THE LORD P R E S I D E N T OP THE C O U N C I L , i n i n t r o d u c i n g the r e p o r t , emphasised the importance of m a i n t a i n i n g the utmost s e c r e c y , both as regards t h e Committee's recommendations and, i n d e e d , as r e g a r d s t h e f a c t that a P a l e s t i n e Committee of the Cabinet had been constituted. T h e q u o t a o f 75?000 J e w i s h immigrants p e r m i s s i b l e under the p r o v i s i o n s o f the White Paper o f M a y , 1939, was now w i t h i n 3,000 o f e x h a u s t i o n , and i t w a s now a m a t t e r o f u r g e n c y t o r e a c h conclusions as t o a s h o r t - t e r m p o l i c y which would b r i d g e t h e p e r i o d between the complete exhaustion o f the immigration quota and the d e v i s i n g and i m p l e m e n t a t i o n of a l o n g ­ term p o l i c y . The p o s i t i o n was o n e o f g r e a t difficulty a n d we w e r e u n l i k e l y t o e s c a p e c r i t i c i s m w h a t e v e r p o l i c y we a d o p t e d . The p o s i t i o n was a g g r a v a t e d by t h e internal s i t u a t i o n i n P a l e s t i n e which showed s i g n s o f d e t e r i o r a t i o n , Jews and A r a b s a l i k e b e i n g armed and v e r y much o n t h e a l e r t a g a i n s t o n e a n o t h e r . ( i i ) t h a t b e f o r e t h e a p p r o a c h w a s made t o t h e A r a b s , the United S t a t e s Government should be i n f o r m e d o f t h e f a c t t h a t H i s Maje s t y ' s Government were u r g e n t l y c o n s i d e r i n g the f o r m u l a t i o n o f a new l o n g - t e r m p o l i c y for P a l e s t i n e , that they intended to r e f e r t h i s p o l i c y t o t h e "/oriel O r g a n i s a t i o n i n due c o u r s e , and t h a t t h e y p r o p o s e d i n t h e meantime to a c t as in ( i ) and, ( i l l ) t h a t t h e C h i e f s o f S t a f f s h o u l d be a s h e d t o take immediate steps to r e i n f o r c e the Middle East garrison to the extent n e c e s s a r y to meet the m i l i t a r y commitment i n v o l v e d in ( i ) . The p r o p o s a l in t h i s sense r e p r e s e n t e d a material modification of the Report of the P a l e s t i n e Committee. A complete s u s p e n s i o n m i g h t w e l l be r e p r e s e n t e d as being i n c o n s i s t e n t w i t h the s p i r i t of the u n d e r t a k i n g s we h a d g i v e n i n t h e V / h i t e Paper. I t might encourage Arab truculence and labile i t m i g h t e a s e m a t t e r s w i t h the Arabs f o r the actual p e r i o d of the P i l g r i m a g e , i t m i g h t w e l l p r o v e t o be a very expensive concession. While full j u s t i c e s h o u l d be done to Arab c l a i m s , it was p o s s i b l e t o e x a g g e r a t e t h e i r importance. ( b ) We w e r e i n t h e u n f o r t u n a t e p o s i t i o n that w h a t e v e r a c t i o n we t o o k w e w e r e l i k e l y to f i n d o u r s e l v e s exposed to sharp criticism f r o m one s i d e o r t h e o t h e r . I t was i m p o r t a n t in t h i s c o n n e c t i o n , so f a r as p r a c t i c a b l e , to take the U n i t e d S t a t e s w i t h us. //kilo o p i n i o n I n t h a t c o u n t r y w a s a t t h e moment v e r y f r e e i n its c r i t i c i s m o f our p o l i c y i n P a l e s t i n e , the U n i t e d S t a t e s Government had n o t so f a r been p r e p a r e d to a c c e p t any responsibility f o r h e l p i n g i n the h a n d l i n g of the situation. (c) Was i t n o t c l e a r t h a t t h e P a l e s t i n e issue was o n e t h a t w o u l d u l t i m a t e l y h a v e t o g o to the World Organisation? This being s o , w o u l d n o t t h e w i s e c o u r s e , f o r us be t o make i t c l e a r a t o n c e t h a t i t w a s o u r i n t e n t i o n to r e f e r , i t t o the World A declaration of this Organisation? kind should ease the p o s i t i o n as between the A r a b s end o u r s e l v e s , f o r the A r a b s had tended to complain i n t h e past t h a t t h e i r c a s e had n e v