The dual/joint degree program between Queensborough Community College’s Nursing program and the RN to BS at the CUNY School of Professional Studies (SPS) is a curricular collaboration that will result in a higher rate of seamless progression of Queensborough Community College (QCC) nursing graduates through the upper division baccalaureate program at CUNY SPS. Like its predecessor, the dual/joint program with York College, it is believed that this dual/joint degree program will serve as a model for other CUNY AAS and BS nursing programs and will be replicated across the university. The inception of the program is timely, even at a national level, as several states already have or are currently pursuing jointly registered programs, including Oregon, Hawaii, and California.

The dual/joint degree program between Queensborough Community College’s A.A.S in Nursing program and the
CUNY School of Professional Studies B.S. in Nursing (SPS) is a curricular collaboration that will result in a higher rate of seamless progression of Queensborough Community College (QCC) nursing graduates through the upper division baccalaureate program at CUNY School of Professional Studies.
The goals of the proposed dual/joint degree program are to:
1.
align the curricula of CUNY SPS RN-BS and QCC Associate degree nursing and create a dual enrollment program for students to move seamlessly from the AAS program at QCC to the BS program at CUNY SPS; and
2.
create shared curricular resources focused on health care technology, including informatics and simulation.
Align Curricula
Modeled on the QCC-YORK College dual enrollment program developed in 2012, QCC and CUNY SPS have created an alliance to align the curricula of both programs to ensure essential content and experiences and facilitate the progression of students from the AAS level through the BS in nursing. The AAS curriculum at QCC prepares students to successfully complete the NCLEX-RN licensure exam with essential nursing concepts, as well as provides intensive clinical experiences designed to assist students in the development of critical thinking and clinical judgment skills in a variety of inpatient acute and long term care facilities. The CUNY SPS RN to BS program builds on these experiences and provides clinical experiences that promote a focus on research in the development of innovative solutions to quality issues; access for underserved populations; and other current healthcare concerns.
Both programs expose students to diverse populations.
Shared Curricular Resources, Informatics and Simulation
A second goal is for both programs to share curricular initiatives. Faculty from both institutions participate in the
CUNY Nursing Education Consortium (CUNEC) project, which aims to develop a unified curriculum across CUNY to allow for more seamless transition to the baccalaureate level. Both programs incorporate simulation (live and virtual) to teach and provide students with experiences in a variety of complex patient situations. The outcome after graduation is to prepare nurses able to practice safely and effectively with diverse patients across the lifespan. QCC has state-of-the-art campus simulation labs providing multiple opportunities for student learning in a safe environment. Anxiety is decreased since no harm will come to a live patient. Students can make errors and learn from them without putting the patient at risk. This alliance would allow SPS students to use the QCC campus labs for practice and review.
The CUNY SPS B.S. program incorporates virtual simulation (Shadow health), an interactive health assessment program designed to guide students in the development of clinical judgment skills. Additionally, the CUNY SPS program utilizes Standard Patients (SPs) for an end-of-course health assessment practicum. The use of SPs allows students to practice interviewing, counseling, and clinical examination skills with persons who are trained to portray scenarios derived from real clinical situations and challenges. Cases or scenarios are designed to provide an opportunity to develop and refine important skills and, subsequently, to demonstrate competence in those same skills and professional behaviors. This experience provides students with invaluable real-time opportunities for assessment, clinical examination, communication, and patient teaching. The Standard Patients (actors) are specially trained to also provide each student feedback for self-reflection and continued skill refinement after an encounter.
The Agency for Healthcare Research and Quality (AHRQ) and the Institute of Medicine (IOM) advocate integrating simulation into nursing education both at the primary level and for continuing professional education (Durham and
Alden 2008). The Agency for Healthcare Research and Quality (AHRQ) publication, in Patient Safety and Quality: An
Evidence-Based Handbook for Nurses (2008) has identified the positive impact of simulation on improving patient safety.

