University Entrance and Admission to Course Work Courses
and Units of Study Regulations
Made by the Academic Board of Monash University
Version incorporating amendments as at 23 August 2013
1.
Definitions and Interpretation
1.1
In these regulations, unless the contrary intention appears –
admission period means the period during which applicants are selected to
commence study at the University in a standard intake, such as semester 1, in
any given year;
approved means approved by the relevant committee or body of the
University;
ATAR means the Australian Tertiary Admission Rank of a person as calculated
by a tertiary admissions centre or other authorised body;
domestic applicant or domestic student means a person who is a citizen or
permanent resident of Australia, a citizen of New Zealand or a person holding
an Australian permanent refugee, humanitarian or protection visa;
English medium means, in relation to an educational institution, the use of
English as the language of instruction, communication and assessment for all
aspects of study for the whole of the educational institution within which an
applicant has undertaken a course of study which is relied upon for the
purpose of satisfying the entrance requirements of the University, as certified
to be the case by the registrar (or other authorised person) of the educational
institution to the satisfaction of the Academic Board;
internal course transfer means a transfer by a person currently enrolled in an
award into another award;
mature age applicant means an applicant who will be 21 years of age or older
on 1 January of the year of proposed commencement at the University who
does not meet the entrance requirements in subsection 3.1 of the statute or
the admission requirements in section 5 of the statute;
non-award qualification means completion of a structured program of
learning that does not lead to an officially accredited qualification recognised
by the University;
relevant field means a field relevant to the award into which admission is
sought, as determined by the Academic Board;
secondary schooling means at least four years of the highest level of schooling
prior to university leading to a university matriculation qualification;

statute means Statute 6.1.1 - University entrance and admission to course
work courses and units of study;
tangible contribution means evidence of outputs capable of academic
assessment, including substantial publications and portfolio works;
VCE means Victorian Certificate of Education; and
VCE aggregate score means the total of a student’s scaled study scores for VCE
English and the student’s other three best VCE subjects, together with a 10%
increment for the fifth subject and sixth if any, or a university enhancement
studies unit, used by the Victorian Tertiary Admissions Centre to calculate the
student’s ATAR.
2.
Minimum University entrance requirements
For the purposes of paragraph 3.1.1 of the statute the minimum achievement level of
results in the VCE:

2.1.1
for admission to a bachelors pass degree is an ATAR of 70.00;
2.1.2
for admission to a bachelors pass degree approved or designated by the
Academic Board as falling within this paragraph 2.1.2 is an ATAR of 60.00; or
2.1.3
for admission to the Diploma of Tertiary Studies, is an ATAR of 50.0.
Minimum English language entrance requirements
3.1
For the purposes of paragraph 3.2.1 of the statute the minimum achievement
level of results in the VCE English units 3 and 4 is a study score of 25.
3.2
For the purposes of paragraph 3.2.2 of the statute, the following VCE subjects
and corresponding minimum achievement level of results are approved, as at
least equivalent to the English language entrance requirements pursuant to
paragraph 3.2.1 of the statute –

3.2.1
a study score of 30 in VCE English as a second language units 3 and 4;
and
3.2.2
a study score of 25 in VCE literature units 3 and 4.
For the purposes of determining whether a qualification satisfies the
requirements of paragraph 3.2.2 of the statute, the Academic Board may take
into consideration any matter or thing deemed relevant, including without
limitation:
3.3.1
the level of English language proficiency required to complete the
course or unit of study for which admission is sought;
3.3.2
the period in which a person has studied in an English medium
educational institution;

3.3.3
the results of tests of, or examinations requiring, English language
proficiency, including any tests that the Academic Board may from
time to time require that a person undergo;
3.3.4
the completion of programs, degrees, diplomas or other courses of
study in English medium educational institutions; and
3.3.5
how recently a person has completed the course, unit, test,
examination, program degree, diploma or other course of study on
which that person relies to demonstrates their English language
proficiency.
For the purposes of paragraph 3.2.2 of the statute, when determining whether
a qualification measures a satisfactory proficiency in the English language, the
following limitations shall apply –

where a person’s secondary schooling was not entirely in English –
3.4.1.1
a measure of English language proficiency, other than a
successfully completed bachelor’s degree, may only be
considered where it has been completed within two years
prior to the person’s commencement in the course of study
to which admission is sought;
3.4.1.2
an undergraduate degree may only be considered where it
has been completed within five years prior to the person’s
commencement in the course of study to which admission
is sought;
3.4.2
where a person has completed several measures of English language
proficiency over a period of time, only the most recent measure may
be considered; and
3.4.3
where a person has commenced a University English preparatory
course, the person’s performance in that course, including completion
of and performance in any English test required to measure the course
outcome, may be considered as the most recent measure.
3.5
The Academic Board may at any time require that a person undergo a test of
English language proficiency, in a form determined by the Academic Board.
3.6
The Academic Board may approve any part of a tertiary educational institution
as equivalent to an English medium educational institution for the purpose of
meeting the English language entrance requirement.
Minimum age for admission
4.1
A person may be exempt from the minimum age requirement for admission to
a course or unit of study under subsection 4.1 of the statute if –
4.1.1
the person will be at least 16 years of age at the time of enrolment and
has obtained:

