1. Defeat the Terrorists and Neutralize the Insurgents
President Bush says that the Iraqi government is following through on its
commitment to deploy three additional army brigades in the capital as part of the
Baghdad Security Plan.
2. Transition Iraq to Security Self-Reliance
Iraqi security Forces and soldiers from Multi-National Division-Baghdad uncovered
14 weapons caches and detained 140 insurgent suspects in and around the Iraqi
capital during the week of February 3-9.

3. Help Iraqis to Forge a National Compact for Democratic Government
Deputy Health Minister Hakim al-Zamili, the second highest ranking official in the
ministry and a supporter of influential Shia cleric Muqtada al-Sadr, has been
arrested. He allegedly planned several of his coworkers’ deaths and is accused by
Iraqis of being personally responsible for embezzling millions of dollars of
American relief funding and giving the money directly to insurgent groups.

4. Help Iraq Build Government Capacity and Provide Essential Services
The Hamdan Reverse Osmosis Compact Unit project in Basrah province was
completed January 10. The $521,000 US-Army funded project designed and built
a water treatment plant with a reverse osmosis unit. This project provides
domestic drinking water to more than 30,000 residents of Hamdan village of Abu
al-Khaseeb district.

5. Help Iraq Strengthen Its Economy
On February 8, the GOI passed its 2007 budget. The budget anticipates income of
$33.4 billion, of which $31 billion is expected in oil exports. The budget also
anticipates expenditures of $41 billion, including a little over $10 billion for
reconstruction programs and $7.3 billion for security. The GOI will cover the $7.6
billion deficit using unspent funds from fiscal years 2005 and 2006, currently held in
the Development Fund for Iraq.
6. Help Iraq Strengthen the Rule of Law
The Central Criminal Court of Iraq convicted 14 insurgents January 26-February 1
for various crimes, including possession of illegal weapons, possessing fake
identification and illegal border crossing.

7. International Support for Iraq
Iraqi Foreign Minister Hoshyar Zebari reopened his country’s embassy in Saudi
Arabia February 13 after 17 years and said the two countries needed to improve
joint efforts to fight Islamist militants.

8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of
the Insurgents
On February 9, al-Qaida in Iraq posted an Internet video claiming to show the
shooting down of a US army helicopter which fell in Anbar province February 7.
The group has claimed responsibility for the attack.

• In his February 15 speech the President outlined the progress of the Baghdad
Security Plan. He stated that, “our new commander in Iraq, General David
Petraeus, is now on the ground in Baghdad. I visited him by secure video
yesterday. He reports that coalition troops are arriving on schedule. He says the
Iraqi government is following through on its commitment to deploy three additional
army brigades in the capital. Prime Minister Maliki has said part of our strategy is to
put more Iraqis in the fight in the capital city to achieve our objective, and he's doing
that. So far, coordination between Iraqi and coalition forces has been good -- they
are beginning joint operations to secure the city by chasing down the terrorists, and
insurgents, and the criminals, and the roaming death squads. They're doing what
the Iraqi people want in Baghdad -- they want a peaceful life.”

IA, 2-7 Cavalry Take Down Insurgent Operation, Uncover Large Weapons Cache:

• Soldiers from the 2nd Battalion, 4th Brigade, 2nd Iraqi Army (IA) Division and A Co.,
2nd Battalion, 7th Cavalry Regiment raided several buildings in northeast Mosul
February 9 in response to intelligence received about a possible weapons cache.
• Ten suspects were detained in the southern compound, five of which tested positive
for explosive residue. Millions of dinars (worth thousands of dollars in US currency)
were also found in an underground storage room along with over 400 fake
identification cards. One suspect was detained in the northern compound, and a
tunnel gave way to the discovered cache of ordnance and weapons. The weapons
seized at the site included approximately 250,000 rounds of small-arms
ammunition, grenade fuses, dozens of rockets, 100 grenades, over 200 mortar
rounds, more than a dozen rocket launchers, approximately 100 pounds of
Improvised Explosive Device-making material, more than a dozen small arms. All
of the ordnance was turned over to explosive ordnance disposal teams, and the
remaining evidence was processed along with the 11 detainees.

