Our student population is composed of a wide range of ages, cultures, and beliefs. However, Chabot’s uniqueness comes from our sense of community. This communal mindset has brought innovative programs, clubs, and other ideas to life, but none of this is possible without your voice. Student government is one of the most effective avenues through which students are represented and change is created. We, the students, compose the Student Senate of Chabot College, and due to the structure of our educational institution, we play a large part in creating a campus we enjoy, and that allows us to succeed academically. While SSCC requires extreme dedication, the results of your hard work will undoubtedly be felt and the benefit to the students you serve is near immeasurable. SSCC Application 2015 – 2016 ! • • • • • • Student Trustee Shall serve as a liaison between the Chabot-Las Positas Community College District Board of Trustees and the SSCC Shall Represent the SSCC at the Board of Trustees Shall attend all regularly scheduled Board of Trustee meetings Shall write reports communicating to the Board of Trustees on SSCC activities Shall write reports back to the SSCC of the decisions made at the Board of Trustees Participates in the Community College League of California, Trustees Organization Representatives • Shall interact on a regular basis with the students of Chabot College and bring their suggestions, concerns, and feedback to SSCC. • Shall support the activities of the SSCC by serving on standing and ad hoc committees • Shall serve on Chabot College Shared Governance committees • Responsible for communicating with students about upcoming events and important information • Commits a minimum of 5 hours per week to SSCC business [One representative will be appointed by the SSCC President to serve as Representative-atLarge (will be considered an Executive officer, but does not run for election). SSCC Application 2015 – 2016 IV. Election Code and Posting Guidelines Regular Election Procedures A. Candidates are free to discuss and compare their platform with students; however, a candidate cannot commit libel which is to create, post or distribute false publications, as in writing, print, signs, or pictures, that damage a candidate’s reputation, nor can the candidate participate in slander, which is to give oral testimony of false statements injurious to a person's reputation. Candidates must abide by the Chabot College Student Code of Conduct. B. The information provided in Executive Officer candidate statements are public information and will be utilized in printed election information. Election packets must be filled out and submitted by the date determined by the Election Committee. If not submitted by the deadline, the candidate’s name will not appear on the official ballots, nor be eligible for holding that position. C. No candidates will be reimbursed by the SSCC or the college for any election costs; candidates need to be aware that they are solely responsible for all campaign materials. D. A candidate is not to be prohibited from participating in oral or written campaigning at any time during the academic year. However, the posting of materials is to be regulated by the Office of Student Life, and any sign or flyer endorsing a candidate cannot be posted until after the specified campaigning period. No campaign materials appearing on campus can inhibit Chabot College personnel from performing their assigned tasks. All candidates are encouraged to be familiar with the District’s Free Speech policy.1 E. All Executive candidates are expected to participate in the meet and greet Candidates Event. F. No candidate or volunteer is allowed to campaign within 30 feet of the Student Center, with the exception of casting one’s own ballot. Nor are candidates allowed to work at the SSCC election table. G. SSCC election tables are to be available for voting starting at 9:00 a.m. and are to close no earlier than 5:00 p.m. Elections will be scheduled on three consecutive days. The winners of all positions will be made available to candidates within one week of the election, reported to the college newspaper, and made official at the most subsequent official SSCC meeting. H. Names on the ballot will be grouped by position and listed in random order by the Election Committee. I. Voting students have the right to add their own candidate’s name on the election ballot. J. Any election rule or procedure broken could forfeit your candidacy and/or result in disciplinary measures. K. All student body members shall be eligible to vote in regular and special SSCC elections. L. In order to cast a vote in SSCC elections, one must be enrolled at Chabot College. L. All votes shall be counted within 48 hours of the closing of the polls. The Election Committee must count votes at least twice. Ballot verification/validity is at the discretion of the Election Committee. M. In order for a student to vote, a valid form of picture identification is required (i.e. driver’s license, passport, student ID card). N. In the event of a tie, a one day special election shall be held within five (5) school days of the tie. The date of the special election shall be determined by the Election Committee. O. There will be 10 representatives in the 2015-2016 academic year; one will serve as Representative-atLarge per the SSCC bylaws. Elections Poster/Flyer Guidelines (occurs during campaigning period) A. Flyers may not be placed on cars. B. Only painter’s tape is allowed. (No duct tape, masking tape, or scotch tape) C. General posting areas are available on bulletin boards throughout campus. D. Posting may not cause damage to school property. E. No profanity, no obscene language. F. MINIMUM CONDITIONS (a) The governing board of a community college district shall adopt policies and procedures that provide students the opportunity to participate effectively in district and college governance. Among other matters, said policies and procedures shall include the following: (1) Students shall be provided an opportunity to participate in formulation and development of district and college policies and procedures that have or will have a significant effect on students. This right includes the opportunity to participate in processes for jointly developing recommendations to the governing board regarding such policies and procedures. (2) Except in unforeseeable, emergency situations, the governing board shall not take action on a matter having a significant effect on students until it has provided students with an opportunity to participate in the formulation of the policy or procedure or the joint development of recommendations regarding the action. (3) Governing board procedures shall ensure that at the district and college levels, recommendations and positions developed by students are given every reasonable consideration. (4) For the purpose of this Section, the governing board shall recognize each associated student organization or its equivalent within the district as provided by Education Code Section 76060, as the representative body of the students to offer opinions and to make recommendations to the administration of a college and to the governing board of a district with regard to district and college policies and procedures that have or will have a significant effect on students. The selection of student representatives to serve on college or district committees, task forces, or other governance groups shall be made, after consultation with designated parties, by the appropriate officially recognized associated student organization(s) within the district. (b) For the purposes of this Section, district and college policies and procedures that have or will have a “significant effect on students” includes the following: (1) grading policies; (2) codes of student conduct; (3) academic disciplinary policies; (4) curriculum development; (5) courses or programs which should be initiated or discontinued; (6) processes for institutional planning and budget development;(7) standards and policies regarding student preparation and success; (8) student services planning and development; (9) student fees within the authority of the district to adopt; and (10) any other district and college policy, procedure, or related matter that the district governing board determines will have a significant effect on students. (c) The governing board shall give reasonable consideration to recommendations and positions developed by students regarding district and college policies and procedures pertaining to the hiring and evaluation of faculty, administration, and staff. (d) Nothing in this Section shall be construed to impinge upon the due process rights of faculty, or to detract from any negotiations or negotiated agreements between collective bargaining agents and district governing boards. It is the intent of the Board of Governors to respect agreements between academic senates and collective bargaining agents as to how they will consult, collaborate, share or delegate among themselves the responsibilities that are or may be delegated to academic senates pursuant to the regulations on academic senates contained in Sections 53200-53206. (e) The governing board of a community college district shall comply substantially with policies and procedures adopted in accordance with this Section.