e r been p r o p e r l y h e a r d . We s h o u l d b e a b l e t o m a k e i t c l e a r t o them t h a t i f t h e m a t t e r w e n t b e f o r e the World Organisation they would have the f u l l e s t o p p o r t u n i t y o f m a k i n g t h e i r case­ before world opinion. Equally, a d e c l a r a t i o n i n t h i s s e n s e s h o u l d h e l p us with the Jews, since Jewish opinion would r e a l i s e that matters were t a k i n g a new f o r m , and i t m i g h t be h o p e d t h a t t h e r e w o u l d be a t e n d e n c y t o c o n c e n t r a t e on p r e p a r a t i o n o f t h e c a s e o f t h e W o r l d easing Organisation with a corresponding of the situation in Palestine. (1+5) 165, t h e C h i e f s o f S t a f f s h o u l d a g a i n be i n v i t e d to review the security aspects o f t h i s m a t t e r and the a r r a n g e m e n t s for moving troops. ( h ) A t t e n t i o n w a s d r a w n i n t h i s same c o n n e c t i o n to the great importance of b r i n g i n g the P a l e s t i n e P o l i c e F o r c e up t o s t r e n g t h . The C a b i n e t were i n f o r m e d t h a t the C o l o n i a l O f f i c e a n d t h e War O f f i c e w e r e a l r e a d y in c o n t a c t as r e g a r d s the p o s s i b i l i t y of e m p l o y i n g men n o w d u e f o r demobilisation f o r this purpose. ( i ) T h e p o i n t w a s a l s o made t h a t w h i l e w e m u s t , of course, take whatever s e c u r i t y measures w e r e p r a c t i c a b l e and. n e c e s s a r y , i t w o u l d be m o s t u n f o r t u n a t e w e r e t h e n e e d t o g a r r i s o n P a l e s t i n e to r e s u l t in further s e r i o u s d e l a y s i n d e m o b i l i s a t i o n and still more in the d e a t h s o f B r i t i s h soldiers. The r e a c t i o n s i n e i t h e r event, b o t h i n t h i s c o u n t r y a n d among t h e t r o o p s m i g h t b e v e r y unhappy. ( 3 ) The v i e w was e x p r e s s e d t h a t t h e letter c i r c u l a t e d a s an e n c l o s u r e t o C, P . (45) 165 showed, a c e r t a i n l a c k o f o b j e c t i v i t y and m i g h t be read, as I n d i c a t i n g a b i a s on t h e p a r t of i t s w r i t e r t o w a r d s the Arab r a t h e r ' t h a n t h e J e w i s h c a s e . I n t h e s e c i r c u m s t a n c e s , Mr. B y r n e s had p r o p o s e d i n t h e C o u n c i l o f F o r e i g n M i n i s t e r s a r r a n g e m e n t s as r e g a r d s L i b y a under w h i c h t h a t a r e a would, r e c e i v e a promise of independence a f t e r a 10-year period of t r u s t e e s h i p u n d e r an a d m i n i s t r a t o r a p p o i n t e d b y t h e T r u s t e e s h i p C o u n c i l of the U n i t e d N a t i o n s . ' All States members o f t h e C o u n c i l o f F o r e i g n M i n i s t e r s w o u l d have a v o i c e in the s e l e c t i o n of t h i s a d m i n i s t r a t o r . I f the administrator f a i l e d to d i s c h a r g e h i s r e s p o n s i b i l i t y t o the s a t i s f a c t i o n o f a n y o f t h e S t a t e s r e p r e s e n t e d on t h e C o m m i t t e e , a n y o n e o f t h e m w o u l d be e n t i t l e d t o b r i n g the m a t t e r b e f o r e the T r u s t e e s h i p C o u n c i l . T h i s a r r a n g e m e n t w o u l d , i t was s u g g e s t e d , give an a s s u r a n c e t o a l l t h a t t h e f o r m e r I t a l i a n C o l o n i e s would n o t be d e v e l o p e d to the m i l i t a r y a d v a n t a g e of any one n a t i o n . I t w o u l d be l e f t t o t h e Security C o u n c i l to d e t e r m i n e w h e r e , i f n e c e s s a r y , any s t r a t e g i c b a s e s m i g h t be l o c a t e d . Mr. B y r n e s had urged t h a t such a p l a n would g i v e h e a r t to the peoples of the w o r l d , since i t would show t h a t t h e G r e a t P o w e r s s i n c e r e l y i n t e n d e d t o give them a t t h e e a r l i e s t p o s s i b l e o p p o r t u n i t y f r e e d o m t o determine the t y p e of government under which they