Defeat the Terrorists and Neutralize the Insurgents Although more time is needed for comprehensive assessments of Fardh al-Qanun, the collective sense is that the security trends in Baghdad are better now than they were in January or February. Coalition and Iraqi Security Forces population security efforts, including the joint security stations and combat outposts in and around Baghdad are largely responsible for this and are having an effect. 2. Transition Iraq to Security Self-Reliance The Minster of Interior, Anbar provincial government representatives, and Coalition forces celebrated the grand opening of the al-Anbar Iraqi Police Training Center June 4 in Habbaniyah. The joint ceremony highlighted the central government joining forces with local provincial officials to re-establish the capability to train the young men of Anbar to serve their government and people, protect them from extremists, and enforce the rule of law. 3. Help Iraqis to Forge a National Compact for Democratic Government Bombers destroyed the two remaining minarets of the Askariya shrine in Samarra early June 13, in a repeat of the 2006 attack that shattered its famous golden dome. Sunni extremists of al-Qaida were quickly blamed. The attack prompted the 30-member bloc of Shiite cleric Muqtada al-Sadr to suspend its membership in Iraq’s parliament. To ward off a surge of violence, Prime Minister Nuri al-Maliki quickly imposed an indefinite curfew on vehicle traffic and large gatherings in Baghdad. 4. Help Iraq Build Government Capacity and Provide Essential Services The U.S.-funded construction of Nassir & Qahara water project in Kirkuk province has been completed, providing clean potable water and improving the quality of lives of 1,500 area residents. 3 UNCLASSIFIED June 13, 2007 UNCLASSIFIED Highlights D E P A R T M E N T O F S T A T E 5. Help Iraq Strengthen Its Economy The Anbar Provincial Council approved the allocation of nearly all of its $107 million FY 2007 capital expenditure budget at a meeting held in Ramadi June 4. Twenty-eight members of the Council were present to approve the documents, which allocated funds for electrical distribution, irrigation and water purification, among other projects. The budget was signed by Governor Ma’amun Sami Rashid. The Council set aside 10% of the budget as a reserve, which means that the actual appropriations amounted to $96.7 million. 6. Help Iraq Strengthen the Rule of Law The Central Criminal Court of Iraq convicted 51 individuals May 13-19 for violations of the Iraqi Terrorist Law, Penal Code and Coalition Provisional Authority orders enforced by the Iraqi judiciary. 7. International Support for Iraq UN chief Ban Ki-moon is considering an expanded UN role and presence in Iraq, adding that a clear direction from the Security Council and the government of Iraq would be essential and better coordination with the UN’s major international partners would also be welcomed. Ban expressed hope that the 15-member Security Council and UN member states would continue to provide “strong political and logistical support” for the UN presence in Iraq. 8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of the Insurgents Britain’s next prime minister, Gordon Brown, traveled to Iraq June 11 for a fact-finding visit, assuring Iraq’s leaders of continued British support. This visit marks the first for Brown since being named as Tony Blair’s successor. 4 UNCLASSIFIED June 13, 2007 UNCLASSIFIED [1.] Defeat the Terrorists and Neutralize the Insurgency Operation Fardh al-Qanun (FAQ) - Predictions too Early to Tell: D E P A R T M E N T O F S T A T E • In a press briefing June 6, Coalition spokesman BG Kevin Bergner said four of the five additional “surge” brigades committed to Operation FAQ are in Iraq, and the fifth brigade is currently arriving. All five brigades plus their enablers will be operating within their sectors in the next few weeks. However, once they are in position, they may still require another 30 to 60 days to fully establish themselves with their Iraqi counterparts and the people in those sectors. • Although more time is needed for comprehensive assessments of FAQ, the collective sense is that the security trends in Baghdad are better now than they were in January or February. Additionally, in various areas of Iraq, highlighted by recent events in Anbar, the Iraqi people have also begun to take a stand against al-Qaida. VBIED Cell Member and al-Qaida Amir Killed in Operation: • CF killed a terrorist leader and detained three other suspected terrorists June 5 during an operation in Baghdad to disrupt a vehicle-borne improvised explosive device (VBIED) cell bombing network. Lawmakers Vote for Mashhadani’s Resignation: • The Council of Representatives (CoR) voted June 11 in a closed session to remove Speaker Mahmud Mashhadani after a series of scandals involving the controversial lawmaker. In the latest scandal, he allegedly ordered his bodyguards to rough up a Shiite minister of Parliament, the assembly’s deputy speaker said. Of the 168 Parliament ministers who attended the session June 11, 113 voted to replace Mashhadani. Parliament gave the National