Help Iraqis to Forge a National Compact for Democratic Government The Iraqi Cabinet is a step closer toward completing work on the law by approving one part of the legislative package that was sent forward to Parliament. The proposed measure lays out the role of a new powerful federal oil and gas council, which will review all contracts and determine oil and gas sector policy. 4. Help Iraq Build Government Capacity and Provide Essential Services Residents will receive electrical service from the completed U.S.-funded Rehabilitate Fedaliyah project. The completed facility will serve up to 30,000 people. 3 UNCLASSIFIED July 11, 2007 UNCLASSIFIED Highlights D E P A R T M E N T O F S T A T E 5. Help Iraq Strengthen Its Economy Salah al-Din Province has obligated 34% of its 2007 capital budget on 118 projects, of which 89 are already under way. Basrah Province has obligated approximately 45% of its budget on 115 projects. Kirkuk Province has obligated 28% of its budget on 128 projects. All three provinces are well ahead of the August 1 deadline to obligate 25% of the capital budget. While these are encouraging developments, potential roadblocks, such as the difficulty of transferring funds to the provinces, remain. 6. Help Iraq Strengthen the Rule of Law The Central Criminal Court of Iraq (CCCI) convicted 46 individuals June 10-21 for violations of the Iraqi Terrorist Law, Penal Code and Coalition Provisional Authority Orders enforced by the Iraqi judiciary. 7. International Support for Iraq Iraqi Foreign Minister Hoshyar Zebari invited Iranian and U.S. officials to a second round of talks concerning Iraq security. The invitation was extended after a press conference of the consular meeting with five Iranians being kept in Baghdad and Iran's President Mahmoud Ahmadinejad stating Iran was ready to hold more talks with the U.S. over stabilizing Iraq. 8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of the Insurgents The self-proclaimed Islamic State of Iraq has given Iran a two-month ultimatum to stop meddling in Iraqi affairs or face all-out war, according to an audiotape posted on the Internet June 9. “We give... the leaders of Iran a period of two months to stop all forms of support to the rejectionists of Iraq, and stop direct and indirect interference in the affairs of the Islamic state,” said a voice attributed to the group’s leader, Abu Umar al-Baghdadi. 4 UNCLASSIFIED July 11, 2007 UNCLASSIFIED [1.] Defeat the Terrorists and Neutralize the Insurgency Operation Arrowhead Ripper Continues Clearing Out Insurgents: D E P A R T M E N T O F • As part of Operation Arrowhead Ripper, Iraqi Army and Coalition Soldiers from Task Force Lightning are continuing offensive operations in and around Baqubah, the capital of Iraq’s Diyala province, to deny resources to al-Qaida terrorists in the area. • The deputy commander of operations for Task Force Lightning and Multi-National Division-North, Brigadier General Bednarek, reports Arrowhead Ripper has surpassed the initial tactical objectives in western Baqubah, clearing the active al-Qaida operatives from the western part of the city. Since September, the Central Bank of Iraq (CBI) has slowly appreciated the dinar, as suggested by the IMF, in an effort to rein in galloping inflation. There are early signs that this effort may have begun to bear fruit, as year-to-date inflation is 2.8%, which projects a pace well below the IMF annual target of 30%. However, this decline in the rate of inflation may be temporary, as the CBI has slowed its appreciation of the currency and the rate of inflation (particularly for energy prices) typically picks up in the second half of the year. $30.0 $20.0 1,300 $10.0 $0.0 J Juul 9 l Ju 16- 1 3 Ju J l 2 - 2 l 3ul 3 - 0 1 26 25 - A Au 30 A ug g 7 u A A g 8u u 11 1 g g 0 S 3 2 S ep 0 - 3 22 e 6 SS p 1 - ep29 ep 3 S e 5 2 -S p S 1 - ep 12 ep S 1 O 26 ep 9 O ct - 25 ct 3 O O 1 - O ct ct 1 c 2 1 - t N 9 Oc 10 N ov O t 1 o 4 ct 8 v 8 N 29 - o NN N v o o ov 7 D v 2v 1 1 D ec 9 - 5 - 4 ec 6 D 2 D 1 - D ec8 ec 3 e 1 - c Ja 20 De 12 Ja n - D c 1 n 8 e 8 Ja 1 - J c n 7 - an 26 Ja 23 Ja 16 - n F n 3 Ja 22 e 0 n F b6 - 2 eb - F 9 F 1 Feeb eb 4 b 5 F 21 Fe 13 eb - b F 2 M 28 eb 0 ar 2 7- Ma 7 M r M arM ar 6 1 2a M 2-r 1 3 ar M4A 2 a2 A p 8- r 20 p r A 7 r 3 A 10 - Apr p - p 2 A r 1 Ap r 8 p 7- r r A 1 M 24 pr 6 M ay -A 23 p a M y 2- r 3 a 9 M M y -M a 0 ay 16 a y y 8 M 23 -M 1 Juay - May 5 2 J n 30 a 2 Juun e 6 -J y 2 u n e -J n 9 Ju e 17 un e n 20 -J e 14 e - u 3 26 J ne u 1 Ju - J ne 9 Ju ly un 25 e ly 1 8 - J 28 - u Ju ly ly 5 10 S T A T E US $ Sold (Weekly Avg) 1,250 The New Iraqi Dinar (NID) exchange rate line is calculated as a weekly weighted average (NID/USD) 14 UNCLASSIFIED July 11, 2007 UNCLASSIFIED [5.] Help Iraq Strengthen Its Economy – Securities Markets Trading of Iraqi Bonds on the International Secondary Bond Market: Iraqi Commercial Bond Sales June 2, 2006 - July 6, 2007 11.00% $70.00 $68.00 10.50% $66.00 10.00% $64.00 9.50% $62.00 Yield Percentage O F • The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20.
