VAB Conference 2016 05 April 2016 Confidentiality level My Background Networker Engineer (2001–2009) – Connex South Eastern, Slade Green Maintenance Depot 147 4-Car and 43 2-Car DC EMUs from two different manufacturers Introduced c.1994 – very unreliable Subsequent modification programmes improved performance to 10k MPC VAB Conference 2016 05 April 2016 Confidentiality level Enabling Better Outcomes for Members My Experiences – 1/2 Each Unit had it’s own EAC certificate with associated historical limitations Further modifications added more limitations …….. Certain VAB’s appeared to have an obsession with the maintenance of earth bonds! ……and they were fiendishly difficult to remove! For my fleet the number of limitations being tracked snowballed…… ……for their effective administration. VAB Conference 2016 05 April 2016 Confidentiality level Enabling Better Outcomes for Members My Experiences – 2/2 I had monthly chats with the Rolling Stock Library in relation to the next limitation due to expire I therefore continually questioned the value of the “VAB Process” Was this costly bureaucracy really adding any value? It would appear I was not alone…… VAB Conference 2016 05 April 2016 Confidentiality level Enabling Better Outcomes for Members Other Feedback From TOCs “The administrative burden and cost of getting certificates for many hundreds of vehicles for one change was an issue” “Limitations needed “chapter and verse” in order to be removed in order to revert back to where we had safely been” “The one size fits all approach to modifications was way over the top” “The VAB’s served a purpose in the early days of railway privatisation, but the world has now moved on” VAB Conference 2016 05 April 2016 Confidentiality level Enabling Better Outcomes for Members The Future? – 1/2 Will I mourn the passing of VABs? Some TOCs viewed (and maybe still view) the VAB process as a useful “comfort blanket” However, there is NO “standard TOC” They all have different organisational structures and competencies What comes next? VAB Conference 2016 05 April 2016 Confidentiality level Enabling Better Outcomes for Members The Future? – 2/2 Questions to which TOCs would like an answer What replaces Engineering Acceptance? What will RSL accept in the place of an EAC? How will existing limitations get transferred? Is there an agreed output from a third party assessment? How are the CCBs gearing up for the introduction of the RIS? This includes risks with installation phase as well as design phase • G 2.3.1.4 is the Assessment Party’s opportunity to challenge risk assumptions • Thereafter the only requirement is for the extent of verification to be agreed (linked to risk via G 4.2.1.1.6) • There is no specific requirement for the Assessment Party to undertake a separate risk assessment 35 VAB Conference 2016 05 April 2016 Confidentiality level Extent of Verification and choice of Assessment Party First, Second or Third Party • Decision flowchart [end of Clause 3.2] • It is the proposer’s decision! • Whoever issues the Attestation Statement defines whether the verification constitutes first, second or third party [G 3.1.1.2] • Independent Body may contribute to a second party job 36 VAB Conference 2016 05 April 2016 Confidentiality level Scope of work and applicable requirements 37 Scope of work and applicable requirements Principle • 38 Work under RIS-2700 is limited to verifying conformity with applicable requirements (the grey bit of Table 1). [G 2.2.1.5] VAB Conference 2016 05 April 2016 Confidentiality level Scope of work and applicable requirements Detail • Scope of verification to be agreed between Proposer and Assessment Party [4.2.1.1] • Scope of work based on risk profile (see earlier) • Applicable Requirements are defined in G 2.4.1.2 • Proposer may wish to have conformity demonstrated against additional requirements – be clear within which accreditation scheme you’re operating! 39 VAB Conference 2016 05 April 2016 Confidentiality level Design, Maintenance & Construction scrutiny 40 Design, Maintenance & Construction scrutiny Design / maintenance • Design flowchart [4.3.1] • Reduced design scrutiny (the old ‘minor mods’, etc) outlined in Appendix B • Role of testing outlined in Appendix D • Maintenance is a variation on the clause-by-clause element of this flowchart [4.3.2] 41 VAB Conference 2016 05 April 2016 Confidentiality level Design, Maintenance & Construction scrutiny Construction • Construction flowchart [4.4.1] • More detail than what was previously offered by GM/RT2000 Appendix M • All about degree of reliance on what the installer submits • Role of audit and surveillance 42 VAB Conference 2016 05 April 2016 Confidentiality level Modules & Technical Files 43 Modules & Technical Files Overview • RIS-2700 written around the ‘assess, followed by review / decision’ methodology of ISO17065 • A ‘two tier’ certificate structure no longer required. • This lends itself to a NoBo / DeBo style approach 44 VAB Conference 2016 05 April 2016 Confidentiality level Modules & Technical Files Detail • RIR /modular approach better suited to more substantial jobs [G 4.1.2.1.3] • Design aspect of RIS-2700 is a reasonable match for Module SB • Construction aspect a bit of an amalgam of Module SD & SF • Impact on existing tech file (issue for vehicle owner) • Tailor to suit customer requirements 45 VAB Conference 2016 05 April 2016 Confidentiality level Statements & Certificates 46 Statements & Certificates Detail • Final output Attestation Statement [6.1.1] • Takes its cue from definition in ISO17000:2004: • Call it what you like – you are stating ‘this conforms with that’. Has to be legally defensible. • Call it what you like – attestation statement was chosen as a deliberately abstract, generic term 47 VAB Conference 2016 05 April 2016 Confidentiality level RIS-1710-PLT: The Role of Plant Assessment Bodies Presented by Malcolm Miles, Network Rail 48 Network Rail Viewpoint Malcolm Miles Principal Engineer – Network Rail 5-Apr-16 4 9 Network Rail remains committed to the need for Third Party certification of its Plant Assets 50 VAB Conference 2016 05 April 2016 Confidentiality level 5-Apr-16 NR Route to Mandating RIS-1530-PLT Iss 6 and RIS-1710PLT Iss 1 Infrastructure Plant Manual NR/Plant/0200 Issue 8 • Published 4th June 2016 • Module P300 updated to reflect introduction of RIS1710-PLT 51 VAB Conference 2016 05 April 2016 Confidentiality level 5-Apr-16 Contingencies !!!!