Implementing the Baghdad Security:
• Iraqi Security Forces (ISF) and soldiers from Multi-National Division-Baghdad
(MND-B) uncovered 14 weapons caches and detained 140 insurgent suspects in
and around the Iraqi capital during the week of February 3-9.
• With more than 7,400 patrols conducted during the week, the trend of having ISF in
the lead on day-to-day missions continues, according to Brig. Gen. John Campbell,
MND-B deputy commanding general. “Nearly 3,800 of those patrols were
conducted by Iraqi police and Iraqi national police,” Campbell noted. “Clearly, our
Iraqi partners are taking the lead.”
• During the week, 34 operations - at company level or higher - were conducted.
These operations, 20 of them joint and 14 US-led, resulted in the cache finds and
detention of suspected terrorists, Campbell said. He also said that as the
implementation of the new security plan progresses, the focus of operations will
shift throughout Baghdad.

The USG will conduct a meeting in Amman, Jordan February 24-26 to discuss
development of an integration plan for the grouting equipment for Mosul Dam.
The equipment is being purchased by the USG, Iraqi Ministry of Water
Resources, and the Food and Agriculture Organization of the United Nations.
Participants will include the US Army Corps of Engineers, Iraq Reconstruction
and Management Office, the Ministry of Water Resources, and a grouting expert
under contract with the USG.
•

Electricity:
•
A USG contractor began work to rehabilitate the existing breakers at the Khan
Bani Saad (KBS) substation February 6. This $1.64 million project will increase
the capacity and reliability of electricity to the KBS prison facility in Diyala
province.
Health:
•
After four attempts, the US Army Corps of Engineers' Gulf Region District-North
(GRD) was able to get medical equipment delivered to the Nahrawan primary
health care center (PHC). GRD is now preparing to turn the facility over to the
Ministry of Health.
•
Sectarian violence in this province has made it difficult to deliver medical
equipment and supplies to the PHC. GRD is working closely with the brigade
combat teams to secure convoy movements so that the delivery trucks will
arrive safely.

• The following table shows volume sold and exchange rates for USD in the Iraqi currency auction since
April. Since September, the Central Bank has begun slowly appreciating the dinar, as suggested by the
IMF, to tackle rampant inflation over the past year. This welcome increase in the dinar's value against the
dollar is reflected in the figure below.

• The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20. The bonds were originally issued to about
two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement at Paris Club terms. Iraq’s commercial debt was
approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. The bonds’ current
yield of 9.6 percent remains one of the highest in the world for sovereign debt instruments.

• The Central Criminal Court of Iraq (CCCI) convicted 14 insurgents January 26February 1 for various crimes, including possession of illegal weapons, possessing
fake identification, and illegal border crossing. The trial court found four Iraqi men
guilty of illegal possession of special weapons in violation of Order 3/2003.
• Multi-National Forces-Iraq (MNF-I) were on patrol in the vicinity of Rawah
September 20, 2006 when they spotted a vehicle acting suspiciously. MNF-I
stopped the vehicle with the four defendants and then searched the vehicle, finding
one Improvised Explosive Device (IED), one Berretta 9mm pistol with two full
magazines and det cord. Explosive Ordinance Disposal responded to the scene
and recognized the IED as a “speed-bump style” IED that contained 15-20 pounds
of explosive filler. On January 28, the trial panel sentenced all four men to 15 years
imprisonment.

• On February 12, an Iraqi court raised the sentence against Saddam Hussein's vice
president to death by hanging for the killings of Shiites in the town of Dujail. The
decision had been expected after an appeals court ruled that Taha Yassin
Ramadan's previous sentence of life in prison was too lenient.
• Ramadan is the fourth member of the ousted regime to face capital punishment for
the killings of 148 Shiites after a 1982 attempt on Saddam's life in the mainly Shiite
town of Dujail, north of Baghdad.

The Managing Director of the World Bank (WB) said that the international firm is
willing to support the Iraqi government's efforts to restore economic activities in the
war-torn country, the Iraq Director reported.

The WB official indicated that the bank has pledged to deliver a $500 million loan
to Iraq in order to boost the economic situation, despite the security conditions. He
added that the bank will improve Iraq's power sector as soon as the government
allows international investments in oil resources.

Iraqi Foreign Minister Hoshyar Zebari reopened his country’s embassy in Saudi
Arabia February 13 after 17 years and said the two countries needed to improve
joint efforts to fight Islamist militants. “This will be an important step in improving
relations between the two countries,” Zebari told a gathering of Saudi officials and
foreign diplomats at the reopening of the embassy, which closed in 1990 after
Saddam Hussein invaded Kuwait.
