V/TC&C SIC Vehicle/Train Control and Communications System Interface Committee Electro-Magnetic Compatibility Subgroup Electro-Magnetic Compatibility Sub-group (EMC SG) DRAFT Remit Issue (1) 22/04/2013 1 Introduction 1.1 This document defines the working arrangements for the Electro-Magnetic Compatibility (EMC) sub-group of the Vehicle/Train Control and Communications Systems Interface Committee (V/TC&C SIC) in accordance with SIC Protocol, Issue 4 – Remit Issued by the V/TC&C SIC for the EMC sub-group. 2 Purpose and Scope of the Sub-Group 2.1 Purpose 2.1.1 The purpose of the EMC sub-group is to optimise the interface between vehicles and train control and communication sub-systems with respect to Electro-Magnetic Compatibility. 2.1.2 This optimisation activity is not covered in any detail in any other GB forum but it is essential to get a cross industry view. 2.2 Scope 2.2.1 The scope of work specifically relates to balancing the design of new rolling stock and the specification of target or preferred train control and communication systems. Consideration will be also given to the strategy for how new train control and command systems can be introduced with existing rolling stock. 2.2.2 The work of the sub-group also covers operation of new vehicles with existing train control and communication systems. 2.3 Objectives 2.3.1 To provide to Europe an informed GB view of European developments in the area of EMC standards to ensure that proposed requirements for standards are acceptable to infrastructure managers and rolling stock suppliers. 2.3.2 To make recommendations for GB standards for compatibility. 2.3.3 To develop a migration strategy to achieve future compliance with the new standards. 3 Activities of the EMC Sub-group 3.1 Areas of work 3.1.1 ERA and CENELEC are working to establish a European frequency management framework to manage the interface between vehicles and train control and communications. The EMC sub-group will consider the impact of any proposals, propose a UK response and propose suitable amendments to UK standards and processes. 3.1.2 The EMC sub-group will act as the drafting review group for GE/RT8015. 3.1.3 The sub-group will provide characterisation of signalling systems by reviewing the present documentation available on EMC, including but not limited to the IDI documents held by Network Rail. In this aspect the sub-group needs to obtain agreements with CCS SC. 3.1.4 The sub-group will provide measurement requirements for rolling stock for demonstration of compatibility with the characterised signalling systems as described in 3.1.3 above. These measurement requirements should be capable of being incorporated into an RGS to provide publicly available rolling stock measurement requirements to ensure compatibility. In this aspect the sub-group needs to obtain agreements with RST SC. 3.1.5 Success will have been achieved if the European framework matches the GB rail industry aspirations and a comprehensive set of UK standards and codes of practice exists. 3.2 Conditions under which the sub group will cease activity 3.2.1 The sub-group will cease activity when the GB rail industry is confident that the interface with respect to EMC is being managed by standards and relevant frameworks for new rolling stock and new train control and communications systems. 4 Membership 4.1 Membership is open to the the following categories: Passenger Train Operators Infrastructure Manager Rolling Stock Suppliers Signalling / Train Control Equipment Suppliers RoSCos RSSB ORR (Observers) Non passenger Train Operators *Approaches to non-passenger train operators have not resulted in any nomination for membership of the sub group. Non passenger train operators will be consulted via EOSRG and V/TC&C SIC submissions. 4.2 Members may nominate an alternate to carry out committee duties when they are unavailable and will provide contact details of the alternate to the committee secretary. 4.3 If members are unable to attend they will inform the secretary at the earliest opportunity and confirm the attendance of their alternate. 4.4 A member may be removed by the SIC if he/she is absent from three out of six consecutive meetings. 4.5 The Chairperson may invite guests and participants to attend as required to inform the work and decisions of the SIC or for specific projects. 