Defeat the Terrorists and Neutralize the Insurgents
Coalition and Iraqi forces launched Operation Arrowhead Ripper June 19, a large-scale effort to
eliminate al-Qaida in Diyala province. As of June 21, at least 51 al-Qaida operatives have been
killed, 20 detained, 7 weapon caches discovered, 21 improvised explosive devices destroyed, and 9
booby-trapped structures destroyed. The newly formed Diyala Operations Center is playing a key
role, integrating the activities of the local Iraqi police, the Iraqi Army, and Coalition forces.
Approximately 10,000 soldiers, with a full complement of combined arms, are taking part in the
operation.

Iraqi Police from surrounding areas held a recruiting drive in the city of Lutifiyah, south of Baghdad,
June 17. The Iraqi-planned recruiting event resulted in a strong turnout with over 100 men applying
for Iraqi Police training.
3.
Help Iraqis to Forge a National Compact for Democratic Government
Iraq's Council of Representatives (CoR) voted to extend its activities through the month of July to
finalize draft laws that have yet to be fully debated or voted upon. Iraqi CoR member Wa’il Abd alLatif stated that the parliament's decision came after voting over a proposal by the speakership board
to finalize approximately 50 draft laws, including the postponement of the constitutional review
committee's work and the draft law on oil.
4.
Help Iraq Build Government Capacity and Provide Essential Services
Up to 24,000 residents of Abu Fillis will receive clean potable water from the completed, U.S.-funded
Rural Water Supply Abu Fillis (G5) project, in Ramadi, al-Anbar province.

Help Iraq Strengthen Its Economy
Chinese Commerce Minister Bo Xilai and three Iraqi ministers signed a deal June 21 to cancel Iraq’s
approximately $2.85 million in sovereign debt to China’s government. No details were given on the
debt relief and state media reported only that Premier Wen Jiabao told visiting Iraqi President Jalal
Talabani that China would help train Iraqi personnel to upgrade Iraq’s medical and educational
capacities.
6.
Help Iraq Strengthen the Rule of Law
On June 24, Iraqi Judge Muhammad Oraibi al-Khalifa sentenced Saddam Hussein's cousin Ali
Hassan al-Majid and two other former regime officials to death by hanging for their roles in a 1980s
campaign that led to the deaths of 180,000 Kurds. Known as “Chemical Ali”, al-Majid earned his
nickname for his alleged use of chemical weapons against the ethnic minority during efforts to crush a
rebellion in the north." The court convicted al-Majid of genocide, crimes against humanity and war
crimes for ordering army and security services to use chemical weapons in a large-scale offensive
that killed or maimed thousands.

International Support for Iraq
Gordon Brown assumed leadership of Britain's Labor Party June 24, paving the way for him to take
over as prime minister later in the week. Brown did not confirm any plans for additional withdrawals of
UK forces, but did commit that Britain would “learn lessons that need to be learned” from Iraq.
8.
Strengthen Public Understanding of Coalition Efforts and Public Isolation of the Insurgents
The United Nations Children’s Fund denounced the neglect and abuse of children in a Baghdad
orphanage as “totally unacceptable” June 22 and urged the Iraqi government to carry out a review of
all children’s care homes as soon as possible.

PM Maliki Amends Comments on Arming Sunni Tribes
• Iraqi Prime Minister Maliki insisted that he supports the U.S. tactic of arming Sunni Arab
tribes to battle insurgents in Iraq. The statement given by his office differed from
comments published last week, however, Maliki expanded on his earlier statements by
noting, “The (Iraqi) government does not fear the arming of tribes but fears the
appearance of new militias. It is essential that all these activities are under Iraqi control
and done with government supervision.”

Central Bank’s US Dollar (USD) Currency Auction:
• The following table shows volume sold of and exchange rates for USD in the Iraqi currency auction since April. Since
September, the Central Bank of Iraq (CBI) has slowly appreciated the dinar, as suggested by the IMF, in an effort to rein in
galloping inflation. There are early signs that this effort may have begun to bear fruit, as year-to-date inflation is 2.8%,
which projects a pace well below the IMF annual target of 30%. However, this decline in the rate of inflation may be
temporary, as the CBI has slowed its appreciation of the currency and the rate of inflation (particularly for energy prices)
typically picks up in the second half of the year.

• The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20. The bonds were originally issued to
approximately two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement as per Paris Club terms. Iraq’s commercial
debt was approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. The bonds’
current yield of 9.6 percent remains one of the highest in the world for sovereign debt instruments.

China Announces Forgiveness of Iraqi Debt:

According to Iraq’s finance minister, Iraq owes China about $8 billion -- part of the
roughly $60 billion in foreign debt accumulated during the Saddam Hussein era.
(Virtually all of this is owed to Chinese state-owned companies).
Progress in Diyala Province:
•
Economic activity in Khalis improved over the past week and more stores and
shops are open. In addition, the Iraqi Army and Coalition Forces transferred five
billion Iraqi Dinars from the Central Bank in Baghdad to the bank in Khalis, which
was then used to distribute salaries and pensions to government employees.
The economy in the Kurdish-dominated city of Khaniqin in northern Diyala
province is still the best in the province and a housing construction boom is
underway there. Overall, however, the money supply within the province
continues to be limited.

