Defeat the Terrorists and Neutralize the Insurgents The U.S. military announced March 26 the capture of leaders of a car-bombing ring believed responsible for the deaths of hundreds of Iraqis in the Shiite Sadr City enclave and elsewhere in Baghdad. According to a military statement, the group has reportedly killed approximately 900 innocent Iraqi citizens and wounded 1,950. 2. Transition Iraq to Security Self-Reliance Iraqi Vice President Tariq al-Hashimi said March 24 that Iraq’s national armed forces were not yet ready to maintain stability in the country, and that a quick withdrawal of U.S.-led Coalition troops would not benefit the U.S. until Iraqi Security Forces (ISF) were prepared to take their place. Citing the need for more training and the problem of insurgent penetration into the Iraqi military and police, Hashimi said the ISF needed up to 18 months to prepare for a systematic withdrawal of Coalition forces. O F 3. Help Iraqis to Forge a National Compact for Democratic Government Iraqi President Jalal Talabani and Prime Minister Nuri al-Maliki will introduce a draft law entitled “Accountability and Reconciliation” and send it to the Cabinet and then the parliament for approval. The reaction of Sunni officials is not yet known. S T A T E 4.