wished to l i v e . M r . B y r n e s ' p r o p o s a l w a s o f c o u r s e an a t t r a c t i v e one f r o m the p o i n t o f v i e w of p u b l i c o p i n i o n ; and, r e a l i s i n g t h e impo.rtar.ice a t t a c h e d b y t h e C h i e f s o f Gtaff with their r e s p o n s i b i l i t y for defending Egypt, and f o r the p o s i t i o n t h e r e , t o s e c u r i n g our p o s i t i o n i n C y r e n a i c a , h e , the F o r e i g n S e c r e t a r y , had thought i t w i s e r t o p l a y f o r t i m e and a v o i d t a x i n g too d e f i n i t e a l i n e on i t f o r t h e m o m e n t . He h a d j u s t i f i e d t h i s on t h e g r o u n d s , f i r s t , t h a t R u s s i a had s u f f e r e d g r e a t l y at the hands of I t a l i a n troops f i g h t i n g o n t h e s i d e o f t h e G e r m a n s , and s e c o n d l y , that t h e S o v i e t had w i d e e x p e r i e n c e i n e s t a b l i s h i n g friendly r e l a t i o n s between d i f f e r e n t n a t i o n a l i t i e s which they c o u l d turn t o a d v a n t a g e i n one o f the I t a l i a n colonies, i n w h i c h t h e y w o u l d u n d e r t a k e t o use the a u t h o r i t y g i v e n them by t h e U n i t e d N a t i o n s i n such a w a y as n o t m e r e l y t o m a i n t a i n but t o enhance the p r e s t i g e o f the United Nations. Mr. B y r n e s had^the re f o r e i n d i c a t e d t h a t i n h i s v i e w i t was i m p o r t a n t t h a t t h e C o u n c i l b e f o r e referring t h i s question to the Deputies should themselves discuss it, s i n c e t h e r e w e r e q u e s t i o n s o f p o l i c y t h a t must be determined before the Deputies could consider the details. M o l o t o v h a d s a i d t h a t h e h a d n o such i n t e n t i o n ) , and t h a t t h e r e - w e r e s t r o n g a r g u m e n t s against their being developed m i l i t a r i l y (in reply t o w h i c h M. M o l o t o v s a i d t h a t n o b o d y h a d s u g g e s t e d u s i n g them f o r m i l i t a r y p u r p o s e s ) . The F o r e i g n S e c r e t a r y c o n t i n u e d t h a t the d i s c u s s i o n h a d come b a c k t o t h e q u e s t i o n w h e t h e r we were going to have i n d i v i d u a l or c o l l e c t i v e trusteeship. I t had been . a d j o u r n e d u n t i l t h i s a f t e r n o o n and, w h i l e he had e m p h a s i s e d t h e i m p o r t a n c e o f o u r i n t e r e s t s , he had r e f r a i n e d from c o m m i t t i n g h i m s e l f i n any way. B u t t h e p o i n t t h a t now h a d t o be s e t t l e d , and on w h i c h he w i s h e d f o r t h e g u i d a n c e o f t h e C a b i n e t , was what w a s t h e p o s i t i o n o f t h e B r i t i s h C o m m o n w e a l t h i f we d e c i d e d to have c o l l e c t i v e t r u s t e e s h i p on t h e m o d e l p r o p o s e d by M r . B y r n e s , e x c l u d i n g any i n d i v i d u a l trustee­ ship. THE F O R E I G N S E C R E T A R Y , w h i l e a c c e p t i n g the f o r c e of t h i s argument, suggested t h a t i n d e a l i n g w i t h t h e q u e s t i o n o f t i m i n g we s h o u l d b e a r i n mind the f e e l i n g which he t h o u g h t he d e t e c t e d i n t h e m i n d s o f M r . B y r n e s and t h e A m e r i c a n s t h a t it was o n l y i f a c o n c l u s i o n c o u l d b e r e a c h e d a t t h i s moment t h a t C o n g r e s s w e r e l i k e l y t o a c c e p t obligations s u c h as t h o s e now i n v i e w . He t h o u g h t t h e A m e r i c a n l e a d e r s were trying to reach a settlement while United S t a t e s p u b l i c o p i n i o n w a s i n a mood f o r o n e . If t h e r e was d e l a y , t h a t o p i n i o n m i g h t v e r y w e l l c e a s e to take a c t i v e i n t e r e s t i n , o r be p r e p a r e d to t a k e a share i n , the settlement of these problems. He had. not t h e r e f o r e thought i t w i s e to urge postponement u n t i l t h e W o r l d O r g a n i s a t i o n p o s i t i o n was c l e a r e r . (b) Security. M o r e o v e r , we w e r e faced w i t h i n c r e a s i n g h o s t i l i t y and d i s t r u s t between t h e U n i t e d S t a t e s a n d S o v i e t D e l e g a t i o n s , e a c h o f whom s o u g h t t o s t r e n g t h e n i t s own p o s i t i o n w i t h o u t r e g a r d t o our p o i n t o f v i e w . He h a d a l o n g p r i v a t e t a l k w i t h M. M o l o t o v o n S u n d a y i n t h e h o p e o f b r i n g i n g h i m r o u n d t o a more r e a s o n a b l e f r a m e o f m i n d , b u t h a d come t o t h e conclusion t h a t t h e r e was l i t t l e o r no h o p e o f making f u r t h e r p r o g r e s s a t t h e p r e s e n t C o n f e r e n c e and t h a t t h e r i g h t c o u r s e was t o a d j o u r n . I n d i s c u s s i o n t h e r e was g e n e r a l a g r e e m e n t t h a t gfdp, we s h o u l d n o t y i e l d t o t h e S o v i e t d e m a n d f o r the e x c l u s i o n o f P r a n c e and C h i n a , and- t h a t n o t h i n g w o u l d be g a i n e d by p r o l o n g i n g t h e p r e s e n t C o n f e x e n c e . The s u g g e s t i o n was a l s o made t h a t i t w o u l d be d e s i r a b l e to t r a n s f e r d i s c u s s i o n of the outstanding q u e s t i o n s t o a c o n f e r e n c e on a w i d e r b a s i s , i n w h i c h a l l t h e U n i t e d N a t i o n s , i n c l u d i n g the Dominions, could take p a r t . T h e i n c l u s i o n o f t h e D o m i n i o n s w o u l d , among o t h e r t h i n g s , s t r e n g t h e n our p o s i t i o n v i s - a - v i s the U n i t e d S t a t e s and t h e d i s c u s s i o n o f t h e m a t t e r s a t i s s u e a t a w i d e r c o n f e r e n c e would enable the f o r c e of world o p i n i o n t o be b r o u g h t to b e a r m o r e e f f e c t i v e l y on t h e Russian a t t i t u d e . On t h e o t h e r h a n d , i t w a s p o i n t e d out t h a t t h e r e was a d a n g e r t h a t a w i d e r conference would r e s u l t i n the a l i g n m e n t o f most o f t h e smaller Powers in s u p p o r t of R u s s i a o r the U n i t e d S t a t e s . We s h o u l d , o f c o u r s e , s e e k t h e s u p p o r t o f o t h e r n a t i o n s b y m a k i n g c l e a r o u r d e t e r m i n a t i o n t o s t a n d f o r an i n t e r n a t i o n a l s e t t l e m e n t by open d i s c u s s i o n , but c a r e w o u l d h a v e t o be t a k e n to a v o i d any a c t i o n w h i c h m i g h t b r i n g us u n d e r t h e s u s p i c i o n o f a t t e m p t i n g t o s e t up a Western B l o c . , With r e g a r d to the adjournment of t h e p r e s e n t C o n f e r e n c e , i t w a s f e l t t h a t i t m i g h t be u n d e s i r a b l e t o b r e a k on t h e n a r r o w i s s u e o f t h e p r o p o s a l t o e x c l u d e P r a n c e a n d C h i n a f r o m t h e d i s c u s s i o n s on t h e P e a c e T r e a t i e s w i t h B u l g a r i a a n d Rpumania and t h a t i t would be p r e f e r a b l e t o t a k e t h e l i n e t h a t , s i n c e i t h a d become a p p a r e n t t h a t , b e c a u s e o f t h e l a c k o f time for the n e c e s s a r y p r e l i m i n a r y w o r k , the i n t e r e s t s of the p e o p l e s concerned i n the peace s e t t l e m e n t w e r e not b e i n g a d e q u a t e l y s a f e g u a r d e d , i t had b e e n d e c i d e d t o a d j o u r n t h e C o n f e r e n c e i n o r d e r t o g i v e more time f o r t h e p r e l i m i n a r y w o r k t o b e d o n e , and t o e n a b l e the G o v e r n m e n t s c o n c e r n e d to e x p l o r e what w o u l d be the b e s t p r o c e d u r e f o r c a r r y i n g on t h e w o r k o f p r e p a r i n g t h e peace s e t t l e m e n t . We s h o u l d i n a n y e v e n t t a k e a l l p o s s i b l e s t e p s t o make i t c l e a r t o t h e w o r l d t h a t o u r d e s i r e was f o r a peace s e t t l e m e n t r e a c h e d by full i n t e r n a t i o n a l d i s c u s s i o n a n d t h a t we -were a v e r s e t o p l a y i n g power p o l i t i c s .