5 Disclosure of Interests: 5.1 If a member, or a person for whom that member works, has a direct or indirect personal interest in a matter to be discussed by the committee, as distinct from a common interest of the industry category as a whole, the member shall declare that interest to the Chairman of the committee of which they are a member at the earliest opportunity: Caroline Bukenya Secretary of EMC sub-group of the V/TC&C SIC Telephone 020 3142 5542 E-mail Caroline.Bukenya@rssb.co.uk Page 2 of 6 V/TC&C SIC Vehicle/Train Control and Communications System Interface Committee Electro-Magnetic Compatibility Subgroup a On the first occasion at which the matter is discussed, or b If a member is not aware of an interest at that time, at the next committee meeting after which they become aware of that interest, regardless of whether the matter is being discussed at that meeting. 5.2 Once disclosed, an interest need not be disclosed again. 5.3 When a member declares an interest, the other members shall decide whether that member may continue to participate in discussions on the matter concerned or whether that member shall be excluded from the meeting while the matter is discussed. 6 Specialist Skills and Knowledge 6.1 The sub-group collectively will need expertise in a electro-magnetic compatibility, b train and train control and communications system design, c knowledge of expected operational routes and rules, d knowledge of existing equipment susceptibility and emissions, e knowledge of European initiatives in this area, f capability to influence European EMC framework developers. 7 Delegation of Authority 7.1 Decision Making 7.1.1 Decisions related to national matters shall be based on consensus. If consensus cannot be achieved the matter shall be escalated to V/TC&C SIC. 7.1.2 Consensus is preferred for matters relating to mirroring European activities. This approach is more likely to result in an outcome acceptable to GB. However representatives at European meetings may need to present the view of the organisation that they represent. 7.2 Reporting / Recommendations 7.2.1 As outlined in section 3, the sub-group will make recommendations to the relevant groups for approval of or amendments to documents. 7.2.2 The EMC sub-group will provide a report to the V/TC&C SIC annually, with additional updates when there are key issues to report. It will update the ERTMS Engineering and Operations Standards Review Group (EOSRG) (the CCS TSI mirror group) on mirroring matters every 6 months. 8 SIC Funding and Budget Management 8.1 There is no specific funding for this sub-group. 9 Process to elect and appoint new members / chairpersons 9.1 The SIC protocol shall be followed for electing and appointing new members/ chair person 10 Organisation / Operation of Meetings Meeting Quorum Caroline Bukenya Secretary of EMC sub-group of the V/TC&C SIC Telephone 020 3142 5542 E-mail Caroline.Bukenya@rssb.co.uk Page 3 of 6 V/TC&C SIC Vehicle/Train Control and Communications System Interface Committee Electro-Magnetic Compatibility Subgroup 10.1 Meeting Quorum 10.1.1 The EMC Subgroup’s quorum shall consist of: Passenger Train Operating Companies x 1 Rolling Stock Companies (RoSCos) x 1 Rolling Stock Suppliers x 1 Signalling / Train Control Equipment Suppliers x 1 Infrastructure Manager x 1 RSSB x 1 10.1.2 If the meeting is not quorate, absent members will have two weeks after distribution of the draft minutes to object to any decision/s taken in the meeting. If no objections are made the decision will stand. 11 Administration 11.1 Reporting Structure 11.1.1 The EMC sub-group shall report to the V/TC&C SIC. 11.2 Minutes 11.2.1 The draft minutes will be sent to the Chairman for approval within 10 working days of the meeting. 11.2.2 Draft minutes will be uploaded to the RSSB extranet following approval from the Chairman. 11.2.3 The draft minutes will be approved by members at the next meeting. 11.2.4 Approved minutes will be uploaded to the RSSB extranet. 11.3 Meeting Documentation 11.3.1 A draft agenda will be sent to the Chairman for approval 10 days in advance of the meeting. 11.3.2 The agenda and meeting papers will be distributed via the RSSB extranet to members 5 working days in advance of the meeting. 11.4 Remit Review 11.4.1 The remit shall as a minimum be reviewed annually, and where changes are proposed shall be referred to the V/TC&C SIC for authorisation.