The Quality and Safety Education in Nursing (QSEN) initiative has identified informatics as a core competency for health care workers. Informatics is viewed as key in reducing health care errors and patient deaths. QCC has incorporated the use of Telehealth in on-campus student learning activities. The CUNY SPS program provides a specific course, NURS 313 - Nursing Informatics, focused on current and future healthcare informatics, which helps students explore this emerging healthcare competency. Additionally, students participate in an inter-professional course with Health Information Management students to address the integration of healthcare technology in HIM 205
Healthcare Delivery Systems.
This proposal recognizes the value of having many different paths in nursing education. Associate degree nursing programs are typically housed within community colleges, which traditionally have offered lower tuition and costs than four-year programs and provide more remedial services to students who are often first-generation college students. More numerous than four-year colleges, community college programs often provide opportunity for diverse students, including adult learners, as their goal is to service the educational needs of the local community. Thus, associate degree nursing programs provide easier access, enhanced academic support services and a shorter time period for individuals to become licensed registered nurses. These programs should be continued. However, as healthcare increases in complexity and requires greater levels of inter-professional collaboration, these graduates should be encouraged to continue their education and obtain a BS in Nursing degree.
Trends in the nursing profession point to the need for CUNY to increase its capacity at the baccalaureate level. This includes local and national hiring trends favoring baccalaureate prepared nurses, as compared to associate degree nurses (Commins, 2010). The proposed program will contribute to CUNY’s ability to improve students’ career trajectories and will add registered nurses to the workforce who hold the credentials that clinical agencies desire.
With a baccalaureate degree in hand, the program’s graduates will be in a position to pursue the graduate level credentials needed to assume leadership positions in health care and nursing education, across the metropolitan area and beyond.
Prominent health policy agencies and funding agencies are also zeroing in on nursing as a key component of the emerging healthcare arena. In October 2010, the Institute of Medicine (IOM) and the Robert Wood Johnson
Foundation (RWJF) released their highly anticipated report entitled, “The Future of Nursing: Leading Change,
Advancing Health.” This report, which will shape future health policy in the nation, recommends increasing the percentage of nurses with baccalaureate degrees from 50% to 80% by the year 2020. In accordance with nursing education’s leading accreditation bodies (the Commission on Collegiate Nursing Education [CCNE] and the National
League of Nursing Accrediting Commission [NLNAC]), IOM and RWJF are also calling for all nursing programs to offer defined academic pathways that create seamless access to higher education. The New York State Education
Department, as well as CUNY, advocates for the creation of seamless articulation for graduates of Associate degree to BS in Nursing programs. Many states—North Carolina, Illinois and Oregon—have created state-wide projects to ensure that this happens.
While continued efforts have been made to expand RN to BS completion programs at senior colleges within CUNY, there is a limited physical capacity for expansion of seats. Therefore, a new dual-joint program with a community college and the online baccalaureate completion program at the CUNY School for Professional Studies would enhance CUNY’s capacity to remain in line with national trends within the nursing profession.
There is a growing body of healthcare research which indicates that the baccalaureate-educated nurse brings a more comprehensive and in-depth education to the healthcare arena than the associate-degree or diploma nurse. Recent reports advocating that AAS nursing graduates pursue the baccalaureate in nursing include:

• Linda Aiken's (2003) much heralded research of more than a decade ago, and reconfirmed in 2008 and 2012, reported that hospitals that have a higher percentage of baccalaureate-prepared registered nurses have improved patient outcomes.
• Other researchers (Kutney-Lee 2013; and Biegen 2013) have more recently reported that increased percentages of baccalaureate prepared nurses decreased patient mortality and complications.
• Mancini (2013) surveyed recent nurse graduates nationally and found associate degree nurse graduates are having greater difficulty securing employment as an RN than as BS prepared graduates.
• Several prominent Healthcare systems (2010) engaged in seeking Magnet Status have given their currently employed registered nurses a deadline—five years—to obtain a BS in Nursing.
• According to a 2013 survey conducted by the Healthcare Association of New York State (HANYS) and the
Greater New York Hospital Association (GNYHA), 82% of hospital respondents in NYC and the downstate region indicated a preference for hiring BSN prepared nurses. (Healthcare Association of New York State and
Greater New York Hospital Association, 2013 Health Care Professionals Workforce Survey, p.8)
Most nurse educators believe that graduates of Associate and Diploma nursing programs should plan to continue their education while employed as a registered nurse. Some of the reported reasons that many of these graduates do not pursue a BS degree in nursing include work schedules, family responsibilities, finances, and difficulties finding
BSN programs flexible enough to fit into their lifestyles. It is imperative for associate degree nursing programs to align with RN completion programs to ensure a seamless transition for their graduates. It is equally important for RN completion programs to provide easy access and progression throughout. Some of the reasons this alliance can increase access are:
• QCC has been at the forefront in establishing seamless articulations and currently has dual enrollment programs with Hunter and York Colleges.
• CUNY SPS is CUNY’s only fully online RN-BS in Nursing completion program providing working RN students with a flexible approach to pursue advanced educations.
• CUNY SPS has a new building on West 31st Street with a computer lab that is easily accessible for students who desire on-campus assistance and facilities.
• CUNY SPS RN-BS in Nursing program has the capacity to nimbly expand to accommodate increased need as it is not constrained by a limit on physical seats.
Interest/Demand
This proposed program recognizes the increased role that technology plays in healthcare. Students will construct learning experiences with electronic health records, high fidelity simulators and develop technology skills with webbased courses. As a fully online program, the B.S. in Nursing at CUNY SPS facilitates RN student progress through the program. The flexibility of online learning is appealing to RNs with work, family, school and other responsibilities.
QCC has an established process for student application to the dual enrollment programs at York and Hunter College.
Student applications exceed the present capacity. This additional program option will increase student options.
Enrollment Projections
In the proposed dual/joint degree program, it is anticipated that initial enrollment will be 10 students in the fall and 10 in the spring semester, for a total of 20 students in the first year. A 10 percent attrition rate from year to year is projected. As demand for this program increases, enrollment capacity will increase. Below is a summary of anticipated enrollment over the first five years of the program.

