1.
Defeat the Terrorists and Neutralize the Insurgents
The number of caches found and cleared continue to grow, with the number seized in the first six
months of 2007 greater than all of 2006 combined. In the last week alone, Coalition and Iraqi
Security Forces seized more than 120 weapons caches. Leads and tips from Iraqi citizens are
responsible for leading to the discovery of many of the caches. The current number of tips received
per month, approximately 23,000, is nearly four times as many as the number from this time last
year.
2.
Transition Iraq to Security Self-Reliance
Iraq’s 25,000+ member National Police is in the second of a four-phase transformation program to
help them become a proficient, loyal law enforcement organization that serves all of Iraq’s citizens.
The first phase of the program, initiated by General Casey in 2006, was an overall look at operations.
The second phase, being conducted now and due to conclude October 10, is a month-long training
program for each national police brigade. About 75% of the curriculum teaches students how to
perform law enforcement duties in a democracy, while the other 25% focuses on tactical skills, such
as patrolling, cordon-and-search operations, and conducting checkpoints.
3.
Help Iraqis to Forge a National Compact for Democratic Government
All six ministers from Iraq's largest Sunni bloc tendered their resignation from the Prime Minister’s
coalition government August 1 following a month-long spat. The decision by the Tawafuq Party
effectively ends any claim by the Shiite-dominated coalition to be a government of national unity, and
strikes another blow at Iraq's already faltering program of national reconciliation.
4.
Help Iraq Build Government Capacity and Provide Essential Services
The Governor of Karbala hosted a regional municipality conference focused on improving service
delivery with the participation of delegations from Wasit, Najaf, Diwaniyah and Babil. The
delegations presented best practices on public works and established a regional municipality
coordination committee.

Help Iraq Strengthen Its Economy
The Council of Representatives (CoR) approved four World Bank loan agreements July 29 for
highway reconstruction, hydro-electric power plants in Dokan and Darbandkhan, education projects,
and electricity-related reconstruction. These agreements were signed by the Minister of Finance in
April, approved by the Council of Ministers July 3.

Help Iraq Strengthen the Rule of Law
In Baghdad, the Iraqi government has established a well fortified compound to shelter judges and their
families and secure the trials of some of the most dangerous suspects. The Rule of Law Complex, as
it is known, is in the Baghdad neighborhood of Rusafa and incorporates the existing Baghdad Police
Academy and Rusafa Jail. Since beginning operations in May, it has received over a thousand pretrial detainees from over-crowded Iraqi facilities, held judicial reviews of 1,470 cases, and begun
holding trials. To date, it has tried 43 suspects. The Ministry of Finance has signed a $48.8M Letter
of Offer and Acceptance, committing the GOI to fund the operations of the Complex fully from August
1, 2007 to December 31, 2007.

International Support for Iraq
Saudi Arabia pledged August 1 to explore opening diplomatic relations with the Shiite-led government
in Iraq, an endorsement long sought by the United States. The Saudi Foreign Minister, Prince Saud
al-Faisal, told the visiting U.S. Secretaries of State and Defense that his country would soon send a
diplomatic mission to Baghdad to "explore how we can start an embassy in Iraq.“ Saudi Arabia has
had strained relations with the Iraqi government of Prime Minister Nuri Kamal al-Maliki and has not
hidden its suspicions that Maliki does not have the interests of the Sunni minority of Iraq at heart.
8.
Strengthen Public Understanding of Coalition Efforts and Public Isolation of the Insurgents
Iraqi television channels broadcast images of united Iraqis celebrating the national soccer team’s win
over Saudi Arabia, earning the country’s first Asian Cup title.

• Rear Admiral Mark Fox, Deputy Spokesman for Multi-National Forces-Iraq, stated July 30
that Iraqi Security Forces (ISF) and Coalition Forces (CF) have established a degree of
tactical momentum, pressuring former sanctuaries in the Baghdad Belts, around Ramadi,
and in and around Baquba. These operations are denying al-Qaida in Iraq (AQI) the
freedom of movement and disrupting extremist secret cells, while increasing the
confidence of the local citizens in the CF and ISF.
Number of Caches Found Continues to Grow:
• The number of caches found and cleared continue to grow. In the last week, CF and ISF
seized more than 120 weapons caches.
• A noteworthy part of last week’s total - ISF conducted a raid in al-Nasiriya July 24,
seizing a cache that included 42 IEDs - each weighing approximately 15 kilograms approximately 400 rockets of various calibers, 70 mortar rounds, and 11 heavy
machine guns.
• The number of weapons caches seized in the first six months of 2007 is greater than all
of last year combined.
• Leads and tips from Iraqi citizens led to the discovery of many of the caches.
Additionally, there are nearly four times as many tips received now, at approximately
23,000 tips a month, compared to this time last year.

