Request for Proposals to Evaluate an Intervention Program for Domestic
Violence
RFP OVERVIEW
Stroh Health Care invites proposals from qualified, experienced evaluators/evaluation consultants to
plan, design, implement and report on an evaluation for the Building Healthy Relationships project. The
overall purpose of this contract is to conduct a comprehensive evaluation of the project that will:
1. Assess program implementation including fidelity to the program delivery framework and
content;
2. Measure program effectiveness and relevance; and
3. Assess sustainability and identify opportunities for future program development.

PROJECT OVERVIEW
In April of 2015 Stroh Health Care received a grant to partner with the Ministry of Public Safety and
Solicitor General to develop, implement and evaluate evidence-based prevention/early intervention
programming for perpetrators of domestic violence prior to conviction or sentencing stage of the
criminal justice process. The programming developed through the Building Healthy Relationships
project will:


contribute to the safety and well-being of victims who have experienced or are at risk of
experiencing domestic violence; and
support changes in behaviors for perpetrators of domestic violence and the fostering of healthy
intimate relationships.
It is anticipated that the new program will be delivered by qualified therapists/counsellors and
implemented at three (3) pilot sites across BC. The primary client group for the program will be men
who have been abusive in their relationships; however, the program will also include accompanying
resources for victims.
A key component of this project will include the development of a comprehensive intake/client
assessment questionnaire, which is intended to both assess client suitability for the program and also

collect pre and post intervention information on reported behavior and attitudes regarding domestic
violence. The development of this questionnaire will be undertaken by Stroh Health Care.
Anticipated Timeline:
The project will be completed over multiple years and in 3 stages:
o
Phase 1 (Current – September 2016)
It is expected that program design and development of the evaluation framework will be
completed by September 2016. This means that all program materials, including participant
assessment documents, training materials and facilitator manuals will be finalized and ready to
use by that time. This phase will also include stakeholder consultation and pilot site
logistics/planning.
o
Phase 2 (October 2016 – October 2017)
Beginning in October 2016, the program will be implemented at carefully selected pilot sites and
evaluated over a two year period.
o
Phase 3 (November 2017 to November 2018)
During Phase 3, the pilot sties will continue to be evaluated with a final evaluation report due in
October 2018.
SCOPE OF WORK
The evaluator will work collaboratively with the Project Team to:

Design and implement a comprehensive program evaluation framework;

Identify, develop and implement data collection tools (aside from the client assessment) to
support a valid, robust evaluation process;

Support pilot sites in successfully implementing evaluation activities including data
collection processes and evaluation tools;

Collect and analyze both quantitative and qualitative data, including statistical analysis of
participant assessment tools/questionnaires, to allow for the revision and refinement of
program materials;

Inform sustainability planning for future program implementation;

Keep project team regularly informed of evaluation status;

Meet with project team as required; and

Prepare a detailed evaluation report.

EVALUATION OBJECTIVES
The overall objectives of the evaluation are to:

Determine program effectiveness, impact and relevance for service recipients and service
providers;

Assess validity of specific performance measures, change indicators and assessment tools;

Asses levels of satisfaction with the program; and

Identify and document lessons learned as well as opportunities for future program
development and enhancement.
DELIVERABLES
1. Evaluation framework, including description of methodology and logic model;
2. Data collection tools (both quantitative and qualitative) that will complement the information
collected through the client assessment/questionnaire;
3. Interim report (submitted half way through piloting); and
4. Final report with an executive summary that summarizes and interprets key findings.
SELECTION CRITERIA

Professional experience planning, developing, and implementing program/project evaluation;

Experience designing evaluation tools;

Strong quantitative and qualitative analytical skills;

Proven ability to produce evaluation reports; and

Ability to work both independently and in a collaborative team environment.
Note: Knowledge of domestic violence issues may be of benefit, but is not required.
