1. Defeat the Terrorists and Neutralize the Insurgents
A suicide car bomber struck a U.S. military patrol base in Diyala province north of
Baghdad, killing nine soldiers and wounding 20 others, in the deadliest attack on
American forces in 16 months.
2. Transition Iraq to Security Self-Reliance
The Shaibah logistics base, once the main center of British military operations in
Iraq, was turned over to the Iraqi national army April 24 for use as a training base.
The brief ceremony by British and Iraqi forces was the latest example of the
Coalition’s efforts to give Iraqi forces control over some parts of Iraq as British
forces plan to begin withdrawing from southern Iraq where most of them are
based.
3. Help Iraqis to Forge a National Compact for Democratic Government
Prime Minister Nuri al-Maliki announced that he will not replace the six Sadrist
ministers who withdrew from the cabinet with members of the Iran-backed United
Iraqi Alliance or with independents close to Muqtada al-Sadr. The Sadrist
ministers withdrew in protest of the Prime Minister’s refusal to set a timetable for
an American withdrawal from Iraq.
4. Help Iraq Build Government Capacity and Provide Essential Services
The U.S. Army-funded construction of the Primary Healthcare Clinic R-WA04 alHaidariya in al-Kut, Governorate of Wasit has been completed, providing improved
availability of health care and enhancing the quality of life to it’s area residents.

5. Help Iraq Strengthen Its Economy
Beginning April 18, Iraqi members of parliament, officials, and experts met in Dubai
in a series of technical meetings to discuss the draft Hydrocarbon Framework and
Revenue Sharing laws.
6. Help Iraq Strengthen the Rule of Law
Criminal proceedings were initiated in Baghdad April 2 in a newly opened and
secure Rule of Law complex, Mujama Siyadat al-Qanun, against an alleged alQaida suspect accused of killing scores of civilians, and against a Shi’a national
police officer accused of torturing and abusing mostly Sunni detainees while in his
custody.
7. International Support for Iraq
During a visit to Cairo by Prime Minister Maliki, Egyptian Prime Minister Ahmad
Nazif pledged to continue supporting Iraq in order to restore peace and stability to
the country. Prime Minister Nazif added that “Egypt stands strongly on the side of
Iraq and by every means backs it in achieving peace and stability.”
8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of
the Insurgents
An Internet video posted April 19 by the Islamic State of Iraq announced an “Islamic
Cabinet” for Iraq and named the head of al-Qaida in Iraq as “minister of war.” The
message came shortly after the Sunni insurgent group posted another video
showing the execution of 20 men said to be members of the Iraqi military and
security forces.

• Iraqi Security Forces and Coalition efforts to reduce the violence continue as
Operation Fardh al-Qanun enters its ninth week. Joint Security Stations, manned
by Coalition and Iraqi forces, continue to stand up throughout the city and establish
a permanent presence in troubled neighborhoods. Another initiative to improve
security is the emplacement of temporary concrete barriers around Baghdad
neighborhoods that have experienced high levels of violence.
• Attacks against Baghdad civilians have declined 50% over the last six months. In
November 2006, 41% of all attacks reported in the city were directed against
civilians; however, during the month of April, only 20% targeted the civilian
population.
• While attacks have continued to decline over the first nine weeks of the new
security plan, lethal high-profile attacks have continued, highlighted by the four
vehicle-borne improvised explosive bombings in the Baghdad area April 18.
Al-Qaida in Iraq, who likely conducted those bombings, continues to
indiscriminately target civilians to undermine the GOI and dishearten the Iraqi
people.
• To date, more than 200,000 patrols have been conducted in support of Operation
Fardh al-Qanun. More than 300 caches have been uncovered and more than 800
improvised explosive devices have been found.

• A suicide car bomber struck a U.S. military outpost north of Baghdad, killing nine
soldiers and wounding 20 others, in the deadliest attack on American forces in 16
months.
• The bomber exploded his vehicle against a patrol base in Diyala province April
23, bringing the U.S. military death toll for April so far to 70, according to the
U.S. military. Fifteen of the wounded were later able to resume their duties,
but the attack was still the bloodiest since December 1, 2005.

Iraq’s Yazidi Minority Demands Protection After Killings:
•

Fallujah city council chairman Sami Abdul-Amir al-Jumaili, a critic of al-Qaida
who took the job after his three predecessors were assassinated, was killed
April 21. The 65-year-old Sunni shaykh was the fourth city council chairman to
be killed in 14 months as insurgents target fellow Sunnis willing to cooperate
with the U.S. and Iraqi forces. Abdul-Amir’s predecessor, Abbas Ali Hussein,
was shot to death February 2.
Sectarian tensions are high in the Mosul area of northern Iraq following the
killing of 23 members of the Yazidi minority (a small, ancient heterodox sect who
are ethnic Kurds) and following the stoning death of a Yazidi woman who
recently converted to Islam to marry a Sunni Muslim man.