an ATAR of 95.00 or more, or a qualification determined by
the Academic Board to be at least equivalent; or
4.1.1.2
the consent, with or without conditions, of the dean of the
faculty to which admission is sought; or
the person will be less than 16 years of age at the time of enrolment
and has satisfied both requirements in subparagraphs 4.1.1.1 and
4.1.1.2.
A person who does not meet the minimum age requirement for admission to a
course of study prescribed for an award, but who otherwise satisfies the
requirements for admission to that course of study may be offered a place in
that course of study in the semester in which the minimum age requirement is
satisfied.
Requirements for admission to courses of study and selection of applicants
5.1
5.2
For the purposes of paragraph 5.1.1 of the statute, to qualify for admission to a
course of study prescribed for a graduate or postgraduate award, a person
must satisfy, for the relevant category of award, the following minimum
achievement level, unless otherwise determined by the Academic Board from
time to time:
5.1.1
for an honours bachelor degree, an ATAR of 70.00;
5.1.2
for an honours year of a bachelor degree, a high level of achievement
(normally a Distinction average) in the relevant three year bachelor
degree;
5.1.3
for a graduate certificate, a completed bachelor degree;
5.1.4
for a graduate diploma, a completed bachelor degree, graduate
certificate or non-award faculty certificate;
5.1.5
for a postgraduate certificate, a completed bachelor degree in the
same or in a related discipline or field of study;
5.1.6
for a postgraduate diploma, a completed bachelor degree in the same
or in a related discipline or field of study or a postgraduate certificate;
or
5.1.7
for a masters by coursework, a completed bachelor degree or
equivalent.
The ATAR, or equivalent, required for admission to any undergraduate course
offering at any campus in any given admission period will not be more than
five points below the highest ATAR, or equivalent, required for admission to
any offering of the same undergraduate course at any campus of the
University, subject to any exception to this requirement for a particular
campus as determined from time to time by the Academic Board.

5.3
For the purposes of section 5 of the statute, a person may be required to
undergo a test, including without limitation an aptitude test or a university
matriculation test, as approved by the Academic Board or the faculty board as
a requirement for admission to a course of study.
5.4
In selecting from among persons who meet the requirements of a faculty for
admission to an undergraduate course of study in the faculty, preference may
be given to a person who has not qualified for an award in the University or in
another university, over a person who has so qualified.
5.5
In selecting from among persons who meet the requirements of a faculty for
admission to a course of study, a faculty board may consider a person’s
complete academic record and may place greater importance on such aspects
of the academic record considered to be most relevant.
5.6
For each course of study offered by a faculty, the faculty board must cause all
determinations made under paragraph 5.1.2 of the statute to be:
5.6.1
published on the University’s website; and
5.6.2
part of the published information available for persons seeking
admission to a course or unit of study in the University.
Predicted results
A person may be deemed to have satisfied the entrance and admission requirements
of the University in accordance with section 6 of the statute, if –

6.1.1
the person’s results from the relevant educational institution will not be
available to the University by the latest time at which admission decisions are
to be made by the University;
6.1.2
the predicted results are provided by the educational institution on a formal
statement in a manner and form approved by the Academic Board;
6.1.3
the relevant faculty board has approved the acceptance of predicted results
for admission to the relevant course of study;
6.1.4
the relevant educational institution is approved by the Academic Board; and
6.1.5
the student obtained the results in a program approved by the Academic
Board.
Requirements for admission to units of study and selection of applicants
7.1
For the purposes of subparagraph 8.1.2.3 of the statute, for admission to a unit
of study a person must have:
7.1.1
achieved the minimum level of result in any VCE subject prescribed as
a prerequisite for the unit of study, or an equivalent as determined by
the faculty board; and
7.1.2
satisfied any other requirements determined by the faculty board.

