1. Defeat the Terrorists and Neutralize the Insurgents
The U.S. military announced March 26 the capture of leaders of a car-bombing ring
believed responsible for the deaths of hundreds of Iraqis in the Shiite Sadr City enclave
and elsewhere in Baghdad. According to a military statement, the group has reportedly
killed approximately 900 innocent Iraqi citizens and wounded 1,950.
2. Transition Iraq to Security Self-Reliance
Iraqi Vice President Tariq al-Hashimi said March 24 that Iraq’s national armed forces
were not yet ready to maintain stability in the country, and that a quick withdrawal of
U.S.-led Coalition troops would not benefit the U.S. until Iraqi Security Forces (ISF)
were prepared to take their place. Citing the need for more training and the problem of
insurgent penetration into the Iraqi military and police, Hashimi said the ISF needed up
to 18 months to prepare for a systematic withdrawal of Coalition forces.

4. Help Iraq Build Government Capacity and Provide Essential Services
The U.S. Army-funded rehabilitation of the 400kV Sadr City local distribution network in
Thawra, Baghdad province has been completed, providing both residential and business
distribution of electricity to eight sectors of Sadr City and servicing approximately
120,000 people.

5. Help Iraq Strengthen Its Economy
At the second General Assembly meeting of the shareholders of the Iraqi Company
for Bank Guarantees (ICBG), a grant agreement in the amount of $5 million was
signed by the Chairman of the ICBG and the Director of the U.S. Agency for
International Development (USAID) Iraq Economic Growth and Agriculture office.
6. Help Iraq Strengthen the Rule of Law
The Central Criminal Court of Iraq convicted 25 individuals March 11-17 for
violations of the Iraqi Terrorist Law, Penal Code and Coalition Provisional Authority
Orders enforced by the Iraqi judiciary.
7. International Support for Iraq
In a statement addressing leaders at a two-day Arab League summit that opened
March 28 in Riyadh, Iraqi Parliament Speaker Mahmud al-Mashhadani appealed to
Arab leaders to “shoulder their legitimate, ethical and national responsibilities
toward Iraq and to never abandon its people.”
8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of
the Insurgents
The Independent Radio and Television Station, formerly operated under Saddam
Hussein and then under the Iraqi Media Network, reopened in Diyala province
March 25. Funding for the station comes from advertising revenue bought by the
U.S. 3rd Brigade Combat Team, 1st Cavalry Division in Diyala to send out Coalition
messages.

• The U.S. military announced March 26 the capture of leaders of a car-bombing ring
believed responsible for the deaths of hundreds of Iraqis in the Shiite Sadr City
enclave and elsewhere in Baghdad. According to a military statement, the group
has reportedly killed approximately 900 innocent Iraqi citizens and wounded 1,950.
• U.S. forces captured the suspected bombers last week during security sweeps
in Azamiyah, a Sunni stronghold in northern Baghdad.
• One of the detained men, Haitham al-Shimari, is suspected in the planning and
execution of the majority of car bombs which have killed hundreds of Iraqi
citizens in Sadr City. The second in command of the Azamiyah-based cell,
Haidar al-Jafar, was also arrested.

Iraq to Rewrite de-Baathification Law:
• Iraqi President Jalal Talabani and Prime Minister Nuri al-Maliki will introduce a draft
law entitled “Accountability and Reconciliation” and send it to the Cabinet and then
the parliament for approval. As of March 28, Sunni Arab reaction is not yet known.
Iraq's Deputy Prime Minister Stable Day After Bomb Attack:
• A suicide attacker came within feet of Deputy Prime Minister Salam Zubaie and
exploded his vest during a Friday prayer service in the private mosque attached to
Zubaie’s home. The Sunni official was seriously wounded and nine people were
killed. Zubaie is said to be out of danger and in stable condition after surgery in the
U.S.-run hospital in the Green Zone.
New PRT Leaders Arrive in Iraq:
• Ten new Provincial Reconstruction Team (PRT) leaders arrived in Iraq over the past
weekend. The arrival of this new group doubles the number of PRT's currently
operating in Iraq and is part of the administration's overall push to begin rebuilding
neighborhoods - primarily in Baghdad - in conjunction with the new security plan
initiated roughly six weeks ago.

The U.S. Army-funded construction of the al-Nahrawan public health clinic
project in Diyala province has been completed, providing a major health care
facility that will provide quality medical services for potentially more than 100
patients per day.
Water:

The U.S. Army-funded construction of the Dibis water-pipeline project in Kirkuk
province has been completed, providing an increased supply of potable water to
the residents of Kirkuk.

• The following table shows volume sold of and exchange rates for USD in the Iraqi currency auction since
April. Since September, the Central Bank has slowly appreciated the dinar, as suggested by the IMF, in
an effort to rein in galloping inflation. There are early signs that this effort may have begun to bear fruit,
with prices falling 6.8% between January and February.

