / “Administrators on Duty” [AOD] – a discussion of duties, practices & experiences. This is intended to be both an information sharing & gathering process. MacGreagor said he’s up to 5 pages for the ODA (On Duty Administrator) handbook. If anyone has information, to add to the handbook e-mail Security. • Security instructs new ODAs on how to use the pager and 800 MHz radio. MacGreagor mentioned that Dr. Carlson is considering the plausibility of getting Nextels (cell phone/Direct Connect) for ALL Administrators to enhance our communications capabilities. Chabot College/Campus Safety is consulting with a local communications expert in assessing the viability and durability of our current communications infrastructure and how it would perform in an assortment of critical events. 3. Disaster / Emergency / Crisis preparedness– “A Never Ending Pursuit” MacGreagor explained that Disaster / Emergency / Crisis preparedness is “A Never Ending Pursuit” accordingly it will be discussed at almost every committee meeting. He explained that Chabot College does have a plan and it is being revised, to make it more user friendly and self explanatory. He explained that Chabot uses SEMS (Standardized Emergency Management System) and ICS [Incident Command System]. SEMS was developed by the State of California as a result of years of responding to campaign fires and large coordinated events. The California Office of Emergency Services [OES] has a comprehensive website which addresses this topic. Comprehensive plans for “Full blown events” or events that impact multiple jurisdictions are more about management positions and their responsibilities. There will be training on emergency responses and critical incident management. www.oes.ca.gov/Operational 4. OPEN - New Business a. Q – When should instructor call “911” in a medical emergency? i. Answer – Reporting and handling an emergency is covered in the multi colored Emergency/Disaster pamphlets, which can been found in every office and building on campus. ii. When you know what the problem is it is easier to ascertain or determine what assistance is most appropriate and/or necessary. 2005 Chabot College Safety Committee Meeting Tuesday, November 8, 2005 iii. However, if you are uncertain or don’t know what the problem is you should not take any chances…call 911 and then call Campus Safety @6666 or 6923. TIME IS CRITICAL when summoning EMS (emergency medical services) as soon as possible. 911, Fire and ambulance, can always be cancelled once the situation has been carefully assessed. b. MacGreagor advised that Altura Communications, SBC and Teledent Systems are working on repairing the “911” problem. Remember, currently if are calling from a campus telephone, other than a payphone, you must dial “8” to get an outside line than dial “911.” c. Question – What should counselors [or staff] do when they are dealing with an individual they believe is having some sort of “psychiatric or emotional problem?” i. Answer -Consider whether they present a danger to themselves or others. If you believe they do present a danger, then you should notify Campus Safety immediately. They will in turn notify Hayward PD. Legally only a peace officer or a specially certified clinician can place a person on a psychiatric hold pursuant to section 5150 of the Welfare & Institutions code [5150 W&I]. Meeting ended 1:30pm.