In selecting from among persons who meet the requirements of a faculty for
admission to a unit of study, a faculty board may consider a person’s complete
academic record and may place greater importance on such aspects of the
academic record considered to be most relevant.
Alternative entrance scheme
8.1
8.2
For the purposes of subsection 9.2 of the statute, a person may be considered
for alternative admission to a course of study prescribed for an award on the
basis of levels of achievement approved by the Academic Board in either or
both of –
8.1.1
two higher education units at a registered Australian higher education
institution or units completed at an overseas educational institution
assessed as equivalent by the Academic Board; and
8.1.2
any test, including without limitation an aptitude test or university
matriculation test, approved by the Academic Board for use in
assessment of applicants for alternative entry.
For the purposes of paragraph 8.1.1 –
8.2.1
for admission to a course of study, a faculty board may require a
student to have completed a specific unit or a unit in a specific
discipline; and
8.2.2
in considering a person’s results for a single unit of study or an
incomplete course of study, the level of results in the whole academic
record shall be considered.
8.3
For the purposes of subsection 9.2 of the statute, the Academic Board may, in
circumstances it considers exceptional, on the recommendation of the faculty
board of the faculty concerned and subject to any conditions specified,
consider a person or a category of persons for admission to the University on
the basis of recognition of prior learning which does not otherwise satisfy any
of the entrance requirements of the University
8.4
For the purposes of subsection 9.2 of the statute, a faculty board may approve
the admission of mature age applicants to a course of study for an
undergraduate award at the University under the alternative entrance scheme
in this subsection 8.4. For each approved course of study, the faculty board
may admit a mature age applicant on the basis of the applicant’s
demonstrated ability and achievement of equivalent learning outcomes as
shown by 8.4.1
prior employment in a relevant field; or
8.4.2
unpaid work arrangement in a relevant field; or
8.4.3
tangible contribution to a relevant field; or
8.4.4
non-award qualification in a relevant field.

Special admission schemes
9.1
9.2
The Academic Board may from time to time determine:
9.1.1
circumstances in which a person may be considered for special
admission to the University;
9.1.2
the categories for consideration and the requirements to be satisfied
for consideration under these categories; and
9.1.3
the manner in which consideration may be given to a person.
For the purposes of subsection 9.2 of the statute, a person may be considered
for special admission to an undergraduate course of study prescribed for an
award if –
9.2.1
the course of study is offered at an Australian campus and the person
is a domestic applicant;
9.2.2
the course of study is offered at an international campus and the
applicant is a citizen or permanent resident of the country in which the
international campus is located;
9.2.3
the person has satisfied the minimum entrance requirements to the
University under sections 2 and 3;
9.2.4
the person has satisfied the further requirements of a faculty for
admission to a course of study in that faculty, other than those
required under paragraph 5.1.2 of the statute, and any additional
requirements of the faculty for consideration under the special
admission schemes of the University; and
9.2.5
the person is assessed as falling within one or more of the categories
for consideration determined by the Academic Board in accordance
with subsection 9.2.
9.3
If a person meets the requirements of subsection 9.2 and is considered for
special admission, a number of additional points may be added to the person’s
VCE aggregate score, in accordance with subsection 9.4.
9.4
The number of additional points to be added to a person’s VCE aggregate score
under subsection 9.3 –
9.4.1
shall be determined taking into consideration the severity of the
person’s disadvantage; and
9.4.2
shall not, in any case –
9.4.2.1
for any one category for consideration, exceed the maximum
points prescribed for that category by the Academic Board; and
9.4.2.2
where multiple categories for consideration are relevant, exceed
20 points in aggregate.

Re-application for admission in certain circumstances
Where a person has at any time been enrolled for a course of study prescribed for an
award and has –
10.1.1 for any reason, by act or omission terminated his or her enrolment in that
course of study; or
10.1.2 had his or her enrolment in a course cancelled under subsection 13.1 of the
statute, then:
any application by that person to resume enrolment in that course of study will be
treated as an application for admission to the course of study and will be considered in
competition with all other applications for admission to the course of study in
accordance with the normal selection processes of the University and of the faculty
concerned.
11.
Internal course transfers
A person enrolled in a course of study prescribed for an award may on application by
that person to the relevant faculty board, be granted an internal course transfer into
another course of study, provided he or she has –
11.1.1 successfully completed a minimum of 12 credit points in an award;
11.1.2 satisfied the admission requirements of the course into which the transfer is
sought;
11.1.3 performed at an appropriate level in the existing course, as determined by the
faculty board of the managing faculty of the course into which admission is
sought, and
the application will be treated as an application for admission to the course of study
and will be considered in competition with all other applications for admission to the
course of study in accordance with the normal selection processes of the University
and of the faculty concerned.
12.
Deferment of a course of study
12.1
Subject to subsection 12.2, a faculty board may permit a person who is offered
a place in a course of study prescribed for an award to defer the
commencement date for that course of study for a period not exceeding 12
months or in exceptional circumstances, for such longer period as determined
appropriate.
12.2
Where a person applies to defer the commencement date for a course of study
for the purposes of engaging in study at another institution of tertiary
education, the faculty board, may determine that it is not appropriate to allow
the person to defer.

