T h e M i n i s t e r i a l C o m m i t t e e on E c o n o m i c S t r a t e g y h a s r e v i e w e d the o p t i o n s open t o u s to m o d e r a t e the c o n t r a c t i o n of the i n d u s t r y , e a s e h a r d d h i p f o r r e d u n d a n t m i n e r s , and m a i n t a i n s u p p l i e s of c o a l at a l e v e l a d e q u a t e to m e e t f u t u r e u n c e r t a i n t i e s . They approved my p r o p o s a l s for: a. T h e c a n c e l l a t i o n of a b o u t £ 4 7 5 m i l l i o n of t h e N C B ' s d e b t to the E x c h e q u e r . b. R e c u r r e n t g r a n t s of a b o u t £170 m i l l i o n a y e a r of w h i c h the most important are: i. A r e g i o n a l g r a n t of £ 7 0 m i l l i o n a y e a r . ii. R e d u n d a n c y p a y m e n t s of a b o u t £ 3 0 m i l l i o n a y e a r . iii. C o m p e n s a t i o n to t h e e l e c t r i c i t y g e n e r a t i n g b o a r d s f o r b u r n i n g s u r p l u s c o a l (the p r e c i s e s u m to b e a g r e e d b e t w e e n t h e C h a n c e l l o r of t h e E x c h e q u e r and m e ) . 3, T h e C o m m i t t e e a g r e e d t h a t l e g i s l a t i o n s h o u l d now b e i n t r o d u c e d to give effect to t h e s e p r o p o s a l s , and I s h a l l s u b m i t a d r a f t B i l l to t h e Legislation Committee shortly. Y e t , a t t h e same t i m e , t h e r e i s an i n c r e a s i n g a w a r e n e s s t h r o u g h o u t t h e w o r l d of t h e d a n g e r of a s h o r t a g e of t h e of e n e r g y . We i n t h e UK a r e f o r t u n a t e i n h a v i n g l a r g e sources reserves of c o a l i n a d d i t i o n t o t h e more r e c e n t l y d i s c o v e r e d of o i l and g a s i n t h e N o r t h S e a . fields We must e n s u r e t h a t n a t i o n a l a s s e t s a r e w i s e l y u s e d and t h a t t h e c o a l i s given the opportunity to r e e s t a b l i s h i t s e l f , these industry as the supplier of a c o m p e t i t i v e f u e l w i t h o u t b e i n g a p e r m a n e n t b u r d e n on the taxpayer. Third: We p r o p o s e t o w r i t e o f f t h e B o a r d ' s a c c u m u l a t e d deficit a s a t March 1 9 7 3 and t h e amount b y w h i c h t h e B o a r d ' s c a p i t a l assets are a t present overvalued. This w i l l c o n s i d e r a b l y r e d u c e t h e B o a r d ' s i n t e r e s t and d e p r e c i a t i o n Charges. L e g i s l a t i o n w i l l be introduced for these purposes. In the meantime any n e c e s s a r y a d v a n c e s f o r p u r p o s e s a u t h o r i s e d u n d e r t h e Coal A c t s w i l l c o n t i n u e t o b e made from t h e N a t i o n a l Loans F u n d .
