Reviewed, edited and approved the minutes from previous meeting. II. o o o o o o Update on the 2009-10 Budget-Tim Dave No state budget to date, may start to see something that begins to look like a budget next week Unless there are dramatic changes to the proposed budget, California still faces severe budget problems State Chancellor's office is only dealing with this academic year at this pointmoney may have to be stretched over two years-not clear as to what we will receive yet CSU and community colleges will be the hardest hit and will see greatest impact in the spring Prop 98 still on the table. Will need to look @ Prop 13 and the 2/3 vote to approve a budget-CA will be in the same boat next year without changes Mike Absher reported that suggestions from the Chancellor's meeting indicate that we need to start looking at programs that are less "appealing" to the public as areas to cut o College needs to promote successes and increase community awareness of the positive work that community colleges do and the impact on the communitymay lead to a shift of funding eventually III. Discussion items A. Review of Faculty and Classified Professionals Prioritization Process o After much discussion on how individual units do this, it was determined that the classified prioritization process is an informal process at this point and needs to be formalized and more transparent. o Vetting or discussing positions is done at the Faculty Prioritization Committee Meeting but not for classified professionals. Proposal that once list is generated of staffing needs; it should go to Budget Committee. o Classified Senate is not an integral part of the process at this point. o Discussion of the use of the unit plans to identify staffing priorities. Issue of whether IPBC should be involved in the level one review of faculty/staff hiring. o For classified professionals, the question of how much shared governance can be involved in the process due to restrictions. Administrators and managers currently do the prioritization. Unit plans need to be used to provide evidence/support for hiring and/or cutting positions. Classified professionals need to be involved in the Unit Plan Process. Yvonne will discuss this issue with Classified Senate. o Hiring/reductions should be linked to the planning process o Proposal to have VP's give prioritization lists to IPBC before submitting to the President. VP's would also provide unit plan sections that support prioritization list. o Faculty Senate must be involved in any development of a prioritization process-State Academic Senate has delegated this role to the college-wide academic senates. o Ming Ho will look in official faculty senate documents to determine what process is reflected in faculty senate documents. JoAnn will attend the faculty senate meeting where this issue is agendized to discuss IPBC's role in the prioritization process. IV. Good of the Order o Budget proposals in the unit plans need to be prioritized and discussed at both the budget committee and IPBC meetings o Corrections to budget worksheets should be sent to Yvonne and she will forward to the budget committee.
