The Office of Planning and Assessment reports its weekly activities and contributions toward Texas Tech
University’s institutional effectiveness efforts.
OUTCOME 1: Texas Tech will be found in compliance with all external accrediting agencies and State
of Texas mandates

There are currently 41 submitted evaluations of ASSU and ASSSU (now referred to as Support
Service Level) annual reports from the SSL IE Committee. This is approximately one-third of the 126
rubric evaluations we will receive from the committee members. A reminder to submit rubrics by
May 1st was sent out Wednesday. Additionally, 26 of the 42 SSLs have been scheduled to receive
feedback from the committee. Meetings will take place during the month of May, and reporting will
begin through REDCap on June 1st.
A number of website updates were completed with both the OPA website and the Progress Portal.
Links were checked and corrected as needed and the Progress Portal has been aligned with OPA’s
Accreditation Across Campus and Substantive Change pages.
A detailed report has been prepared comparing the program inventory as reported by TTU’s
Institutional Research office with that of the THECB. Only three discrepancies were noted as
follows:
o Horticulture: THECB lists two MS Horticulture degrees, one is “Horticulture” and the other is
“Horticulture Science”; TTU only lists an MS in “Horticulture Science”
o Exercise and Sport Sciences: THECB lists BS and MS degrees in Exercise and Sport Sciences; TTU
doesn’t list either
o Management Information Systems: THECB lists an MS in Management Information Systems;
TTU doesn’t list this

QEP- Communicating in a Global Society: Bear Our Banners Far and Wide Update:
o The screening committee for the QEP Director met on April 21 to review applicants. Three
applicants will be interviewed. OPA staff are supporting the QEP Director search by organizing
interviews and preparing questions.

OUTCOME 2: The Office of Planning and Assessment will contribute to the Office of the Provost’s
institutional planning processes

As of April 21, 413 graduating seniors have participated in the Online Senior Assessment (OSA). This
is approximately 14.11% of the 2,928 students who were contacted. The OSA closes on Monday
April 25th. Final data will be collected next week from IR and scholarship recipients will be notified
by May 1st.
OPA is working with IT to ensure that data from the Raiders Engaged survey can be loaded
efficiently from IT into faculty DigitalMeasures accounts.
Chairperson Ann Mastergeorge requested that OPA staff attend an HDFS strategic planning session
to be held on April 22.
OUTCOME 3: The Office of Planning and Assessment will continually monitor the university’s
compliance with laws, policy statements, and policies deriving from the State of Texas, THECB, and
SACSCOC

THECB:
o A report was released entitled National Research University Fund Eligibility. This annually
verifies and certifies information about the criteria used for determining the eligibility of higher
education institutions to receive monetary distributions from the National Research University
Fund (NRUF). The report states, “Texas Tech University and University of Houston data are not
included in the report, as both institutions met eligibility in fiscal year 2012 and began to receive
distributions from NRUF. Each institution received $16.3 million for the 2012-13 biennium,
$17.9 million for the 2014-15 biennium, and $18.9 million for the 2016-17 biennium.”
o Formula funding recommendations for the 2018-19 biennium were developed to provide
information to the governor and the Legislature as they appropriate funds to help the state
achieve the goals of the new Texas higher education strategic plan, 60x30TX. “To achieve the
goals of 60x30TX, more emphasis must be placed on the effective use of state, institutional, and
student resources not only to graduate students but to do so efficiently.” This emphasis includes
appropriations to universities totaling $150 million through a new Graduation Bonus for
advising, tutoring, and the other interventions many students need to earn a degree. The
Graduation Bonus formula includes $600 for each bachelor’s degree awarded to a student who
is not at-risk and $1,200 for each bachelor’s degree awarded to an at-risk student.
o Texas public universities are allowed the privilege of setting different tuition rates because of
tuition deregulation which became effective in 2003. A report released by THECB summarizes
changes in tuition at Texas Tech as compared with the Texas average since then as follows:

OPA continues to meet with Program Coordinators to discuss TracDat documentation and reporting
expectations. The response to the reviews have been positive even with a certain level of
frustration being expressed by most programs. Below are the programs that have held

In addition to direct contributions toward the departmental goals, OPA continues to focus on continuous
improvement measures.

We are continuing to gather student participants for a PPI outcomes survey which will collect faculty
perceptions of student performance in their graduate program. Thirteen students have consented
to participate in the survey. Participation doubled after offering the incentive of a $25 Amazon gift
card. Students have until the end of the week to consent to participate. We have received two
survey responses from faculty. Survey outcome data will be submitted to ETS in June.
Jim Brewer from the TTU Library was trained on the Public Access to Course Information (PACI) web
search function. PACI was developed through the HB 2504 mandate that require the ability to
search syllabi. TTU IT took the function one step further making the PACI search function a good
tool for searching DigitalMeasures through keyword. The results bring up instructors, courses (2-3
years depending on the time of year, requirement is 2 years), publications as well as syllabi. I also
offered Jim Brewer assistance if he need more information than he can get from PACI.
The “Save the Date” postcard for WTAC was designed with the assistance of Communications and
Marketing. The postcards will be ready on time to mail first week of May.
OPA was contacted by Petra Rouse of East Carolina University for a DigitalMeasures referral
consultation. OPA will coordinate a formal referral conversation.
OPA completed its annual Xtender audit. The audit was confirmed to be closed and resolved by
Melanee Ables.
