6445.03 - Policy
1. Permissive Occupancy. The District Ranger has responsibility for maintaining
housing, assigning housing, and taking action concerning occupancy. He/she maintains control
over the crew quarters and all other housing and may recommend disciplinary measures for
violations of occupancy regulations. Housing is a privilege, not a right.
The primary purpose for maintaining government housing is to provide employees a
place to reside where reasonable housing is not available.
The final decision for housing occupancy rests with the District Ranger. Family size,
income level, health condition and/or personal situation might require special consideration.
Employees are required to sign a Government Furnished Quarters Agreement (ASNF
6400-1) before occupying quarters. Seasonal employees will be required to sign a Government
Furnished Crew Quarters Agreement (ASNF 6400-2).
2. Establishing Base Rental Rates. Rental rates for government housing are established
according to annual market analyses and are directly tied to the Consumer Price Index for
comparable dwellings in the surrounding community. Rates are commensurate with size and
convenience of accommodation with lowest rates being established for shared crew quarters and
the highest for single family frame dwellings.
Rates will be calculated at the Supervisor's Office annually. Since the rates calculated are
dependent on the Quarters Inventory form it is critical that the Quarters Inventory form be
complete and correct before submitting to the Supervisor's Office.
3. Housing Coordinator. Individual designated by the District Ranger to coordinate all
housing maintenance or other needs. This individual reports directly to the Ranger.
4. Quarters Identification Numbers. The Property Management Officer (PMO) for the
Forest is in charge of issuing quarters identification numbers and may re-number quarters as
needed. Quarters numbers shall have a maximum of six alphanumeric characters. The first two
digits of the six character quarters number will identify the district. The remaining four
characters may be composed of any combination of characters.

6445.3 - Maintenance and Occupancy Requirements.
1. Housing List. New employees shall notify the District Coordinator of their interest in
government housing. The Housing Coordinator shall place employee's name on a housing list.
This list will be maintained and available for review at the District at any time. Housing will be
authorized from the list according to established criteria which includes, but is not necessarily
limited to, family size, income level, health conditions, other personal considerations, and
specific management needs. Final decision to allocate housing rests with the District Ranger. In
a housing shortage, people transferred from outside the area will generally be given precedence
over folks already there.
2. Failure to Comply. Employees may also be directed to vacate government housing
immediately if it is determined they are failing to comply with standards of cleanliness,
maintenance, or conduct for occupancy.
3. Discussion of Guidelines. All new occupants to government housing, including crew
quarters on the Ranger Districts, are to schedule a time to meet with the District Ranger to
discuss guidelines governing use and occupancy of District Housing as a prerequisite for
continued occupancy.
4. Joint Responsibilities
A. A sign in/out form (ASNF form 6400-3, GOVERNMENT QUARTERS
SIGN IN/OUT FORM) will be used prior to occupancy and vacancy. The
inspection will be done by the occupant and a maintenance worker and/or supervisor.
By signing the form prior to move-in, employee agrees that upon vacating the house
it will be left in a condition comparable to move-in conditions, excepting normal
wear and tear (ASNF 6400-5, CHECKLIST FOR PERSONNEL VACATING
GOVERNMENT QUARTERS). Normal wear and tear is defined as deterioration
through use by occupant exercising reasonable and proper care. If deficiencies are
noted upon final inspection, the occupant must repair or the Forest Service will
repair and bill the responsible individual. If severe negligence is noted, it will also
be documented as a deficiency and placed in the person's Employee Development
Folder (EDF).
B. Maintenance Needs - Occupant will be provided a form that is to be used to
record needed Forest Service maintenance (ASNF 6400-4, BUILDING
MAINTENANCE JOB ORDER). It is to be completed promptly when
maintenance is needed and turned in to the Housing Coordinator.

C. Annual Maintenance Inspection - At least twice annually a joint building
inspection will be scheduled. The occupant and Housing Coordinator will make
inspection. Additionally, inspection with prior notice of 24 hours may occur at any
time.
5. Government and Occupant Responsibilities. These responsibilities are described in ASNF
6400-1, GOVERNMENT FURNISHED QUARTERS AGREEMENT and ASNF 6400-2,
GOVERNMENT FURNISHED CREW QUARTERS AGREEMENT
