L o r d P r e s i d e n t o f the C o u n c i l , Chairman of t h e P a l e s t i n e
Committee, t o w h i c h t h e r e was a t t a c h e d a r e p o r t
( C P . (i+5) 156) g i v i n g t h e r e c o m m e n d a t i o n s o f t h e
P a l e s t i n e C o m m i t t e e on t h e s h o r t - t e r m p o l i c y t o b e
adopted, i n t h a t
country.
THE LORD P R E S I D E N T OP THE C O U N C I L , i n i n t r o d u c i n g
the r e p o r t , emphasised the importance of m a i n t a i n i n g
the utmost s e c r e c y , both as regards t h e Committee's
recommendations and, i n d e e d , as r e g a r d s t h e f a c t
that
a P a l e s t i n e Committee of the Cabinet had been
constituted.
T h e q u o t a o f 75?000 J e w i s h
immigrants
p e r m i s s i b l e under the p r o v i s i o n s o f the White Paper
o f M a y , 1939, was now w i t h i n 3,000 o f e x h a u s t i o n , and
i t w a s now a m a t t e r o f u r g e n c y t o r e a c h
conclusions
as t o a s h o r t - t e r m p o l i c y which would b r i d g e t h e p e r i o d
between the complete exhaustion o f the immigration
quota and the d e v i s i n g and i m p l e m e n t a t i o n of a l o n g ­
term p o l i c y .
The p o s i t i o n was o n e o f g r e a t
difficulty
a n d we w e r e u n l i k e l y t o e s c a p e c r i t i c i s m w h a t e v e r
p o l i c y we a d o p t e d .
The p o s i t i o n was a g g r a v a t e d by t h e
internal
s i t u a t i o n i n P a l e s t i n e which showed s i g n s o f
d e t e r i o r a t i o n , Jews and A r a b s a l i k e b e i n g armed and
v e r y much o n t h e a l e r t a g a i n s t o n e a n o t h e r .
I t s e e m e d e s s e n t i a l t h a t we s h o u l d , i n
accordance with the pledge given in the White Paper
obtain- the a c q u i e s c e n c e o f the Arabs o f P a l e s t i n e
in
the c o n t i n u a n c e o f any Jewish i m m i g r a t i o n a f t e r the
e x h a u s t i o n o f t h e q u o t a , b u t e v e n i f we c o u l d g e t t h e
A r a b s t o a g r e e t o t h e c o n t i n u a t i o n o f i m m i g r a t i o n on
a v e r y r e s t r i c t e d s c a l e ( o f w h i c h t h e r e s e e m e d some
l i k e l i h o o d through the good o f f i c e s o f the Arab s t a t e s )
t h e J e w i s h f e e l i n g b o t h h e r e and i n t h e U n i t e d S t a t e s
w o u l d be t h a t not e n o u g h h a d b e e n d o n e .
I t was
s i g n i f i c a n t t h a t t h e J e w i s h A g e n c y , when o f f e r e d t h e

very expensive concession.

was p o s s i b l e t o e x a g g e r a t e t h e i r
importance.

I n t h e s e c i r c u m s t a n c e s , Mr. B y r n e s had p r o p o s e d
i n t h e C o u n c i l o f F o r e i g n M i n i s t e r s a r r a n g e m e n t s as

promise of independence a f t e r a 10-year period of

we s h o u l d n o t y i e l d t o t h e S o v i e t d e m a n d f o r
the
e x c l u s i o n o f P r a n c e and C h i n a , and- t h a t n o t h i n g w o u l d
be g a i n e d by p r o l o n g i n g t h e p r e s e n t C o n f e x e n c e .
The
s u g g e s t i o n was a l s o made t h a t i t w o u l d be d e s i r a b l e
to
t r a n s f e r d i s c u s s i o n of the outstanding q u e s t i o n s t o a
c o n f e r e n c e on a w i d e r b a s i s , i n w h i c h a l l t h e U n i t e d
N a t i o n s , i n c l u d i n g the Dominions, could take p a r t .
T h e i n c l u s i o n o f t h e D o m i n i o n s w o u l d , among o t h e r
t h i n g s , s t r e n g t h e n our p o s i t i o n v i s - a - v i s the U n i t e d
S t a t e s and t h e d i s c u s s i o n o f t h e m a t t e r s a t i s s u e a t
a w i d e r c o n f e r e n c e would enable the f o r c e of world
o p i n i o n t o be b r o u g h t to b e a r m o r e e f f e c t i v e l y on t h e
Russian a t t i t u d e .
On t h e o t h e r h a n d , i t w a s p o i n t e d
out t h a t t h e r e was a d a n g e r t h a t a w i d e r
conference
would r e s u l t i n the a l i g n m e n t o f most o f t h e
smaller
Powers in s u p p o r t of R u s s i a o r the U n i t e d S t a t e s .
We s h o u l d , o f c o u r s e , s e e k t h e s u p p o r t o f o t h e r n a t i o n s
b y m a k i n g c l e a r o u r d e t e r m i n a t i o n t o s t a n d f o r an
i n t e r n a t i o n a l s e t t l e m e n t by open d i s c u s s i o n , but c a r e
w o u l d h a v e t o be t a k e n to a v o i d any a c t i o n w h i c h m i g h t
b r i n g us u n d e r t h e s u s p i c i o n o f a t t e m p t i n g t o s e t up
a Western B l o c .
