D u r i n g t h e f i r s t e l e v e n d a y s o f J u l y t h e r e was no g r e a t improvement o r d e t e r i o r a t i o n i n t h e s i t u a t i o n . During t h a t p e r i o d , b a n d i t s were r e s p o n s i b l e f o r 26 m u r d e r s , a l l b u t o n e o f them n o n - E u r o p e a n , i n c o u n t r y d i s t r i c t s m a i n l y i n t h e e s t a t e s o f P e r a k and J o h o r e . T h e r e was no l a r g e - s c a l e o p e r a t i o n b y t h e b a n d i t s u n t i l 1 2 t h J u l y , when t h e r e o c c u r r e d t h e i n c i d e n t at B a t u Arang, the s i t e of t h e o n l y c o a l mine i n M a l a y a , i n which a band a t t a c k e d t h e v i l l a g e and murdered f o u r people. No i m p o r t a n t i n c i d e n t h a s o c c u r r e d i n t h e f e w d a y s s i n c e t h e B a t u A r a n g r a i d , t h o u g h t h e r e were t h r e e m u r d e r s on the f o l l o w i n g day, 1 3 t h J u l y . M e a s u r e s t o meet t h e Situation 3. The a u t h o r i t i e s i n M a l a y a and S i n g a p o r e have c o n t i n u e d t h e i r a c t i o n t o improve t h e means o f p r o t e c t i o n and c o u n t e r ­ attack against t e r r o r i s t s . The f o l l o w i n g a d d i t i o n a l m e a s u r e s have now b e e n t a k e n . F e d e r a t i o n o f Malaya: ( i ) ( i i ) ( i i i ) The r e g u l a r p o l i c e f o r c e i s t o b e e x p a n d e d b y 3 , 0 0 0 l o c a l o t h e r r a n k s and 85 o f f i c e r s , m o s t of whom w i l l be l o o k e d f o r f r o m t h e P a l e s t i n e P o l i c e . A c o n s i d e r a b l e a d d i t i o n a l force of S p e c i a l Constabulary i s being raised c o n s i s t i n g of voluntary part-time c o n s t a b l e s , and p a i d f u l l - t i m e c o n s t a b l e s . The p r e s e n t s t r e n g t h of the S p e c i a l Constabulary i s b e t w e e n two and t h r e e t h o u s a n d : the u l t i m a t e t a r g e t w i l l be i n t h e r e g i o n of s i x t h o u s a n d . T h i s p l a n w i l l r e q u i r e up t o 5 0 0 P a l e s t i n e constables for training, inspection, e t c . A scheme h a s b e e n drawn u p b y G . O . C . , M a l a y a D i s t r i c t , f o r t h e f o r m a t i o n of j u n g l e u n i t s f o r o f f e n s i v e operations against g u e r i l l a s in the jungle. Pour 240 u n i t s a r e t o be r a i s e d i n i t i a l l y . Each u n i t i l l "be o f f i c e r e d b y e x - o f f i c e r s o f F o r c e 1 3 6 , w h e r e a v a i l a b l e , and b o t h Malays and Chinese w i l l be recruited. The f o r c e , w h i c h I s b e i n g g i v e n t h e c o d e name " F e r r e t " , i s t o b e r a i s e d u n d e r E m e r g e n c y R e g u l a t i o n s , b u t w i l l be a d m i n i s t e r e d b y t h e Malay Regiment and t r a i n e d a t t h e Malay Regiment H.Q. a t P o r t D i c k s o n . iTo p u b l i c i t y i s b e i n g g i v e n t o t h e r a i s i n g of t h i s f o r c e . This w i l l p r o b a b l y make n e c e s s a r y t h e r a i s i n g of a t h i r d B a t t a l i o n of t h e M a l a y R e g i m e n t ; this q u e s t i o n i s s t i l l b e i n g s t u d i e d by the A c t i n g High Commissioner and h i s a d v i s e r s . A . F . R e g i m e n t ( M a l a y a ) now e m p l o y e d o n s t a t i c g u a r d d u t i e s , c a n b e r e l e a s e d f o r operational roles. I n a d d i t i o n some- h , 0 0 0 G u r k h a t r o o p s now used as guards at s t r a t e g i c p o i n t s could be r e t u r n e d for further training.) Singapore: ( v ) ( v i ) The s i t u a t i o n i n S i n g a p o r e h a s u p t o now b e e n a good d e a l l e s s d i f f i c u l t t h a n i n t h e F e d e r a t i o n , t h o u g h t h e r e i s e v i d e n c e t h a t we m u s t b e p r e p a r e d f o r t h e p o s s i b i l i t y of t r o u b l e . The G o v e r n o r i s r e c r u i t i n g twenty-five a d d i t i o n a l commissioned p o l i c e o f f i c e r s , o f whom o n e w i l l b e a G u r k h a l i ­ s p e a k i n g o f f i c e r , four w i l l be l o c a l l y promoted A s i a t i c i n s p e c t o r s , and twenty o f f i c e r s s e l e c t e d from t h i s c o u n t r y . I am e n d e a v o u r i n g t o o b t a i n a s m a n y a s p o s s i b l e f r o m among t h e r a n k s of t h e former P a l e s t i n e P o l i c e . I n a d d i t i o n 600 s p e c i a l c o n s t a b l e s a n d a c o n s i d e r a b l e number of u n p a i d p a r t - t i m e v o l u n t e e r s a r e being­ raised in Singapore. Three iteras a r e causing a l i t t l e d i f f i c u l t y which w i l l , i hope, be q u i c k l y overcome. T h e M a l a y a n a u t h o r i t i e s a s k e d me f o r 1 0 , 0 0 0 c a r b i n e s . These are not obtainable in t h i s quantity: I h a v e a s k e d them t o a c c e p t S t e n s o r L a n c h e s t e r s i n s t e a d a n d ana a w a i t i n g t h e i r r e p l y . T h e y h a v e j u s t a s k e d me f o r 200 m o b i l e v / i r e l e s s s e t s and. s u p p l y p o s s i b i l i t i e s are under urgent i n v e s t i g a t i o n .