Central Bank’s US Dollar (USD) Currency Auction:

• The following table shows volume sold of and exchange rates for USD in the Iraqi currency auction since
April. Since September, the Central Bank has slowly appreciated the dinar, as suggested by the IMF, in
an effort to rein in galloping inflation. There are early signs that this effort may have begun to bear fruit,
with prices falling 6.8% between January and February.

• The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20. The bonds were originally issued to
approximately two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement as per Paris Club terms. Iraq’s commercial
debt was approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. The bonds’
current yield of 9.6 percent remains one of the highest in the world for sovereign debt instruments.

Prime Minister Announces Plan to Authorize National Phone Companies:
•
Iraqi Prime Minister Maliki announced that the GOI is planning to authorize the
country’s three national phone companies, MTC Athir, Orascom and Asia-Cell, and
is demanding a minimum payment of $250 million for each company. Several Iraqi
ministers held a meeting where they agreed that the nation’s three mobile
companies would each be given a fifteen-year license that would be renewed every
five years. In return, the three mobile companies will pay a fee of $250 million and
give 18% annual gross revenues to Iraq’s central government.
Canadian and Japanese Firms Plan to Develop Iraqi Oil Field:
•
The Chief Executive Officer at Ivanhoe Energy stated that the company has signed
a joint partnership agreement with Japanese Inpex Corp. to develop an oil field in
Iraq, Portal Iraq reported.
•
Three years ago, Ivanhoe Energy supposedly won a service contract from the Oil
Ministry under then Minister Ibrahim Bahr al-Ulum to assess large oil fields in Iraq
and their development using the company’s technology. The contract made with
Ivanhoe Energy gives Inpex the benefit of keeping a majority stake, plus technology
fees if the project is successful. Ivanhoe is set to receive an estimated $9 million
from Inpex within a month time. It is unclear if this contract is valid and how it will be
affected by the upcoming hydrocarbon legislation.

• On April 18, Iraqi members of parliament, officials, and experts met in Dubai in a
series of technical meetings to primarily discuss the draft framework Hydrocarbon
and Revenue Sharing laws. Iraqi Minister of Oil Husayn al-Shahristani predicted
that the law would be submitted to parliament by the end of the month and passed
by Parliament by the May 31 deadline. Both Shahristani and Kurdistan Regional
Government (KRG) Minister of Natural Resources Hawrami indicated that they are
committed to sending the law to parliament as part of a package including the field

Criminal Proceedings Begin at New Rule of Law Complex:
• On April 2 in Baghdad, criminal proceedings were initiated in a newly opened and
secure Rule of Law Complex, Mujama Siyadat al-Qanun, against an alleged alQaida suspect accused of killing scores of civilians, and against a Shi’a national
police officer accused of torturing and abusing mostly Sunni detainees while in his
custody.
CPATT Connects with Rule of Law Task Force:
• In the past two years, the Civilian Police Assistance Training Team (CPATT) has
assisted with the training of more than 200,000 police men and women in numerous
academies and training establishments across Iraq. CPATT has now linked hands
with the Rule of Law Task Force to assist with the provision of a secure
environment called the Rule of Law Complex, where impartial and legitimate trials
can be conducted. The Rule of Law Complex ensures that prisons conform to
international standards and the laws that govern the application of human rights.
CPATT has helped to coordinate the recruiting and training of over 1,600
correctional officers to administer and run the new prison complexes.

Prime Minister Maliki Receives Promise of Support from Egypt During Visit:
• During a visit to Cairo by Iraqi Prime Minister Nuri al-Maliki, Egyptian Prime Minister
Ahmed Nazif pledged to continue supporting Iraq in order to restore peace and
stability in the country. Prime Minister Nazif added that “Egypt stands strongly on
the side of Iraq and by every means backs it in achieving peace and stability.”
UNICEF Launches Immunization Campaign:
• In coordination with UNICEF, Iraqi health workers launched a large-scale
immunization drive this week aimed at protecting 3.9 million infants with the MMR
vaccine against measles, mumps, and rubella.
Secretary Rice Urges Iran to Take Part in Iraq’s Neighbors Conference:
• Secretary Rice urged Iran to take part in Iraq’s Neighbors Conference next month,
telling the Financial Times it would be a “missed opportunity” if Tehran fails to
attend.
Ambassador Satterfield Urges Iraq Neighbors on Debt Relief:
• While talking to reporters in Kuwait, Ambassador Satterfield urged Iraq’s neighbors
to invest in the country and called on oil-rich Gulf states to fulfill their pledge to
forgive billions of dollars in debt owed by the former regime of Saddam Hussein.

Cabinet” for Iraq and named Abu Hamza al-Muhajir, the head of al-Qaida in Iraq, as
“minister of war.” The message came shortly after the Sunni insurgent group
posted another video showing the execution of 20 men said to be members of the
Iraqi military and security forces.
• Shaykh Abu Abdul-Rahman al-Falahi was named as the emir’s “first minister,” while
other positions included ministers of information, “prisoners and martyrs,”
agriculture and health.
