Drinking Water Quality Monitoring Report 2013 February 2014 2016.0014.01 2014-02-13_SFU DWQ Monitoring Rpt 2013 SFU – Drinking Water Quality Monitoring Report 2013 Executive Summary Simon Fraser University (SFU) implemented a drinking water sampling and testing program in 2002. Over time this program has been refined and during 2005 SFU developed a comprehensive Drinking Water Quality Monitoring Program. This monitoring program was developed based on the standard program adopted by Metro Vancouver member municipalities, the Guidelines for Canadian Drinking Water Quality (GCDWQ), and input from the Fraser Health Authority. SFU has collected and analyzed water quality since 2002 and with the implementation of this monitoring program in progress, will continue to monitor water quality within its distribution system. This report outlines this program and its results for the year 2013. The development of the comprehensive Drinking Water Quality Monitoring program was a significant commitment made by SFU to monitor the delivery of safe and high quality water. It will generate additional data for gaining understanding of SFU’s water distribution system and for evaluating the historic performance of the system in a reliable and systematic way. Most importantly, it allows for potential health hazards to be identified and consumer’s water concerns to be addressed. Over 500 samples were taken from the water distribution system during 2013. No samples exceeded the limits set out in the Drinking Water Protection Act and Regulation and the Guidelines for Canadian Drinking Water Quality. During 2013 the provision of drinking water was governed by the Drinking Water Protection Regulation (pursuant to the Drinking Water Protection Act). This regulation requires suppliers of drinking water in BC to: 1 Develop a process to notify the Drinking Water Officer (DWO) of situations or conditions that render or could render the water unfit to drink 2 Implement a plan for collecting, shipping and analyzing water samples in compliance with the direction set by the DWO 3 Implement a plan for reporting monitoring results to the DWO and to water users including the preparation of an annual report SFU is required to hold an annual Operating Permit and to monitor the water quality in the SFU distribution system. Appendix A includes a graphic summary of test results for 2013. This document includes a brief introduction to SFU’s water distribution system and its drinking water monitoring and testing program. The remaining parts of this document summarize the results and analysis of water samples collected in 2013 and evaluates the distribution system’s performance in delivering safe drinking water. During 2005 a comprehensive update to the Water Quality Monitoring program was completed and has been phased in over time. Page 1 SFU – Drinking Water Quality Monitoring Report 2013 2.0 WATER DISTRIBUTION SYSTEM SFU’s water distribution site map is available on request to authorized people. It extends from the water tower on the east side to the townhouses on the west side of the campus. Water is supplied to SFU by Metro Vancouver under terms of an agreement established in 1964. Water is supplied to the Kingsgate Pump Station where it is then pumped via a 450 mm diameter water main to the SFU water tower. The Kingsgate Pump Station and 450 mm water main are owned and operated by the City of Burnaby. SFU owns and operates the fire pump and water distribution system for the campus. It has a joint use agreement with the City of Burnaby. The NE-section of the campus continues to be developed as residential. The water distribution system in the Trust Land is operated by the City of Burnaby. The main distribution system is comprised of pipes ranging in size from 150 mm diameter to 450 mm diameter and consists of cast iron, steel, asbestos cement, and ductile iron materials. The distribution system was not modified in any way in 2013. Page 2 SFU – Drinking Water Quality Monitoring Report 2013 3.0 TESTING AND MONITORING PROGRAM Drinking water quality is a function of source water quality, water treatment, and water quality changes after treatment. As a result, monitoring of drinking water quality consists of three components: source water monitoring, monitoring after treatment, and monitoring in the distribution system. While Metro Vancouver carries out testing of water at the source and testing after treatment, SFU’s Drinking Water Quality Monitoring Program is focused on monitoring the water quality within its own water distribution system. No water treatment is undertaken to the water system at SFU. The monitoring and testing program consists of routine monitoring, for obtaining an accurate overview of water quality within the distribution system, and non-routine monitoring, for handling complaint and emergency situations. Monitoring includes two components: collection of the sample and laboratory analysis of the sample. 