Introduction
The E d u c a t i o n P o l i c y C o m m i t t e e have now c o n s i d e r e d the
m a i n r e c o m m e n d a t i o n s of a r e p o r t of the Central A d v i s o r y Council
for E d u c a t i o n (England) u n d e r the c h a i r m a n s h i p of Sir G e o f f r e y C r o w t h e r
and with the a g r e e m e n t of the M i n i s t e r of E d u c a t i o n the S e c r e t a r y of
State for Scotland and m y o t h e r c o l l e a g u e s c o n c e r n e d I s u b m i t for the
a p p r o v a l of the Cabinet the C o m m i t t e e ' s c o n c l u s i o n s . T h e r e p o r t
i s to b e d e b a t e d i n t h e H o u s e of C o m m o n s o n 21st M a r c h a n d i n t h e
H o u s e o f L o r d s o n 2 3 r d M a r c h . P a r a g r a p h s 8-11 b e l o w g i v e the l i n e

T h e r e c o m m e n d a t i o n s w h i c h h a v e a r o u s e d the g r e a t e s t
i n t e r e s t a n d a r e t h e m o s t l i k e l y to b e u s e d b y t h e O p p o s i t i o n a s a t e s t
of o u r g o o d i n t e n t i o n s a r e that w e s h o u l d ; ­

r e - a f f i r m the p r i n c i p l e of c o m p u l s o r y f u l l - t i m e e d u c a t i o n
up to the a g e of s i x t e e n , and announce n o w that w e w i l l r a i s e the a g e
i n 1 9 6 6 , 1967 o r 1 9 6 8 ;

r e - a f f i r m the p r i n c i p l e t h a t t h e r e s h o u l d b e c o m p u l s o r y
p a r t - t i m e e d u c a t i o n u p to t h e a g e of e i g h t e e n f o r a l l t h o s e n o t at s c h o o l ,

B o t h t h e s e p r i n c i p l e s a r e e m b o d i e d i n t h e E d u c a t i o n A c t o f 1944 a n d s o
w e a r e being a s k e d to a g r e e to a p r o g r a m m e that w i l l fully i m p l e m e n t
the Act.

The m o s t p r e s s i n g n e e d of the e d u c a t i o n s e r v i c e today i s
a r e d u c t i o n i n t h e s i z e o f c l a s s e s . W e a r e c o m m i t t e d t o t h i s by t h e
E d u c a t i o n A c t of 1 9 4 4 , b y r e p e a t e d d e c l a r a t i o n s o f p o l i c y s i n c e 1951,
and by p l e d g e s g i v e n in the G e n e r a l E l e c t i o n that o v e r - s i z e c l a s s e s
w o u l d be e l i m i n a t e d b y 1 9 6 5 .

H o w e v e r we s t r a i n effort or r e s o u r c e s we m u s t r e a l i s e
t h a t w e c a n n o t e a s i l y c a r r y out t h e s e p l e d g e s . If w e w e r e t o p r o v i d e
n o m o r e t r a i n i n g c o l l e g e p l a c e s , w e c o u l d not f u l f i l t h e m e v e n i n t h e
l i f e of the next P a r l i a m e n t , and w e could o n l y r a i s e the a g e if w e w e r e
p r e p a r e d t o s e e t h r e e - q u a r t e r s of a m i l l i o n c h i l d r e n s t i l l i n o v e r - s i z e
classes.

If w e put i n h a n d n o w t h e p r o v i s i o n o f 8 , 0 0 0 e x t r a p l a c e s ,
t h e n w e c a n e i t h e r e l i m i n a t e o v e r - s i z e c l a s s e s , o r put o u r s e l v e s i n
a p o s i t i o n to r a i s e t h e s c h o o l l e a v i n g a g e b y 1 9 7 0 , w i t h o u t a n i n t o l e r a b l e
s l o w i n g d o w n of t h e p r o c e s s of r e d u c i n g c l a s s s i z e s .

M o r e g e n e r a l l y , w e should, for the f i r s t t i m e s i n c e the w a r ,
g a i n the i n i t i a t i v e in t e a c h e r supply and be a b l e to m e e t f u r t h e r d e m a n d s
u p o n it ( i n c l u d i n g t h o s e f r o m t h e C o m m o n w e a l t h ) , w h i c h a l l p a s t
e x p e r i e n c e s u g g e s t s we should expect.

T h e s e a d d i t i o n a l p l a c e s w o u l d i n v o l v e a c a p i t a l c o s t of
about £12. 5 m i l l i o n s s p r e a d o v e r four y e a r s s t a r t i n g i n 1962, and a
r e c u r r e n t annual e x p e n d i t u r e of about £ 4 . 5 m i l l i o n s f r o m 1965.
It i s e s t i m a t e d t h a t w i t h o u t t h e a d d i t i o n a l p l a c e s t h e t o t a l b i l l f o r
education will, a s a result of our existing p o l i c i e s , be i n c r e a s e d
by a b o u t 50 p e r c e n t by 1 9 6 9 - 7 0 : t h e c o s t o f t h e n e w p l a c e s a n d o f t h e
t e a c h e r s who would e m e r g e f r o m t h e m would add to t h i s a f u r t h e r
1 t o 2 p e r c e n t . A b o u t t w o - t h i r d s of a l l t h i s e x p e n d i t u r e w o u l d f a l l
on the E x c h e q u e r .