Admission Requirements and Policy
In order for students to be considered for the QCC-SPS Dual/Joint Program, they must first be a student at
Queensborough Community College. Candidates for admission must hold a high school diploma or a New York State
Equivalency Diploma (GED).
Students then must be enrolled in Nursing, NU 102. Students applying to enter Nursing must have completed a Preclinical sequence with a minimum grade point average of 3.0 and have taken the National League for Nursing Preadmission RN exam.
Students can submit an application for the QCC-SPS Dual/Joint Program while enrolled in NU 102. In addition, they will have to apply to CUNY SPS. Acceptance will be determined, by SPS and QCC, after successful completion of
NU 102. They must also submit a recommendation from their clinical faculty member in NU 102 and a signed commitment to complete the program without any time-outs. Students are selected on these combined criteria.
Time commitment
• Recommend working less than twenty hours weekly
• Continue to attend Queensborough Community College (QCC) and CUNY SPS Nursing programs consecutively until graduation
• Be self-directed learners
• Able to work independently
• Possess time management skills
• Complete assignments in a timely manner
• Available to attend additional courses-statistics, chemistry in the summer
• Available post-graduation from QCC to attend CUNY SPS RN to BS in Nursing Program
Additional criteria to consider:
• Overall nursing GPA of 3.0 or higher

The curriculum for this proposed degree program follows the model that was established with the dual/joint nursing degree programs at Hunter and York Colleges, including these components:
• Increased use of case-based learning, emphasizing the most commonly occurring healthcare problems/pathologies. These cases will be used throughout the QCC curriculum; the complexity of the cases will be increased as the curriculum progresses.
• Increased use of simulation as a clinical learning tool
• Increased gerontological focus to address the aging American demographic (CUNY SPS has an elective course:
NURS 331 Health Issues in Aging, Longevity and Chronic Healthcare)
• Increased focus on cultural competence and caring for diverse populations
• Development of collaborative relationships between the faculties and students of the two colleges, including collaboration on learning projects
• Enhanced socialization of QCC students at the baccalaureate level to include participation in web-based and live lectures and seminars at the CUNY SPS campus
• Increased emphasis on evidence-based practice and utilization of clinical research to enhance patient outcomes by incorporating of the Institute of Medicine’s (IOM) Core Competencies, as well as the competencies of NLN and AACN for safe and effective patient care, preparing both AAS and BS graduates for practice in the 21st century
In addition to courses required for the A.A.S. degree, students will be required to complete additional liberal arts, science, and humanities courses that can be applied to the BS degree.

Program Policies
Retention Criteria
Progression through the Queensborough Community College Nursing Program is based upon a student passing all nursing courses with a minimum grade of C (74%). This includes a passing/satisfactory clinical grade and an overall
GPA of 2.0.
Progression and retention through SPS requires a minimum of a C in each required nursing program course.
Repeat Policy
Students may repeat only one nursing course (NU-101, NU-102, NU 201 or NU 201) in the clinical program at
Queensborough. This includes students who withdraw from a course after the first day for any reason and students who completed the course with a grade below C. However, a repeat of NU-101 will require an approval from the
Nursing Department Appeals Committee. Students may only repeat one course in the SPS RN to BS Nursing
Program.
Methods of Evaluation
The proposed program will be monitored both internally and externally. At QCC, student demographic data and student evaluations of courses and clinical sites are completed each semester. Graduates of the program complete an exit survey. Externally the program is evaluated on an on-going basis by NCLEX-RN pass rates, retention rates, and job placement statistics. Annual advisory board meetings provide input as to overall program satisfaction with
QCC nurses employed at their agencies. The CUNY SPS Nursing program will track QCC dual/joint students in regards to graduation rates; Student Learning Outcomes attainment; student satisfaction; and job placement rates.
Faculty
The proposed dual/joint degree program will require only existing resources. No new full-time or adjunct faculty will be needed.
Facilities and Equipment
No special space or equipment needs will be needed. Some incidental expenses for faculty development and for advertising and promotion are indicated in the budget.
Library and Instructional Materials
No additional materials will be needed.

The specific outcome of this program, increasing the number of QCC Nursing students transferring to CUNY SPS for their baccalaureate degree, will be evaluated in questions on the graduate exit survey and ongoing graduate surveys at 6 and 9 months. The CUNY SPS Nursing program will track students from QCC who graduate with a baccalaureate degree.