Fees for persons enrolled or applying for enrolment
13.1
In compliance with the Higher Education Support Act 2003 (Cth) and subject to
the Council approved budget process, the Council or such committees, boards,
bodies or members of the University to which the Council delegates any of its
powers to set application, tuition, amenities and miscellaneous fees, must
from time to time set application, tuition, amenities and miscellaneous fees in
accordance with principles and within ranges approved by a group of senior
University officers specified by the Council.
13.2
The person liable to pay a fee is –
13.2.1 in the case of an application fee, the person who makes the
application, being an overseas student applying for admission directly
to the University;
13.2.2 in the case of a tuition fee, the person to whom the tuition is being or
will be given;
13.2.3 in the case of miscellaneous fees, being fees for goods and services
incidental to a course or unit of study, the person to whom those
goods and services are being or will be provided; and
13.2.4 in the case of an amenities fee, being a student services and amenities
fee, the person enrolled with or seeking to enrol with the University.
13.3
A fee payable by a person is payable –
13.3.1 in the case of an application fee, by the date notified in writing by the
University to the person as the due date; and
13.3.2 in the case of any other fee, by the date the person enrols or re-enrols
at the University, or by the date notified in writing by the University as
the due date, whichever last occurs.
13.4
A fine not exceeding twenty-five per centum of a fee may be imposed by the
Council or its delegate if a fee is not paid by the due date.
13.5
While a fee remains unpaid the person liable to pay the fee may not obtain a
transcript of or other document relating to his or her academic record or have
a degree conferred upon him or her or receive an award.
13.6
Any enrolment or re-enrolment of a person who is liable to pay but does not
pay a fee by the due date, is by force of these regulations invalidated, unless
the enrolment or re-enrolment is effected solely because of a University error.
13.7
Subject to subsection 13.12 a fee which is unpaid after the due date is a debt
due and owing to the University by the person who is liable to pay the fee, and
the University may initiate recovery action if the fee is unpaid, except where a
debt is owing to a University error.
13.8
If the Council or its delegate considers that exceptional circumstances apply, it
may waive, defer or mitigate payment of a fee.

The Council or its delegate may determine in relation to a deferred or
mitigated fee any condition regarding payment including the due date.
13.10 A determination under subsection 13.9 shall be notified in writing to the
person liable to pay the fee, and in the case of a determination of the due
date, that date is the date notified for the purposes of subsection 13.3.
13.11 If the Council or its delegate waives the payment of a fee by a person, that
person is deemed to have paid the fee for the purposes of these regulations.
13.12 If payment by a person of a fee is determined under subsection 10.9 to be
made by instalments and the person defaults in paying an instalment by the
date it must be paid, that date is deemed to be the due date for the purposes
of subsections 13.6 and 13.7.2.
13.13 A reference to a fee in this section 13 –
13.13.1 is a reference to a fee set by the Council or its delegate under
subsection 13.1; and
13.13.2 in subsections 13.3, 13.4, 13.5, 13.6, 13.7, 13.10 and 13.12 includes a
reference to any part of a fee and a mitigated fee as the case requires.
13.14 In this section 13 ‘tuition fee’ means –
(a)
for Commonwealth supported students, each 'student contribution
amount' and for domestic students who are not Commonwealth
supported students, each 'tuition fee' as those terms are defined in the
Higher Education Support Act 2003 (Cth); and
(b)
for any other person, includes any tuition, examination or other study
related fee, but does not include any application fee.
13.15 A reference to the due date in this section 13 is a reference to the date by
which a fee is payable.
13.16 The Council or its delegate may set fees for non-award courses or not-forcredit participation in award courses, including for any single unit admission.
13.17 Sections 13.3.2 to 13.12 inclusive, 13.13.2 and 13.15 shall apply to a fee
referred to in subsection 13.16 as if a reference to a fee in those sections were
a reference to a fee referred to in subsection 13.16.
14.
Refusal and cancellation of admission and enrolment
14.1
A faculty board may –
14.1.1 refuse or cancel a person’s admission to a course of study or unit
prescribed for an award;
14.1.2 refuse or cancel a person’s admission to a unit offered by a faculty;

14.1.3 cancel a person’s application for, or enrolment in, a course of study or
unit prescribed for an award;
14.1.4 cancel a person’s application for, or enrolment in, a unit offered by a
faculty;
if the faculty board is of the opinion that the person’s admission or enrolment
in a course of study or unit may place the University in breach of a law.
14.2
15.
A faculty board may impose a condition on a person’s admission or enrolment
in a course or unit of study, where the faculty board is of the opinion that the
condition is necessary to ensure the University’s compliance with a law or legal
requirement.
Publications of determinations
All determinations made under the statute and these regulations which are of general
application to persons or categories of persons seeking entrance to the University and
admission to a course or unit of study:
15.1.1 to be published on the University’s website; and
15.1.2 if such determinations contain information on entrance to the University for
persons who do not have access to the University’s website, to be part of the
printed information available for persons seeking entrance to the University.