3.1 Routine Monitoring The collection of water samples is performed by SFU staff and either tested on campus or forwarded to a qualified lab for analysis. Dedicated sampling stations have been installed to ensure good sampling practices. The collection, transportation and analysis of samples were performed in accordance with the Standard Methods for the Examination of Water and Wastewater 20th Edition. All microbiological analyses were conducted by laboratories that are approved by Canadian Association of Environmental Analytical Laboratories or an equivalent certification program for the other tests performed. Results of the analyses are reported and maintained within a third party data management system (WaterTrax). WaterTrax automatically receives laboratory results and issues a notification to inform details to stake holders, if a sample is out of compliance. It also stores all the water quality data and test results and provides an easily accessible venue to view the information. 3.1.1 SAMPLING PARAMETERS The parameters that were analyzed are summarized in the following table: Table 1: Sampling Parameters PARAMETERS Microbiological Total Coliforms, E. coli Chemical and Physical Free Chlorine Residual Radiological None Page 3 SFU – Drinking Water Quality Monitoring Report 2013 The significance of the parameters of most relevance is briefly discussed below. Total Coliforms and E. coli One of the primary concerns in water quality is the growth of coliform bacteria. The presence of total coliforms indicates that treatment is inadequate or that the distribution system is experiencing regrowth or infiltration. Escherichia coli (E. coli), one species in the fecal coliform group, is a definite indicator of the presence of contamination within the distribution system. Free Chlorine Residual Free chlorine residual provides a good indication of water quality within the distribution system. Low chlorine residual may indicate deteriorating water quality as a result of bacterial regrowth or stagnant water. Maintaining a free chlorine residual of at least 0.2 mg/L in the distribution system has been observed to reduce the background level of bacterial flora. 3.1.2 SAMPLING LOCATIONS During 2005 SFU implemented a permanent sampling location program. Sampling locations are distributed in different areas throughout SFU so as to obtain an accurate overview of water quality of the distribution system. The eight locations were strategically selected based on land use and system configuration as follows: 10% source water 40% medium flow 40% low flow – water upstream of dead ends; 10% dead ends, unlooped lines, stagnant areas. These locations are described in the table below. Appendix A contains the results of the testing conducted throughout the year. Therefore, SFU as a purveyor of drinking water is required to test at least nine samples per month for bacteriological parameters as outlined in the Drinking Water Protection Regulation . During 2013, SFU tested twelve samples in January, eleven samples in July, nine samples in August, seven samples in October and eight samples in the remaining 8 months. 3.2 Non-routine Monitoring Consumer complaints are recorded so that water quality concerns can be tracked and responded to efficiently. The parameters to be sampled for will depend on the nature of the complaint. In any emergency situation, the procedures outlined in the SFU Emergency Response Plan were followed. Page 6 SFU – Drinking Water Quality Monitoring Report 2013 4.0 SAMPLE ANALYSIS RESULTS 511 samples were taken from the water distribution system during 2013. No samples exceeded the limits set out in the BC Drinking Water Protection Regulation (DWPR) and the GCDWQ. The sample analysis results are summarized in Table 4 below, and some of the parameters worth noting are discussed in this section. It should be noted that the limits contained within the GCDWQ are recommendations only and representative of best practices. These can become requirements if the Drinking Water Officer places a condition on the Operating Permit for SFU. At present there are no such conditions placed on SFU. Coliform The BCDWPR requires that (1) no sample should contain fecal coliform and Escherichia coli (E. coli) and that (2) no sample should contain more than 10 total coliform per 100 millilitre or not more than 10% of samples from the distribution system in a given calendar month should show the presence of total coliform bacteria. Of the 103 samples analysed for microbiological criteria in the year 2013, no E. Coli or total coliforms were detected. Therefore, all samples met the water quality requirements of the BCDWPR. However, out of the 408 samples analyzed for free chlorine levels, 18 samples from 5 different sampling stations fell between 0.15 mg/L and 0.20 mg/L. The table below outlines the free chlorine concentration of the samples taken from all 8 sampling points.