• The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20. The bonds were originally issued to
approximately two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement as per Paris Club terms. Iraq’s commercial
debt was approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. The bonds’
current yield of 9.6 percent remains one of the highest in the world for sovereign debt instruments.

Provincial Development Strategy Workshop Hosted by USAID:

USAID’s Local Governance Program held the al-Anbar Provincial Strategy Development
Workshop March 17-20. The workshop brought together all of al-Anbar’s Provincial
Council members and the Governor, as well as specialists and representatives of
academia and civil society in Irbil to begin strategic planning for the province’s long-term
economic development.
•
The Provincial Council Chairman, Governor, and participants visited the Kurdistan
Parliament. It was agreed that Provincial officials would be sent on study tours to Iraqi
Kurdistan to learn about management systems within their service departments.
Commerce Under Secretary Lavin Delivers Briefing at USIP:

Under Secretary Frank Lavin briefed members of the public and private sector on current
Department of Commerce initiatives in northern Iraq. Having recently returned from a trip
to Irbil, Lavin described the Northern and Southern Gateway Initiatives already underway
and stressed the relatively calm security environment in northern Iraq, citing encouraging
indicators of Kurdistan’s economic progress. Kurdistan could serve as a model for the
rest of the country, he said. He emphasized the linkage between a strong economy and
a strong society. For the short term, Lavin discussed three major goals for the Iraq
government for 2007: (1) overall investment legislation; (2) hydrocarbon legislation; and
(3) the completion of at least one marquee transaction/investment.

Through this agreement, the ICBG will receive support to supplement its guarantee
fund.

The ICBG was established with technical assistance from the USAID Izdihar project
and support from the Central Bank of Iraq in recognition of the important role such a
financing concept could play in developing the local lending market.

CCCI Convicts 25, Sentences Six to Death:

• The Central Criminal Court of Iraq (CCCI) convicted 25 individuals March 11-17 for
violations of the Iraqi Terrorist Law, Penal Code and Coalition Provisional Authority
(CPA) Orders enforced by the Iraqi judiciary.
• The trial court sentenced four individuals to death March 14 after being found guilty
of violating the Iraqi Terrorist Law. The four individuals were apprehended January
4 by Multi-National Forces (MNF). MNF found an anti-tank mine near one of the
convicted individual’s vehicle, as well as a video camera and video tape in the
vehicle’s glove compartment showing the convicted individuals making improved
explosive devices. Detailed instructions on how to use a sniper rifle and scope were
also found.
• Since its establishment under an amendment to CPA Order 13, in April 2004, the
Central Criminal Court has held 1,965 trials for suspected criminals apprehended by
Coalition Forces. The Iraqi Court proceedings have resulted in the conviction of
1,706 individuals with sentences ranging from fines to imprisonment to death.

Iraqi Leaders Appeal to Neighbors to Increase Aid to Iraq:
• In a statement addressing leaders at a two-day Arab League summit that opened
March 28 in Riyadh, Iraqi Parliament Speaker Mahmud al-Mashhadani appealed to
Arab leaders to “shoulder their legitimate, ethical and national responsibilities
toward Iraq and to never abandon its people.”
• Iraqi Sunni Vice President Tariq al-Hashimi issued a similar appeal asking for more
support from fellow Arabs and saying it was imperative to keep Iraq from being
abandoned to terrorists and foreign powers.
UNHCR Calls Iraqi Refugee Situation Unsustainable:
• The UN High Commissioner for Refugees (UNHRC) claims emergency camps to
host Iraqis fleeing their country could be built if their numbers increase beyond the
point where neighboring nations can cope and to avoid the closing of borders.
UNHCR would set up camps in Jordan, Syria, Kuwait, and Saudi Arabia, effectively
separating the refugees from the local population and economy.

Independent Radio and Television Station Reopens:
• The Independent Radio and Television Station, formerly operated under Saddam
Hussein and then under the Iraqi Media Network, reopened in Diyala province
March 25.
• Funding for the station comes from advertising revenue bought by the U.S. 3rd
Brigade Combat Team, 1st Cavalry Division in Diyala to send out Coalition
messages. The Brigade invested $36,000 to start the station and a Global
Outreach Team from the U.S. Embassy was commissioned to help.
Al-Qaida Group Claims Attack on Iraqi Deputy Prime Minister:
• The al-Qaida-affiliated Islamic Emirate of Iraq Sunni insurgent group posted a
statement March 24 claiming that it had carried out a twin bombing which wounded
Deputy Prime Minister Salam al-Zubaie.
• The group said it would provide more details at a later time and warned of more
strikes against “traitors” in the Iraqi government.

The chart shows average daily power production in megawatt hours (MWh). 120,000 MWh goal equates to 20 hours at 6000 MW average supplied load or 24
hours at 5000 MW average supply load. To date, national electricity supply for 2007is only one percent below 2006. Because demand is increasing, however,