Concord Front, the main Sunni political bloc, a week to propose a new candidate for the post of speaker, until then Deputy Speaker Khalid alAttiyah will chair the CoR. Since September, the Central Bank of Iraq (CBI) has slowly appreciated the dinar, as suggested by the IMF, in an effort to rein in galloping inflation. There are early signs that this effort may have begun to bear fruit, as year-to-date inflation is 2.8%, which projects a pace well below the IMF annual target of 30%. However, this decline in the rate of inflation may be temporary, as the CBI has slowed its appreciation of the currency and the rate of inflation (particularly for energy prices) typically picks up in the second half of the year. The bonds were originally issued to approximately two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement as per Paris Club terms. Iraq’s commercial debt was approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. The bonds’ current yield of 9.6 percent remains one of the highest in the world for sovereign debt instruments. E N T O F S T A T E 16 UNCLASSIFIED June 13, 2007 UNCLASSIFIED [5.] Help Iraq Strengthen Its Economy – Economic Events USAID Advisors Meet with Minister of Trade Regarding WTO Accession: D E • Advisors from the USAID-funded Izdihar Private Sector Development Program met with Minister of Trade Abd al-Falah al-Sudani June 6 to discuss the first World P Trade Organization (WTO) Working Party meeting that took place May 25 in A Geneva. After general discussion on the meeting and the accession process, the R advisors highlighted several priority areas including: completion of the Legislative T Action Plan to be distributed to WTO members through the Secretariat; work on M responding to written questions which should be received by the GOI from WTO E members by June 26; and submission of accession documentation to the WTO N Secretariat. T • The Minister raised some points that had been brought up in Geneva, noting that O Iraq had been asked whether it intends to sign up for the WTO’s “plurilateral F agreements” with a particular focus on the WTO Government Procurement Agreement. He said Iraq is studying the matter but has not taken a position on this yet. The numbers given above are monthly averages. 21 UNCLASSIFIED June 13, 2007 UNCLASSIFIED [6.] Help Iraq Strengthen the Rule of Law and Promote Civil Rights– Iraqi Judicial System CCCI Convicts 51, Sentences Six to Death, Six to Life Imprisonment: D E P A R T M E N T O F S T A T E • The Central Criminal Court of Iraq (CCCI) convicted 51 individuals May 13-19 for violations of the Iraqi Terrorist Law, Penal Code and Coalition Provisional Authority (CPA) orders enforced by the Iraqi judiciary. • Three Iraqis were convicted and sentenced to death by the CCCI May 15 for violating Article 406 of the Iraqi Penal Code including: Barag Hussain Ali, Ahmad Muhammad Mahmud and Adib Dali Muttar. The men were directly involved in the murder of another detainee at Camp Cropper near Baghdad. • Ahmad Hassan Ali, Jasim Muhammad Hilal and Ali Asama’ Ail Abrahim were convicted and sentenced to death May 16 for violating Article 4/1 of the Terrorist Law. On September 13, 2006 a joint patrol consisting of Macedonian and Iraqi Special Forces raided a farmhouse believed to be part of an insurgent training camp in Baghdad. Inside the house, joint forces found the three defendants dressed in military attire, carrying weapons and guarding two hostages who were blindfolded, handcuffed and had been beaten. During the raid, joint forces found two AK-47’s, four magazines for the AK-47’s, one Glock pistol, three pistol magazines, two pairs of handcuffs and one ski mask. The joint forces brought the two victims to Multi-National Forces who treated their wounds and took statements from the victims, which included the names of all three defendants as individuals who had kidnapped and tortured them. 22 UNCLASSIFIED June 13, 2007 UNCLASSIFIED [7.] Increase International Support for Iraq – Developments UN Chief Considering Increased Role in Iraq: D E P A R T M E N T O F • UN chief Ban Ki-moon is considering an expanded UN role and presence in Iraq, adding that a clear direction from the Security Council and the government of Iraq would be essential, and better coordination with UN’s major international partners would also be welcomed. Ban expressed hope that the 15-member Security Council and UN member states would continue to provide “strong political and logistical support” for the UN presence in Iraq. British Labor Government Defeats Opposition Call for Inquiry into Iraq War: • British Prime Minister Tony Blair’s Labor government defeated an opposition call for an inquiry into the Iraq war after Parliament voted 288 to 253 against a motion by the opposition Conservatives which called for a special inquiry into the run-up to the 2003 war and its consequences. Turkish PM Erdogan Says He Would Resist Call to Enter Northern Iraq: S T A T E • Turkish Prime Minister Recep Tayyip Erdogan indicated he would resist calls from the influential military for an incursion into northern Iraq to pursue Turkish Kurd rebels taking refuge there.
