• The Judicial Review Committee has preliminarily vetted all 860 judges and
prosecutors from the former Ba’ath regime, and made several
reappointments or new appointments
– Of the 176 judges and prosecutors removed through the vetting
process, 167 have appealed and those appeals are now being
considered
• The Central Criminal Court of Iraq (CCCI) has completed 63 investigations
of 134 cases referred to it since it was created in Jul 03
– Before transitioning to sovereignty, the CCCI is expected to handle up
to 10 investigations and 5 trials per week
• New criminal defendants' rights include the right to defense counsel at all
stages of criminal proceedings
– Courts in Salah ad Din and Kirkuk report that more than 80% of

Rafidain Bank and Rasheed Bank, have grown by 88%
– The two state banks account for almost 90% of total bank

• The Trade Bank of Iraq has issued 130 letters of credit, totaling
$580.9 million, covering imports from 24 countries
• The New Iraq Dinar (NID) has been stable for the past two months
at around 1425 NID to the US Dollar
• On 15 Apr, collection of the 5% reconstruction levy commenced at
17 points of entry throughout Iraq

• Extensive activities continue in support of political transition and
the Transitional Administrative Law (TAL), including:
– Distribution of booklets and leaflets on the TAL
– Numerous focus groups, seminars, public forums, and town
hall meetings across Iraq
• USAID is implementing or has completed almost 250 separate
projects in flashpoint locations of Fallujah, Ramadi, Najaf, Salah ad
Din, and the Baghdad neighborhood of Sadr City

– Activites have ranged from rehabilitating water treatment
centers and rebuilding schools, to creating centers for women
and youth

– Najaf has received considerable attention from the CPA
including special security for the influx of pilgrims who were

assisted the area with the reconstruction of its heavy