Iraq’s National Police in Second-Phase of Specialized Training:
• The deputy commander for professional development and training for the Civilian Police
Assistance Team, Colonel Mark French, stated that Iraq’s 25,000 plus member National
Police are in the second of a four-phase transformation program to help them become a
proficient, loyal law enforcement organization that serves all of Iraq’s citizens.
• The first phase of the program, initiated by General Casey in 2006, was an overall look at

Iraqi Army Soldiers Complete Combat Lifesaver Course:
• Fifteen Iraqi Army soldiers, ranging in rank from private first class to warrant officer,
graduated from the first Iraqi Ground Forces Command (IGFC) Combat Lifesaver Course
(CLC) at Camp Victory, Iraq July 29.

• All six ministers from Iraq's largest Sunni bloc tendered their resignation from the
Prime Minister coalition government on Wednesday following a month-long spat.
The decision by the National Accord Front effectively ends any claim by the Shiitedominated coalition to be a government of national unity, and strikes another blow
at Iraq's already faltering program of national reconciliation. Vice President Tariq alHashemi will remain and the bloc's 44 parliamentarians will return to the Council of
Representatives in September after its summer recess, where they will swell the
already growing ranks of the opposition.
Iraqi Parliament Takes Recess:
• Iraq’s Parliament headed into a month-long summer recess July 30, halting work
despite calls from the U.S. and Prime Minister Maliki for lawmakers to shorten their
break to push through important legislation. Iraqi representatives defended the
decision to take off until September 4, saying they had already cut their scheduled
two-month summer break in half and extended their work week from three to six
days.

from the electricity grid was six percent below 2006; it met 46 percent of total electricity demand,

Electricity:
•
Electricity availability for the past week in Diwaniyah totaled 76 hours and in Najaf 42
hours. Diwaniyah’s enhanced availability presumably results from the province’s
decision to disconnect the equipment controlled by the central government that limits
the amount of electricity received by the province.
•
The Ministry of Electricity announced a USD 49 million contract with a German
company to renovate the Najaf power plant. The provincial government considers the
lack of electricity to be a critical problem.

Karbala's elected officials seem to be more publicly pursuing reconstruction efforts,
perhaps in preparation for elections. The Governor hosted a regional municipality
conference focused on improving service delivery with the participation of delegations
from Wasit, Najaf, Diwaniyah and Babil. The delegations presented best practices on
public works and established a regional municipality coordination committee.
Conference outcomes included a decision to privatize waste collection and to increase
private sector involvement in public service delivery. The five provinces appealed to the
central government for assistance; the committee's first task is to develop multiprovincial projects such as transfer stations, landfills and recycling centers.
Water:
•
Area residents of Taji will receive improved water service from the completed U.S.funded WTP & Network project, in Taji, Sabal Bour, Baghdad province.

Central Bank’s US Dollar (USD) Currency Auction:
• The following table shows volume sold of and exchange rates for USD in the Iraqi currency auction since April. Since
September, the Central Bank of Iraq (CBI) has slowly appreciated the dinar, as suggested by the IMF, in an effort to rein in
galloping inflation. There are early signs that this effort may have begun to bear fruit, as year-to-date inflation is 2.8%,
which projects a pace well below the IMF annual target of 30%. However, this decline in the rate of inflation may be
temporary, as the CBI has slowed its appreciation of the currency and the rate of inflation (particularly for energy prices)
typically picks up in the second half of the year.

approximately two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement as per Paris Club terms. Iraq’s commercial

• The Iraqi-American Chamber of Commerce and Industry hosted a conference,

“Rebuilding Iraq by Iraqi Hands,” July 24-25 in Baghdad’s International Zone. The

conference put forward a strategy for rebuilding Iraq while empowering local firms
economically and technologically. Co-sponsors were Multi-National Corps-Iraq (MNC-I)
and the Army Corps of Engineers. A mix of Iraqi and U.S. speakers addressed a range
of topics from “Prospects for Economic Growth in Iraq” to “Facilitating Business in Iraq.”
MNC-I speakers discussed the importance of the Mission’s vocational-technical training
program and the Mission’s efforts to promote its “Iraq First” program, which provides Iraqi
companies with contracting opportunities with MFC-I.
Speakers also addressed the issues of expanding educational opportunities for Iraqis at
home and abroad, revitalizing the private sector, and establishing a skilled workforce
through the use of vocational schools. The problem of unemployment among both the
uneducated and the elite (university-educated Iraqis) was also addressed. Local and
MNC-I press covered the event.

