MSC (Matthews/Barde). 1.3 Public Comments. Trustee-Elect Marshall Mitzman looks forward to working with the Senate in his upcoming term. He announced that the swear-in ceremony is on December 9, 2008 and that there will be a meeting with his constituency on January 15, 2009. The FA plans to donate to help repeal Prop 8. ▪ Compressed calendar is off the table for the year. ▪ Budget negotiation is not yet completed. Associated Students of Chabot College Ahmad Asir Chabot-Las Positas Faculty Association Shari Jacobsen REPORTS I ▪ The ASCC will have two movie nights in December. ▪ Faculty are asked to remind students to apply for ASCC’s book scholarship. ▪ Dec. 17–19 is Destress Week. ▪ There has been theft of donated canned goods in the big containers across campus. ▪ Students can send Candygram on Dec. 14. Social Science Sherri Yeager Kathy Kelley EX OFFICIO GENERAL FUNCTIONS 3.0 ACTION ITEMS 3.1 Library Policy on Purchase of Material without Closed Captions. MSC (Matthews/Cowan) as presented in the minutes of Oct. 30, 2008. 3.2 Review of College Mission Statement. MSC (Cowan/Aziminia) to reaffirm the Chabot College Mission Statement as currently presented in the 2008-2010 Chabot Catalog. 4.0 DISCUSSION ITEMS Chabot Academic Faculty/Senate Approved Minutes of November 13, 2008 4.1 Review of College Council and Shared Governance Structure Dr. Barberena has asked the Senate to revise the College Council composition to be in line with the copy that she has of Administrative Rules and Procedures (ARP) for Board Policy 2015. After some research, President Ho found that the copy she has, dated 1997, is not the same as the current one posted on the District’s website. This brings up the issue of the status of the current ARP. The current ARP, dated 2006, refers to the document Chabot College Shared Governance and Collegial Consultation for Chabot College but spells out the shared governance structure at LPC. Question was raised whether the Board has authorized the Chabot College President and the Chabot Academic Senate to modify Chabot’s shared governance structure by mutual agreement, or whether any modification in shared governance must eventually come in front of the Board for approval. Senator Barde feels that the Board has not delegated its power to approve shared governance structure to Chabot locally. President Ho is tasked to find the answer. Upon reviewing Chabot College Shared Governance and Collegial Consultation, the consensus of the Senate is to see the following in future meetings for approval: a) Changing College Council to reflect the 1997 ARP, as requested by Dr. Barberena. b) Replacing Academic and Student Services Council with Academic Policy Council, based on presentation at the Nov. 7 College Council. c) Change to charges of the Budget Committee d) Define the role of Core Representatives in committees so that they are the only ones involved in decision-making, whether by consensus, vote, or any adopted method. 5.0 5.1 REPORTS II Senate President President Ho attended the ASCCC Fall Plenary in LA Nov. 6–8. He will summarize the list of resolutions passed in a future report. 5.2 Senate Committees Curriculum Committee Chair Patricia Shannon updates the Senate on plans to use technology to support the work of the committee. There are three options: pay to develop an in-house system, buy an in-house system another college has developed, or buy a system from a vendor. Support for the first two options are more difficult. In pursuing the third option, there is really only one good choice in the market— CurricuNet. The price quoted is reasonable, and she reports that the system is easy to use. It allows for sharing of course outline information easily, with permission-access management to view, edit, and make suggestions by individual users. It is web-based, so it can be accessed anywhere. Question was asked whether the system is accessible for persons with disability. Shannon will double check on that but does not anticipate any problem. CurricuNet will take two years before full implementation. It takes 6 to 8 months to map the current process into the software system and 1 to 2 semesters to pilot and beta test the system. This time frame is typical, regardless of which option we adopt. If faculty can be briefed and test drive the system in early December, then it is possible that we can implement CurricuNet fully by Fall 2010. Facilities Committee has not met in a month, reported Senator Fouquet. Only a subgroup of some current users of 1908 has been informed of the plan submitted to the State for a large lecture hall. 5.3 Senators Senator Matthews reported that at College Council the previous week, Academic Policy Council was brought up. Before it was passed, he clarified that all issues currently under Senate purview shall remain at the Senate and that the Academic Policy Council Chair shall be a faculty member. 6.0 6.1 Good of the Order Future Agenda Items 2 Chabot Academic Faculty/Senate Approved Minutes of November 13, 2008 6.2 Adjournment at 3:45pm.