T h e C o m m i t t e e o n Education P o l i c y a r e s a t i s f i e d that t h e s e
p r o p o s a l s a r e r e a l i s t i c and j u s t i f i e d , w h a t e v e r d e c i s i o n i s taken on
r a i s i n g the l e a v i n g a g e , and r e c o m m e n d their approval.

T h e C o m m i t t e e a c c e p t that we should r e - a f f i r m the
p r i n c i p l e o f c o m p u l s o r y f u l l - t i m e e d u c a t i o n u p to the a g e o f s i x t e e n
a n d t h a t w e s h o u l d a n n o u n c e n o w that w e t h e r e f o r e p r o p o s e to i n t e n s i f y
t h e c a m p a i g n to r e c r u i t m o r e t e a c h e r s a n d to e x p a n d t h e t r a i n i n g
c o l l e g e s by 8 , 0 0 0 p l a c e s . T h i s expansion will also enable us before
t h e e n d of t h i s P a r l i a m e n t t o m a k e a d e c i s i o n a b o u t t h e s c h o o l l e a v i n g
a g e . In t h e m e a n t i m e , w e s h o u l d d o a l l w e c a n t o e n c o u r a g e v o l u n t a r y
s t a y i n g o n at s c h o o l . We s h o u l d s a y that t h e y e a r f r o m 15 t o 16 w i l l
f o r s o m e b o y s a n d p o s s i b l y g i r l s be b e t t e r s p e n t i n a f u l l - t i m e c o u r s e
in a t e c h n i c a l c o l l e g e rather than in a school.

On t h i s t h e C o m m i t t e e c o n s i d e r t h a t c h a n g e s i n s o c i a l
c o n d i t i o n s s i n c e the w a r , the e a r l i e r m a t u r i t y of b o y s and g i r l s and
the g r e a t i n c r e a s e in v o l u n t a r y a t t e n d a n c e at p a r t - t i m e d a y c l a s s e s
have significantly altered the situation.
T h e y e x p e c t that d e v e l o p m e n t s
during the n e x t t e n y e a r s o r so w i l l a c c e n t u a t e t h o s e c h a n g e s .

T h e C o m m i t t e e a l s o c o n s i d e r that the d e v e l o p m e n t s i n c e
1956 o f l o c a l c o l l e g e s o f f u r t h e r e d u c a t i o n w h i c h p r o v i d e a l l t y p e s
o f c o u r s e f o r t h e u n d e r t w e n t i e s m a k e s i t d e s i r a b l e to m o d i f y the
o b j e c t i v e o f a c o m p l e t e and s e p a r a t e r a n g e of i n s t i t u t i o n s c a l l e d
c o u n t y c o l l e g e s . If n u m b e r s i n t h e l e s s v o c a t i o n a l c o u r s e s g r o w
v e r y f a s t , t h e r e m a y b e a n e e d for s o m e i n s t i t u t i o n s w h o l l y d e v o t e d
t o s u c h c l a s s e s , but, i n g e n e r a l , t h e C o m m i t t e e c o n s i d e r t h a t t h e
l o c a l c o l l e g e s o f f u r t h e r e d u c a t i o n ( o f w h i c h 300 a r e a l r e a d y a v a i l a b l e )
f o r m a natural f o c u s for the d e v e l o p m e n t of "County C o l l e g e " w o r k .
T o g e t h e r with v i l l a g e c o l l e g e s (on the C a m b r i d g e s h i r e m o d e l ) , youth
c l u b s , Outward Bound s c h o o l s , short r e s i d e n t i a l c o u r s e s , e t c . , t h e r e
w i l l then be available a wide v a r i e t y of opportunities for further
e d u c a t i o n o n a v o l u n t a r y b a s i s to c a t c h t h e i m a g i n a t i o n o f t h e m o d e r n
teenager.

In t h e l i g h t of t h e s e d e v e l o p m e n t s H e r M a j e s t y ' s G o v e r n m e n t
c o n s i d e r i t d e s i r a b l e t o r e - a s s e s s t h e O r i g i n a l c o n c e p t i o n of C o u n t y
C o l l e g e s w h e n w e a r e n e a r e r a c h i e v i n g the o b j e c t i v e s s e t o u t i n t h e
e a r l i e r p a r a g r a p h s of t h i s p a p e r . F u r t h e r w h e n p r o g r e s s h a s b e e n
m a d e o n t h e l i n e s of p a r a g r a p h s 11 a n d 1 2 , a f r e s h l o o k o n t h e