“Chemical Ali” Sentenced to Hang for Kurdish Massacre
• On June 24, Iraqi Judge Muhammad Oraibi al-Khalifa sentenced Saddam Hussein's
cousin Ali Hassan al-Majid and two other former regime officials to death by hanging for
their roles in a 1980s campaign that led to the deaths of 180,000 Kurds. Known as
“Chemical Ali”, al-Majid earned his nickname for his alleged use of chemical weapons
against the ethnic minority during efforts to crush a rebellion in the north. The court
convicted al-Majid of genocide, crimes against humanity and war crimes for ordering
army and security services to use chemical weapons in a large-scale offensive that killed
or maimed thousands.
• Former Defense Minister Sultan Hashim Ahmad al-Tai and Deputy Director of Army
Operations Hussein Rashid Mohammed were also sentenced to death. Military
intelligence leaders Farhan Mutlaq Salih and Sabir al-Duri were sentenced to life in
prison.
Iraqi Correction Officers Receive Training in Jordan
• About 2,400 guards are due to be trained at the $110 million facility the U.S. has built in
Mawaqqar (20 miles east of Amman, Jordan). During the past three years, the 560-acre
training center graduated about 50,000 Iraqi police cadets before the mission shifted to
preparing prison guards.

Gordon Brown is to be Elected Leader of the Labor Party:
• Gordon Brown assumed leadership of Britain's Labor Party June 24, paving the way for
him to take over as prime minister later in the week. Brown did not confirm any plans for
additional withdrawals of UK forces, but did commit that Britain would "learn lessons that
need to be learned" from Iraq, adding that Britain's future foreign policy would "reflect the
truth that to isolate and defeat terrorist extremism now involves more than military force."
UN to Assist in Rebuilding of Shia Shrine:
• The United Nations has agreed to help Iraq rebuild the al-Askari shrine after a
memorandum of understanding was signed in Jordan. A UNESCO spokesman said $8.4
million had been budgeted for the work, of which $3 million would come from the Iraqi
government and the remainder from UN funds.
IRCS Sites Infrastructure Damage as Hampering Humanitarian Missions:
• The Iraqi Red Crescent Society (IRCS) claims that the delivery of humanitarian aid is
being hampered as bridges and key transportation arteries come under attack from
insurgents.
UN Refugee Agency Says Palestinians Who Fled Iraq Desperately Need Aid:
• A UNHCR team visited al-Walid camp, home to over 1,000 Palestinians on the Iraqi-Syria
border and cited an urgent need for medical care. The team also called for international
assistance to find an immediate humanitarian solution.

Jordan to Host Conference on Iraqi Refugees:
• Jordan will host a conference in July for nations sheltering hundreds of thousands of
Iraqis who have fled the violence in their country. Regional countries -- mainly Jordan,
Syria and Iraq, as well as the United Nations, will take part in the conference that will
discuss ways of helping these states cope with burdens caused by Iraqi refugees.
Iran Accuses U.S. of Damaging Iran-Iraq Relations:
• Iran’s Ayatollah Ali Khamenei told Iraqi President Jalal Talabani that the U.S. opposes
improvement in relations between Iran and Iraq but that both countries should resist the
damage. Iran’s Deputy Foreign Minister said that the next U.S.-Iran meeting to discuss
Iraq was also addressed at the meeting. Iran has stated that it will favorably consider the
Iraqi request but not make a decision until after the U.S. accepts the proposal.

UNICEF Denounces Neglect of Iraq Orphanage:

• The United Nations Children’s Fund denounced the neglect and abuse of children in a
Baghdad orphanage as “totally unacceptable” June 22 and urged the Iraqi government to
carry out a review of all children’s care homes as soon as possible.
• A CBS report broadcasted June 18 showed the poor state of the al-Hanan orphanage in
Baghdad. U.S. and Iraqi forces uncovered the government-run facility for children with
special needs.
Journalist Killed:
• Officials said that Iraqi journalist Zina Shakir Mahmud was shot to death in Mosul July 24,
becoming the second female journalist to be killed in the city this month.
• Mahmud, a former radio broadcaster, was writing about women’s affairs for the al-Haqiqa
newspaper, an organ of the Kurdistan Democratic Party, according to Abd al-Ghani Ali
Yahya, head of the Journalists Union of Kurdistan.
New Radio Station:
• The Anbar Agriculture Radio Show was initiated for programming on Ramadi radio
station 94.3FM. The format will be entirely in Arabic as taped by professional radio
broadcasters in Baghdad, then sent to stations wanting to air the show. It will be
broadcast twice daily; once before the translated BBC International News in the morning,
and then replayed again after the same news spot in the evening.