An Iraqi diplomat said that Jordan and Iraq will meet next month to discuss the settlement
of all joint economic issues between the two countries; adding that a joint Iraqi-Jordanian
committee will also meet next month in Amman to develop mechanisms for increasing
economic cooperation, especially trade and investment.
Iraq’s approximately $1.3 billion debt to Jordan represents a commercial debt to Jordan’s
Central Bank representing the costs of goods exported to Iraq by Jordanian merchants.

Justice Taking Place in the Rule of Law Complex:
• In Baghdad, the Iraqi government has established a well fortified compound to
shelter judges and their families and secure the trials of some of the most
dangerous suspects. The Rule of Law Complex, as it is known, is in the Baghdad
neighborhood of Rusafa and incorporates the existing Baghdad Police Academy
and Rusafa Jail. Since beginning operations in May, it has received over a
thousand pre-trial detainees from over-crowded Iraqi facilities, held judicial reviews
of 1,470 cases, and begun holding trials. To date, it has tried 43 suspects. The
Ministry of Finance has signed a $48.8M Letter of Offer and Acceptance,
committing the GOI to fund the operations of the Complex fully from August 1 to
December 31, 2007.
• The Iraqi government will take over the cost of protecting and operating the
complex next month and has approved $49 million for the effort. The hope is that a
network of legal complexes will be established in other parts of Iraq, starting with
the capital of Anbar province, Ramadi, where work is expected to begin in the next
several months.

Saudi Arabia to Consider Diplomatic Ties with Iraq:
• Saudi Arabia pledged August 1 to explore opening diplomatic relations with the
Shiite-led government in Iraq, an endorsement long sought by the United States.
The Saudi Foreign Minister, Prince Saud al-Faisal, told the visiting U.S. Secretaries
of State and Defense that his country would soon send a diplomatic mission to
Baghdad to "explore how we can start an embassy in Iraq.“ Saudi Arabia has had
frosty relations with the Iraqi government of Prime Minister Nuri Kamal al-Maliki and
has not hidden its suspicions that Maliki does not have the interests of the Sunni
minority of Iraq at heart.
Denmark to Transfer Responsibilities:
• Denmark, which is currently withdrawing its troops from Iraq, was due to transfer its
responsibilities in Southern Iraq to the Iraqi and the British Armies in early August.
Denmark recently sent a unit of four helicopters and about 50 soldiers who will do
aerial recognition to support the Iraqis and the British over the next five months,
according to a statement of the FKO.

• Jordan and Syria stated during a conference on Iraqi refugees that they have been
abandoned by the West to deal with the massive burden of more than two million

urgent calls for help on expanded resettlement opportunities in the West, as well as
financial assistance.
President Bush and Gordon Brown Present United Front:
• President Bush and the new British Prime Minister, Gordon Brown, presented a
united front during a press conference at Camp David, re-affirming that the “special

Soccer Victory Lifts Iraqis:
• The Iraqi national soccer team won a 1-0 win over Saudi Arabia to become Iraq’s
first-ever Asian Cup champion July 28. Hundreds of thousands of Iraqis poured into
the streets in a outburst of good feeling and national pride, demonstrating a unity
welcomed throughout the country.
• Iraqi television channels broadcast images of the celebration for hours. Parades
clogged streets from Irbil to Karbala, from Basra to Mosul, from Ramadi to
Baghdad. In Irbil, a city in the Kurdish region in northern Iraq, Kurds mixed freely
with Arabs displaced from other parts of the country. Though Kurds have often
sought to disassociate themselves from the turmoil in the rest of Iraq, thousands
chanted “Iraq! Glorious Baghdad!” in the streets after the game.
• “We are all one today, with one heart for Iraq and against terrorism,” said Mahmoud
Fadhil, a displaced Baghdad resident who now lives in Irbil. “Look, over here there
are Sunnis, Shiites, Kurds, Christians, all of them with one heart today.”
